The purpose of today’s visit was to monitor applicable child care requirements during a Rated License assessment. This Family Child Care Home operates with a five-star license, which was issued on 6/1/18. The last Annual Compliance visit was conducted on 1/23/26. The compliance history for the previous eighteen-month timeframe was 97%. Upon arrival the operator stated that she had to leave at 11:30 am for a doctor’s appointment. The operator’s daughter, who was her substitute caregiver, was present during today’s visit to care for the children while the operator was at her appointment. The operator's daughter prepared and served lunch before the operator left for her appointment. Lunch today would consist of cheese pizza, tossed salad, milk, and oranges. OBSERVATIONS: There were four preschool children present today. I observed the children playing in child care space and completing a paint dot activity with the operator’s daughter. The children were being visually supervised during the visit. The operator had a daily schedule posted. CHILDREN’S RECORDS: The file for the child, who began attending after the 1/23/26 Annual Compliance visit, was reviewed today. OPERATOR’S FILE: During today’s visit I verified that the operator had current Criminal Record Check clearance, current CPR/First Aid training, and current IT’S SIDS training. I also verified that the operator’s daughter had current Criminal Record Check clearance, current CPR/First Aid training, and current IT’S SIDS training. The operator’s daughter had completed the Health and Safety training in February 2026. I verified that the operator’s dog and the daughter’s dog had current Rabies vaccination. I reminded the operator that her husband’s Criminal Record Check requalification needed to be completed by 7//28/26. TRANSPORTATION: This Family Child Care Home does not offer transportation services. SMOKE DETECTORS: The smoke detector was tested during today’s visit. INSPECTIONS: The last documented fire drill was conducted on 5/3/26. The last documented shelter-in-place drill was conducted on 1/5/26. The last outdoor inspection was conducted on 5/3/26. The operator completed the Clean Water for NC Kids on 12/23/24. The operator completed the Clean Classrooms for Carolina Kids on 1/28/25. The following violations were cited today. Violation Number Comment Rule 910 Copy of each child's health assessment, including the operator's own preschool child(ren), was not on file within 30 days of enrollment. The child, who began attending after the 1/23/26 Annual Compliance visit, did not have a medical assessment on file. I verified that current menus for this week had been planned. I asked the operator to keep a copy of current menus posted for easy reference by parents. CAPACITY INCREASE: During today’s visit we talked about capacity increase. I stated that I would send the provider the requirements for her to study, prior to submitting a written request for an increase. STAR-RATED LICENSE: During the 1/23/26 visit, the operator signed a conversion, indicating that A Brilliant Beginning would use Pathway 1 (Program Assessment Pathway) to complete the new QRIS Rated License assessment process. As of this date, I have not received an application. During today’s visit the operator stated that she was registered to attend a QRIS training in Greensboro on 6/30/26. After reviewing the requirements for Pathway I and Pathway 2, the operator stated that she wanted to pursue Pathway 2. The operator will submit her application and supporting paperwork after completing the 6/30/26 training. Supporting paperwork, curriculums, formative assessments, and mentoring requirements for Pathway 2 were discussed today. The compliance history for the previous eighteen-month timeframe was 100%. This Family Child Care Home operates with a five-star license, which was issued on 6/1/18. This facility is licensed to care for children on all three shifts. Currently there are children enrolled on two shifts. During today’s visit the indoor child care space and the designated outdoor environment were monitored. OBSERVATIONS: There were four preschool age children present today. I observed the children resting during naptime. During today’s visit the enrollment worksheet, the operator’s verification form, and the signed statements of understanding were reviewed and discussed with the operator. RESIDENTS IN THE HOME: The provider stated that she, her husband, and daughter were residents in the home. SMOKE DETECTORS: Since the children were sleeping, the smoke detectors were not tested during the visit. INSPECTIONS: The last documented fire drill was conducted on 1/6/25. The last documented outdoor inspection was completed on 1/6/25. The last documented lockdown drill was conducted on 1/6/25. The FCCH completed the Clean Water for Carolina Kids program on 12/23/24. TRANSPORTATION: The Ford transit 350 with license number ABB099 was monitored for transportation requirements, even though the provider stated that she was not currently providing transportation services. INCIDENT REPORTS: The operator had a blank incident log on file. She stated that none of the children had sustained an injury since the 2/5/24 Annual Compliance visit. CURRICULUM: This FCCH was implementing the Experience Early Learning curriculum. Current activity plans were posted.
