L. Stevens, Early Childhood Coordinator, assisted me with today’s visit. Your program currently operates with a five-star license, issued 4/26/22, earning 7 points in the education component, 7 points in the program standards component and 1 quality point for 75% of lead teachers have a BA/BS or higher in ECE/CD. The last annual compliance visit was conducted 1/30/25. The sanitation inspection was completed 11/25/25 with a “Superior” classification. The last fire inspection was conducted 9/15/25 and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety seven percent as of 1/20/26. This facility is owned by Craven County Schools. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all information is current. Contact me if you need to make any changes to your contact information, e.g., phone numbers, mailing address. This facility is owned by Craven County Board of Education. All indoor and outdoor spaces were monitored. In space #1, children were eating breakfast that consisted of egg and cheese croissants and milk. After breakfast, the children washed their hands and transitioned to free play in activity centers and painted traffic signs. Children in space #2 were engaged in free play, investigating fabric and creating Barbie doll clothes. Both classrooms transitioned to the outdoor space. The outdoor space was observed to have a stationary climber, boat, riding toys, and balls for the children to engage in gross motor activities. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. The NC Pre-K Program Site Monitoring Tool was reviewed today. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance. Developmental screenings have been completed for enrolled children and fall conferences were held with parents. The following violations were documented. You stated that you had sent out a reminder email to all staff members reminding them to update their medication forms and you would have the parent complete a new form today. We discussed that it would be helpful to write the expiration date of the permission form and the medication on the allergy/special instructions list as a visual reminder. Add expiration dates of medication written permission forms and medication to a digital calendar that sends reminders in advance of the forms and medication expiring. Nutrition: Nourishing and attractive food is the cornerstone for children’s health, growth, and development as well as developmentally appropriate learning experiences. Nutrition and feeding are essential and required in every facility. Meals and snacks served to children in a child care center shall comply with the Meal Patterns for Children in Child Care Programs from the United States Department of Agriculture (USDA) which are based on the recommended nutrient intake judged by the National Research Council to be adequate for maintaining good nutrition. In space #1, children were served an egg and cheese croissant and milk for breakfast. Upon review of the posted menu, it reflected oranges in addition to the food that was served. We discussed that breakfast consists of three components and the menu should be reviewed each day and if a component is not provided, reach out to the cafeteria so that they can bring the missing items to the classroom. You stated that the staff members looked again in the cooler bag that meals are brought to the classroom and the oranges were present and overlooked. You stated that you will be meeting with the staff members to discuss reviewing the menu and serving all components each day. Ensure that all staff members understand the Meal Patterns for Breakfast, Lunch and Snack and make classroom observations to ensure that the required components are being served. L. Stevens, Early Childhood Coordinator, assisted me with today’s visit. Your program currently operates with a five-star license, issued 4/26/22, earning 7 points in the education component, 7 points in the program standards component and 1 quality point for 75% of lead teachers have a BA/BS or higher in ECE/CD. The last annual compliance visit was conducted 1/30/25. The sanitation inspection was completed on 4/17/24 with a “Superior” classification. The last fire inspection was conducted on 9/15/25. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety five percent as of 9/17/25. This facility is owned by Craven County Schools. All indoor and outdoor areas were monitored. Children in space #1 had group time on the carpet before washing their hands and transitioning to the table to eat breakfast. Breakfast included sausage breakfast pizza, fresh fruit, and milk. After the children ate breakfast and completed personal care routines, they transitioned to free play in activity centers. Children in space #2 were observed playing in the sand and water tables and building structures in the block center. The outdoor space had a stationary climbing structure, riding toys, and balls for the children to engage in gross motor activities. The following violation was documented. We discussed that the learning environment must be checked daily to ensure that traps are not accessible to the children or to add a lock to the cabinet. The staff member stated that maintenance placed the traps and when the cabinet was checked recently, and they were not present. We discussed that the traps were also cited in the last sanitation report, so a new process is needed to ensure that traps are inaccessible to children. Ensure that all staff members check learning environments daily to ensure that hazards are removed before children arrive. Because Abuse and Neglect registries are also checked, it helps to ensure that children are protected from physical, mental, and sexual abuse. Performing diligent background screenings also protects the child care facility against future legal challenges. All owners of licensed child care facilities and employees working in a licensed child care center are required to submit a Criminal Background Check (CBC) and receive their Qualifying Letter prior to their first day of employment and complete a five-year requalification (on-line application and fingerprints) so that the new Qualifying Letter is on file before the expiration date listed on their current Qualifying Letter. We discussed the importance of understanding the symptoms the child shows and the instructions to administer the inhaler that is on site for the child. You stated that the school nurse aids in getting the correct paperwork for medications. I provided a copy of the asthma action plan for the parent to complete. Emergency Medical Care Plan: Your program’s Emergency Medical Care plan was created to assist you with following a plan in the event of an emergency and who is responsible for each task list. You must update the plan whenever changes occur in your program. The emergency medical care plan was not updated to reflect current staff members. You stated that the staff member documented on the plan left recently. Update the Emergency Medical Care Plan and send a copy of the updated plan as part of your compliance letter. Outdoor Environment: The outdoor learning environment offers a sense of freedom for children. There were multiple active fire ant hills in the outdoor space and as a result a child was bit several times on their feet.
