Ms. Pam, Ms. Aubri and Ms. Deanna, were present and assisted me during the visit. The center currently operates with a Four (4) Star License that was issued on 7-12-2024. The last annual compliance visit was on 12-16-24. During today’s visit, a full assessment of applicable Child Care Requirements was conducted. Children were observed participating in the following activities: indoor play, lunch and preparations for nap time. The following items were observed during today's visit: license posted and restrictions followed, summary of law posted, attendance taken daily, sign in/out sheets completed, emergency medical care plan posted, lesson plans posted, daily schedule posted, menus posted, allergies posted, safe sleep information posted, infant feeding schedules posted, storage of hazardous materials and substances, CPR/First Aid and SIDS training completed as required, and Criminal Record Checks completed as required. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety seven percent (97%) as of 12/10/25. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The NC Secretary of State website was reviewed on (12/1/25) BRIGHT BEGINNINGS PRESCHOOL, INC was listed current-active. I reviewed all staff files (10) and (10 percent of enrollment) children's files. The last sanitation inspection was on 6/9/25. The last fire inspection was on 1/31/25. The last fire drill was on 11/10/25. The last shelter and lock down drill were conducted on 10/3/25. The last playground inspection was 11/20/15. All transportation requirements were monitored and in compliance for both vans. The following violation was observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 609 Staff did not wash their hands thoroughly before beginning work, before/after handling food, before bottle feeding or serving to other children, after toileting or handling body fluids, after diaper changing and after handling soiled items. Any medication the parent fails to retrieve within 72 hours of completion of treatment, or withdrawal of authorization, shall be discarded. NCAC 18A .2819 DIAPERING AND DIAPER CHANGING FACILITIES (b) Diapering surfaces shall be made of smooth, intact, nonabsorbent material and shall be kept clean and in good repair. Nothing shall be placed on the diapering surface except for those items required for diapering and the child whose diaper will be changed. If diapering is performed on the floor in a toilet room, then a smooth, intact, nonabsorbent barrier that is clean and in good repair shall be placed on the floor to minimize cross-contamination. (c) Diapering surfaces shall be disinfected using an approved disinfectant. During today’s visit a conversation template was filled out regarding QRIS. Ensure that all education information is current in the W.O.R.K.S. database. Education evaluations can take some time to process so beginning the process early will help to ensure we have the accurate information needed when it is time to complete the rated license assessment. The new QRIS options regarding the three Pathways are online. Please go to our website DCDEE to become knowledgeable about the changes that came into effect July 1, 2025. Mrs. Deanna (Director), Pam and Aubri assisted me with the visit. Your program currently operates with a Four-star license, issued 8/15/18. Your new license should be arriving in the mail soon. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in the indoor and outdoor learning environment and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, art, outdoor play, transitions, and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. The following items were observed in compliance during today's visit: license posted, and restrictions followed, summary of law posted, attendance taken daily, emergency medical care plan posted, activity plans posted, daily schedule posted, menus posted, allergies posted, storage of hazardous materials and substances, CPR/First Aid and SIDS training completed as required, and Criminal Record Checks completed as required. I received three new staff files for compliance. Sanitation inspection (4/3/24) and fire inspection (2/9/24) remain current. Playground inspection :6/3/24 next one due by 7/31/24. Emergency drill log: Shelter and lock down drills 4/8/2, next one due but 7/31/24. Fire drill: 6/4/24. Next one due by 7/31/24 Two violations were cited during today’s visit; one was corrected during today’s visit; the provider did ask questions about the topics below to ensure the facility stays in compliance. Mrs. Deanna (Director), Pam and Aubri assisted me with the visit. Your program currently operates with a Four-star license, issued 8/15/18. Your new license should be arriving in the mail soon. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in the indoor and outdoor learning environment and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, art, outdoor play, transitions, and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. The following items were observed in compliance during today's visit: license posted, and restrictions followed, summary of law posted, attendance taken daily, emergency medical care plan posted, activity plans posted, daily schedule posted, menus posted, allergies posted, storage of hazardous materials and substances, CPR/First Aid and SIDS training completed as required, and Criminal Record Checks completed as required. I received three new staff files for compliance. Sanitation inspection (4/3/24) and fire inspection (2/9/24) remain current. Playground inspection :6/3/24 next one due by 7/31/24. Emergency drill log: Shelter and lock down drills 4/8/2, next one due but 7/31/24. Fire drill: 6/4/24. One child's prescribed medicine was not stored in the manufactures original packaging. 10A NCAC 09 .0803(2)(b)(i-v) The violation(s) documented must be corrected immediately. On or before 8-6-24, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Also, please provide information regarding how the facility will maintain compliance in the future. Please be aware any information submitted by you is considered legal documentation. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent.
