A checklist was used to note the requirements I monitored today. The Operator’s Statement of Responsibility, and Verification of Required Information forms were received during the visit. Currently, this family child care home operates with a Three (3) Star License, issued October 20, 2020, earning four (4) points in the Education Component, two (2) points in the Program Component and one (1) Quality point for limiting the number of infants enrolled to no more than two. The last Annual Compliance Visit was completed on August 14, 2024. The fire drills, lockdown/shelter-in-place drills, and outdoor inspections were not completed as required. The owner/operator, B. Dawson, was present during today's visit. The program has maintained an 18-month compliance score of 89%. A copy of the compliance history was left with you. You were observed providing care to one child, two years of age. The child was observed reading books, interacting with caregivers, and having routine care needs met. The interactions observed were nurturing and supportive. You are listed as the sole proprietor on the child care license. Prior to changing the name and/or ownership (i.e. forming a corporation), please contact me to discuss procedures. Failure to notify a Division of Child Development representative may affect your child care license. The contact information that is on file with DCDEE was verified to be current. A copy of this computer- generated Visit Summary was reviewed and left with you at the conclusion of the visit. I used the Annual Compliance Monitoring Checklist for Family Child Care Homes and the Item Number Listing (DCD 0357) as a basic monitoring tool to assess compliance with all applicable child care requirements. The following child care violations were documented: Violation Number Comment Rule 508 Operator did not successfully complete a first aid course as referenced in Rule.1702(b)(2) First aid training was not renewed on or before the expiration of the certification. The first aid course was not renewed prior to the expiration of the previous certification. The last certification expired on 4/2025 and the new training was completed on 6/17/2025. .1703(a)(2) 511 Operator did not successfully complete a CPR course as referenced in Rule.1702(b)(2) CPR training was not renewed on or before the expiration of the certification. The CPR course was not renewed prior to the expiration of the previous certification. The last certification expired on 4/2025 and the new training was completed on 6/17/2025. .1703(a)(3) 714 Monthly check for hazards on the outdoor play area was not completed using a form supplied by the Division. The monthly outdoor play checks were not completed as required. The last documented outdoor check was completed on 5/1/2025. 10A NCAC .1721(e)(5)(A-F) 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The roster was not completed in the ABCMS portal, thus satisfying the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. ABCMS PROVIDER PORTAL: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. QRIS: QRIS Modernization Update: On June 26th, the North Carolina Rules Review Commission (RRC) approved the QRIS Modernization rules adopted by the NC Child Care Commission during their April meeting. The Division of Child Development and Early Education is preparing a summary of the rules, an online training module for Moodle, and an implementation plan. A webinar will be scheduled later this month to share the implementation plan and will also provide resources that can assist you with understanding the new rules. The implementation plan will allow time for administrators/operators to learn and understand the different pathways and the changes within our system. We encourage you to visit the QRIS Modernization page on the DCDEE website to learn more now, and, if you have not already completed the QRIS survey, we’d love to hear from you. The information you provide will help us know how we can best serve you in preparing for this transition. START RATED LICENSE/QUALITY IMPROVEMENT RATING SYSTEM (QRIS) UPDATE: The Child Care Commission intends to adopt the rules cited as 10A NCAC 09 .3201-.3226 and amend the rules cited as 10A NCAC 09 .0102, .2902, .2905, .3002, .3009, and .3010. • Read the Proposed Amendments and Adoptions. • Read the Fiscal Impact Analysis approved by the Office of State Budget Management. This set of rules is proposed for adoption and amendment by the N.C. Child Care Commission in response to Session Laws 2023-40 and 2024-34 regarding the modernization of the state’s Quality Rating Improvement System (QRIS). QRIS is based on a star-rating licensing system that applies to child care centers and family child care homes that meet all minimum child care requirements which include but are not limited to health and safety standards and those who voluntarily choose to meet higher standards. As a reminder, all substitutes, additional caregivers, and anyone 16 years of age and older must have a qualifying letter available for review. I reviewed with you that Ms. Weeks is not able to be a substitute for you until she receives a criminal background check and a qualification letter. SAFE ENVIRONMENT: While monitoring the outdoor environment, I observed nails protruding from the wooden border that encloses the rubber mulch and a swing set. The nails could cause a puncture hazard. Ensure all nails are beaten down flush with the wood. SAFE SLEEP CHECKS/ROOM TEMPERATURE: The sleep checks were not completed for the enrolled infant. When I arrived, Ms. Hinnant provided me one sleep chart for the month of February; however, there were no dates on the documentation. After I had been there for approximately an hour, Ms. Hinnant brought me an additional sleep chart that was not dated. This is a repeat violation from your Annual Compliance visit completed on August 17, 2023. Ensure sleep checks are completed on all enrolled infants.
