Scott Kennedy, Director, was present during the visit. Mr. Kennedy accompanied me during a walk through the facility. I discussed the allegations with Mr. Kennedy and additional staff members. Limited monitoring of child care requirements occurred during today’s visit. No violations were observed and/or confirmed during today’s visit. Violation Number Comment Rule 852 Incident reports were not completed each time a child was injured, it did not include all the information required in rule, it was not signed by the parent and/or it was not maintained in the child's file. An incident report was not completed when a child was injured at the facility. .0802 (e) 873 Center staff did not follow the EMC plan. Today’s visit was completed with S. Kennedy, Administrator. You were present when I arrived, and you were notified of the purpose of the visit. Staff/training worksheets were received prior to the visit. A checklist was used to note the items monitored today. Currently this center operates with a Five Star License, issued May 10, 2024, earning seven (7) points in the Education Component, six (6) points in the Program Component and one (1) Quality point based on the program having enhanced policies approved and an infrastructure of parental involvement. The last sanitation inspection was completed on February 23, 2024, with a superior rating. The last fire inspection was completed on August 14, 2024. This facility is owned by Deep Run Child Care Center, INC. According to the information reviewed in the NC Secretary of State's Website, this corporation is “Current-Active”. You stated during today’s visit, this ownership remains the same. Ensure this corporation remains in good standing with the NC Secretary of State. Contact me prior to any changes with the corporation. You verified that all contact information on file with DCDEE is accurate. Prior to today’s visit, the program’s compliance history was 97% over the current 18- month period. A copy of your compliance history report was left with you. Children were observed participating in routines, free play in the indoor environment, group activities, and transitions. All interactions were observed to be positive and nurturing and adequate supervision was provided to all children in care. Adequate materials were available in all classrooms. Sleep checks were observed as current and safe sleep practices were adhered to. I monitored your center's NC Pre-K classrooms for meeting NC Pre-K requirements during the visit. You operate two NC Pre-K classrooms. Among the requirements monitored for compliance the following were included: reviewed the children's files for the required dental, vision, and hearing screenings, verified that the classroom teachers have not changed, observed that staff / child ratio and group size requirements were in compliance, verified that the center is using the Creative Curriculum, and verified Parent Involvement with the program. You also operate one Three School classroom, which is a program funded and operated through Lenoir County Partnership for Children. The computer-generated visit summary was reviewed with you at the conclusion of the visit and a copy was provided to you. I used the Annual Compliance Monitoring Checklist for Child Care and the Child Care Center Item Number Listing (DCD 0357) as a basic monitoring tool to assess compliance with all applicable child care requirements. The following violation of child care requirements was documented. Violation Number Comment Rule 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). Staff member Danekia Wiggins id not complete a criminal background check prior to the expiration of the previous qualifying letter which expired on 8/7/2024. The new qualifying letter is dated 8/26/2024. G.S. 110-90.2(b) & .2703(n)&(o) Child care licensing requirements are established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with the applicable laws and rules; always whether they have been monitored or specifically discussed with you in the past. The best way for you to ensure that you are meeting all requirements is to periodically review the child care laws and rules on the Division of Child Development and Early Education’s website. DCDEE WORKS: Please continue to keep your Staff and Training worksheets up to date. Update the worksheets when changes are made, such as hiring new staff, additional coursework, and completed training. If the education information is not in the “WORKS” system when the star-rated license is reassessed it could affect the points in Education Standards. UPDATE ON THE EARLY CHILDHOOD CERTIFICATE EQUIVALENCY EXAM: The Division of Child Development and Early Education (DCDEE) prioritizes increasing career pathways for future ECE teachers. However, after lengthy careful consideration DCDEE has reluctantly decided it will not bring back the Early Childhood Equivalency Exam due to concerns about academic integrity. We make this decision to ensure fair and equitable opportunity for all aspiring early childhood teachers, uphold minimum educational standards, and keep staff and children in licensed child care environments safe. Note, other Pathways to the Profession of Early Childhood Teacher still include: • EDU 119 – Introduction to Early Childhood Education: This 12-week course introduces the foundations of culturally responsive, equitable and inclusive early childhood education. Available at many N.C. Community Colleges with online, evening, or in-person options. Upon successful completion of EDU-119, the student earns the North Carolina Early Childhood Credential and qualifies to be a lead teacher in a child care center. • Challenge Exam/Proficiency for EDU 119 (Corrected): Each community college determines its own policies around giving a challenge exam, including who qualifies to take it, the cost, whether the exam is online or required to be taken in person, etc. Contact a local N.C. Community College for more information. • EDU 3119 – Intro to Early Childhood Education: This new short-term (8-week) continuing education offering is designed to prepare students to work in a childcare facility. Students learn how to design developmentally appropriate and inclusive lesson plans and activities for young children in alignment with NC Foundations for Early Learning and Development and state regulations. At the end of the course, students will have obtained a qualifying letter which provides eligibility for employment in a N.C. child care facility. Contact a local N.C. Community College to see if this course is available near you. • Child Development Associate® Credential (CDA): DCDEE is still offering free memberships for a limited time to the ECE workforce to enroll in Teaching Strategies Quorum® online teacher education platform. Get support as a new teacher, or complete CDA Coursework and get guidance for portfolio development. Coursework is also available in Spanish on Quorum. Scholarships for CDA course materials are available through TEACH Early Childhood® North Carolina Scholarship Program. Remember lead teachers lacking the North Carolina Early Childhood Credential have six months to enroll in EDU 119 or a DCDEE-approved equivalent, plus up to 18 months to complete the course. Currently this center operates with a Five Star License, issued May 10, 2024, earning seven (7) points in the Education Component, six (6) points in the Program Component and one (1) Quality point based on the program having enhanced policies approved and an infrastructure of parental involvement. You, S. Kennedy, Administrator, were present and available for consultation at the conclusion of the visit. The last Annual Compliance visit was completed on February 15, 2024. The last sanitation inspection was completed February 20, 2024, with a “Superior” classification. The last fire inspection was completed August 15, 2024, and the program was approved for day- time care only. I observed children engaged in free play and group time activities in the indoor and outdoor environment. I observed children having routine care needs met. Children were engaged in a variety of activities and adequate developmentally appropriate materials were available for all children enrolled. Staff/child interactions were positive and nurturing. Three new staff members have been hired since the Annual Compliance visit completed on February 15, 2024. A staff/training worksheet was not available today; however, the personnel files were monitored during the visit. The three new staff member files were in compliance. Prior to today’s visit, the program’s compliance history was 98% over the current 18- month period. A copy of your compliance history report was left with you. In space 4, a staff member's personal bookbag was being stored on a shelf that was lower than five feet from the floor. On the playground for preschool age children, a plastic storage container was cracked and a broken shovel was accessible to children. 10A NCAC 09 .0601(a) 1792 Staff did not model appropriate eating behaviors by consuming food or beverages that meet the nutritional requirements specified in the Meal Patterns for Children in Child Care Programs in the presence of children in care. In space 5, staff members had coke and coffee in the presence of children in care. .0901(i) 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete.
