Upon arrival I was greeted by Ms. T. Jenkins and shared the reason for the visit. She assisted me with today’s visit. Your program currently operates with a One (1) Star License. The license was posted, with restrictions to first (1st) shift care, and children under two and one half (2 ½) years old in rooms with direct exits only. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-five (95%) percent as of today’s visit. The following items were monitored: Licensing Posted, Permit Restrictions, Staff/Child Ratio, Supervision, Specialized Trainings, Storage of Hazardous Substances and Storage of Medication, Program Records, and General Safety. The Fire Inspection has not occurred since the last visit and remains current. The following items above were found in/out of compliance. The following inspections are below. •Last fire drill was conducted on 7/30/24. •Last Shelter in Place/Lockdown Drill was conducted 7/30/24. •Last Playground Inspection was conducted on 7/31/24. •The incident report(s) and log were in compliance. •The last Sanitation Inspection was completed on 5/18/24 and received a Superior Classification. The children were observed in the room that serves infants were observed to be participating in teacher director self-help activities such as feeding and diaper changing. The toddler and older two (2) year old's were finishing breakfast and were being assisted in self-help care routines such as diaper changing and hand washing. The children in the room that serves Preschool aged children were participating in transitions to teacher directed circle learning time and morning activities. The room that serves School aged children were participating in finishing breakfast , washing hands and transitioning to morning activities. In the younger preschool classrooms, children were also participating in soccer activities with “Happy Feet” a soccer skills company. Outdoor Learning Environment was observed and it was noted that the gate between the one’s (1s) and two’s (2) playground had sharp edges and small gaps at the bottom of the wiring of the fence. The Preschool age playground had a larger gap in the inner fence with protruding wires and needs to be addressed. It was not in good repair and large enough for a child to crawl through and get hurt. Staff Records: The staff-training worksheets were completed before the visit. There was one (1) new staff files to monitor. The staff records were very well maintained and organized. Medication: Medication was monitored and was in compliance. The system used for tracking medications was very well organized. The school does a very good job, of understanding the different types of allergies and medications used to treat allergies and were well versed in the rules about emergency medication. Nutrition: All menus were up to date and posted as well as allergy and food preference. Lunch today consisted of veggie burgers with a whole wheat bun, pears, sweet potato fries, and milk. Weapons: Today you reported that your facility was in compliance with childcare requirements regarding firearms. Transportation: Transportation does provide transportation but was not monitored at today’s visit. There was one (1) violation observed today. The violation is as follows: Violation Number Comment Rule 721 All equipment and furnishings were not in good repair. The fence between the preschool and older children's outdoor learning environment had a hole with protruding wires with sharp edges large enough for a child to crawl through. The fence gate between the ones (1) and twos (2) outdoor learning environments had gaps with sharp edges in the bottom of the gate that need to be addressed. G.S. 110-91(6); .0601(b) On or before 8/20/24 I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit may be completed. Any violation (s) documented may impact the compliance history score. The center's compliance history was reviewed with the operator. The compliance history could be impacted after today’s visit. Based on Child Care Rule 10A NCAC 09 Section .2200, the Division of Child Development and Early Education may take administrative action against the license and/or impose civil penalties based on the failure of the operator to correct any documented violations within the established time period. If you state in your letter that corrections have been made when they have not, it will be considered falsification of information. Rated License •Hold Harmless has been extended until the new QRIS is implemented (SB 425). Providers in Cohort #1 (number one) are not required to go any further with a rated license assessment unless they want to, and providers in Cohort #2 (number two) do not need to start their preparation year unless they want to. Upon request, a childcare facility may be awarded a star-rated license based on accreditation from a national childhood education accreditation organization provided the facility maintains its accreditation and remains in good standing. •Use this time for staff to update their information in the WORKS database. Technical Assistance •Check with the fire inspector about the gate in the early preschool one room to make sure it is in compliance with their egress laws. Also once the fire inspection is completed, please submit the passing inspection within seven (7) days to your Child Care Consultant. •As a reminder, mulch should be raked often to ward off compaction under well trafficked areas. •Rule 15A NCAC 18A .2816 requires currently operating child care centers to test water initially and every three years. Family child care homes are required to test water for lead once. o DCDEE encourages you to utilize the Clean Classrooms for Children’s program. You can take the pre-enrollment webinars which is available at www.cleanwaterforUSkids.org/carolina then enroll – At www.cleanwaterforUSkids.org/carolina completing the enrollment surveys for three program sections: 1) lead in water, 2) lead-based paint, and 3) asbestos. Keep mindful that once you evaluate potential hazards and receive results if there are recommendations and/or water mitigation support is needed they will provide direction in how to mitigate and ways to fund said mitigation. This center has a one star license and an 18 month compliance history score of 96%. The license and NC child care law summary were prominently posted. Upon arrival, T. Jenkins, director was conducting a new family orientation. J. Simpson, curriculum coordinator accompanied me for the beginning of the walkthrough. T. Jenkins accompanied me later on during the visit. There were 128 children in attendance today. The children were observed participating in teacher directed activities, free play, transitions, and breakfast. In several classrooms, I observed children eating breakfast. The children were eating biscuit with jelly and milk. The menu was not current with what the children were having for breakfast. This was corrected during the visit. During the walk through, I spent time observing in space #B1, the classroom for children 2 and 3 years of age. I observed the children sitting at the tables. They were participating in free art with paper plates and crayons. I observed the teachers sitting on the floor providing appropriate supervision with this activity. I spent time observing in space #D1, the preschool classroom. I observed the children participating in free play activities. I observed the teachers walking around the classroom monitoring and assisting the children with free play. The following items were monitored today: supervision, staff/child ratios, permit restrictions, license posted, approved space, storage of hazardous products, storage of medication, staff records and program records. I monitored 3 new staff files since my last visit. The staff and training worksheets were reviewed to confirm existing staff were still current with CPR, First Aid, ITS-SIDS training and criminal background qualifying letters. The center’s Emergency Drill Log and Report was reviewed. Fire drills were documented monthly as required. Shelter-in-place and Lock-Down drills were documented quarterly as required. The playground safety inspections were reviewed. Reports were documented monthly as required. There was 1 violation cited during today’s visit. Violation Number Comment Rule 526 Menus for all meals and snacks were not current or posted where easily seen by parents and cook.
