The following areas were monitored during the visit: supervision, capacity, CPR, first aid, ITS-SIDS training, CBC qualification, general health, administering of medication, storage of hazardous products, storage of medication, general safety, general licensing requirements, program records, license posted, fire safety, and sanitation. Krystle Santelia, Operator, was present during the visit and provided me with applicable staff and program files for review. Your program currently operates with a One star rated license effective January 1, 2017. The FCCH's compliance history was reviewed with the operator. The program’s compliance history was 97 percent as of March 25, 2024. The NC Secretary of State website was checked prior to the visit and Just Like Home Childcare, LLC was current/active as of March 25, 2024. Three (3) children were present today. I observed the children and operator engaged in free play activities while one child was asleep. The caregiver was actively involved with the children. Five (5) preschool children were enrolled. You reported and I confirmed that you were in compliance during today’s visit with child care requirements regarding firearms. The most recent outdoor inspection checklist was completed March 25, 2024. The most recent fire drill was conducted on March 25, 2024. The most recent quarterly drill was conducted on January 12, 2024. The following violation of child care requirements was observed during today’s visit. The violation and technical assistance were thoroughly reviewed with you and documented in the handwritten Visit Summary given to you at the conclusion of the visit. Due to technical issues with the Regulatory system, the computer-generated visit summary was emailed to you after the visit was completed on March 25, 2024. Violation Number Comment Rule 1405 Authorization for up to 12 months to apply over-the-counter medications, topical ointment, topical teething ointment or gel, insect repellents, fluoridated toothpaste, lotions, creams, and powders; such as sunscreen, diapering creams, baby lotion, and baby powder, to a child, when needed, was not in writing or did not contain information required by rule .1720(b)(7). The parent's authorization for one child's Boudreaux's Butt Paste did not include when to administer the medication. 10A NCAC 09 .1720(c)(4) The violation documented above must be corrected immediately. Send me a letter of compliance describing in detail specifically how the violation was corrected and how compliance will be maintained in the future. Include the violation item number, statement of compliance, date of the visit and license ID number in the letter. I must receive your compliance statement by April 8, 2024. Please send your compliance letter to kristen.mauney@dhhs.nc.gov. Failure to correct the violations and send the written statement by the due date may result in an unannounced follow-up visit being conducted or an administrative action may be recommended. The Division of Child Development may take administrative action against the license and/or impose civil penalties based on the failure of the operator to correct any documented violations within the established time period. Technical Assistance regarding the violation observed: Medication- I recommended that you review all medication authorization forms once received by the parent to ensure all required information is recorded prior to administering the medication to the child. A parent may give a caregiver standing authorization for up to 12 months to apply over-the-counter, topical ointments, topical teething ointment or gel, insect repellents, lotions, creams, fluoridated toothpaste, and powders, such as sunscreen, diapering creams, baby lotion, and baby powder, to a child, when needed. The authorization shall be in writing and shall contain: (A) the child's name; (B) the names of the authorized ointments, repellents, lotions, creams, fluoridated toothpaste, and powders; (C) the criteria for the administration of the ointments, repellents, lotions, creams, fluoridated toothpaste, and powders; (D) the manner in which the ointments, repellents, lotions, creams, fluoridated toothpaste, and powders shall be applied; (E) the signature of the parent; (F) the date the authorization was signed by the parent; and (G) the length of time the authorization is valid, if less than 12 months. Consultation: (The following topics were in compliance today.) -I reminded you to check the outdoor learning environment prior to use. You stated the children have not been outside yet today. I requested that you dump the water from the play kitchen sinks and rake the leaves from inside the play house. -We discussed child care requirements regarding water testing for lead. Child care rule 10A NCAC 09 .1725 (a) To assure the health of children through proper sanitation, the family child care home operator shall: (1) collect and submit samples of water from each well used for the children's water supply for bacteriological analysis to the local health department or a laboratory certified to analyze drinking water for public water supplies by the North Carolina State Laboratory of Public Health every two years. Results of the analysis shall be on file in the home; (2) collect and submit samples of water from each water outlet used for drinking or food preparation for lead analysis to the local health department or a laboratory certified to analyze for lead in drinking water by the North Carolina State Laboratory of Public Health. Results of the analysis shall be on file in the home. For operators that submit an application for licensure after the effective date of this Rule, water samples shall be collected by the operator and tested during the application process.
