    Name of Operation: N-JOY Childcare Facility ID: 66000120 Consultant: MARQUITTA HOLLOMAN Operation Type: Family CC Home Case Number: Visit Date: 11/25/2025 Number Present: 5 Completed Date: 11/25/2025 Age: From 0 To 2 Total Minutes: 255 Time In: 09:45 AM Time Out: 02:00 PM Time In: Time Out: List to Use: Family CC Home Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of my unannounced visit was to monitor this program for compliance with applicable child care requirements during an annual compliance visit. This family child care home currently operates with a Three Star License issued December 20, 2024. S. Williams, the owner/operator, was present and available to assist. Five (5) children were present during my visit. The children were observed in toileting and handwashing routines, teacher directed group activities, and naptime. The caregiver interacted with the children in a positive manner. A walkthrough of the home was completed today. Fire drills, and playground inspections were all monitored and in compliance. Shelter in place/lock down drills were not completed/documented quarterly. You stated you do not provide transportation. Your underage child also resides in the home. Required criminal background qualification letters were observed and current for you and substitute staff, P. Mason. I used the Annual Compliance Monitoring Checklist for Family Child Care Homes and the Family Child Care Home Item Number Listing (DCD 0357) as a basic monitoring tool to assess compliance with all applicable child care requirements pertinent to this facility. Please remember the entire home is licensed for child care and must meet the applicable child care requirements. Although you designated space to be used for child care in a specified section of your home, the license is issued for the entire location. Any monitoring visit conducted may include spaces other than those you designated for child care. A computer-generated visit summary was reviewed and left with you at the conclusion of the visit. The following violations of child care requirements were documented. Violation Number Comment Rule 1854 The operator did not conduct a quarterly lockdown or shelter-in-place drill and or the drill record was incomplete. Quarterly shelter-in-place/lockdown drill was not practiced/documented for October 2025. .1719(a )(16) & .1721(e )(7) Child Care Licensing Requirements are established to ensure a safe, healthy, and developmentally appropriate environment for all child care facilities. Therefore, it is important for you to be knowledgeable of all licensing requirements that apply to your facility. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. It is your responsibility to maintain compliance with the applicable laws and rules; always whether they have been monitored or specifically discussed with you in the past. The best way for you to ensure that you are meeting all requirements is to periodically review the childcare laws and rules on the Division of Child Development and Early Education (DCDEE) website. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before December 9, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Please be aware any information submitted by you is accurate documentation. If any information provided in the letter is not accurate, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. PETS Your dog, Ace, is up to date on all vaccinations and all parents have signed the pet acknowledgement form. Ace was observed away from the children and housed in his crate. COMPLIANCE HISTORY Prior to today's visit, this facility has maintained an 18-month compliance score of 96%. TECHNICAL ASSISTANCE/ CONSULTATION PROGRAM RECORD KEEPING The facility’s shelter in place drill was not practiced/documented for the month of October 2025. REMINDERS The facility’s EPR and EMC plan should be reviewed yearly, with all staff, before the previous one expires. QRIS/STAR RATED LICENSE We discussed the different pathway options for the new QRIS system. You decided to complete Pathway 2-Classroom and Instructional Quality for FCCH. We completed an in-depth review of the forms specific to Pathway 2 and you were given the opportunity to ask questions. The temporary license allows a first shift capacity of 8 children, ages 0 to 12 years old. Restrictions on the license include daytime care only, maximum of 5 preschool children at any time, and the fireplace/woodstove not used during operating hours. The facility is owned by an LLC: N-Joy Childcare LLC. According to the NC Secretary of State’s website this LLC has a current and active status. Ensure the LLC remains current and active. During this visit, we walked through both the indoor and outdoor environments and completed a full assessment of the licensed space. A variety of age-appropriate learning materials were observed in the child care area. Your daughter, who is school age, was at school and not present during the visit. Two (2) children were present today. You interacted with them and played with toys and materials during the visit. You also served the children lunch after assisting them with diapering/bathroom and handwashing routines. When asked, three (3) other children are enrolled but were not present today. Program records were also monitored today along with children’s records. Both fire drills and outdoor playground inspections must be completed monthly and maintained on file for one year after completion and kept on file for review. None of your information has changed since the Initial Assessment visit. The following violations were documented today: Violation Number Comment Rule 910 Copy of each child's health assessment, including the operator's own preschool child(ren), was not on file within 30 days of enrollment. A health assessment was not on file for two (2) children within 30 days of enrollment. A health assessment/medical can be accepted if completed within the last 12 months prior to a child’s enrollment provided the information listed on DCDEE’s medical form is answered. Ensure the parent completes the top section of the Children’s Medical Report form. Immunization records are required to be on file within a preschool aged child’s first 30 days of enrollment. We discussed contacting the parent of one (1) child regarding obtaining a copy of the child’s health assessment and immunization records. These records are due for this child on or before February 27, 2025. This particular child was enrolled January 27, 2025. We reviewed to remind parents to continue updating a child’s feeling plan until he/she turns 15 months of age. MONTHLY INSPECTIONS: Outdoor inspections must be completed and documented monthly on the Outdoor Playground Inspection Checklist for Family Child Care Homes form along with monthly fire drills. Completing a fire drill and monthly playground inspections on the same day is a great way to ensure compliance with this requirement. You can also set reminders with your phone or document when you plan to conduct a drill on a calendar. Ensure drills are conducted at different times each month. We discussed making sure both a fire drill and an outdoor playground inspection are completed this month and documented on the applicable forms. EMERGENCY PREPAREDNESS AND RESPONSE TRAINING: (EPR) Training: When asked, you have not yet completed the EPR training. This training is required to be completed within the first year of licensure. You are required to complete this training on or before December 20, 2025 based on when you were issued a temporary license. One the training is completed, your EPR plan must be completed via the Risk Management portal within four months after completion of the training. Once the EPR plan is completed, print the EPR plan and have it available for review. You will need to begin completing and documenting shelter in place or lockdown emergency drills every three months after completion of the EPR training. ON-GOING TRAINING: The ongoing training hours (in-service) will be monitored at your first annual compliance visit based on when you were initially licensed. No training hours were monitored today. The requirements are based on education and experience. You are required to complete ten (10) hours of training annually. You may count the health and safety trainings toward this requirement. Maintain copies of your training certificates on file for verification. You can also use the On-Going Training Record Log to document the trainings you complete and attach your certificates to the log. You are using the On-Going Training Record Log. You can attend any training offered by any Child Care Resource and Referral Agency in North Carolina. You can complete any training offered by the Southwestern Child Development Commission as well. SUBSTITUTE AND ADDITIONAL CAREGIVER: Use the Additional Caregiver and Substitute checklist for Records if you are going to use a person to assist you and care for the children in your absence, such as times when you have an appointment, etc. Reference the items that are applicable or not applicable based on if the person works less than or more than five hours a week in your absence. Rated License: We discussed that you may voluntarily request to apply for a Two through Five Star Rated License at the end of the Temporary Time Period. A Three to Five Star license is required to participate in the Subsidized Child Care Program. We discussed that at this time, the Star Rated License is composed of the Program Standards Component, the Staff Education Component, and a quality point. An accumulation of points will determine how many points will be earned for the Star Rated License. I will bring you a copy of the Family Child Care Home Initial Rated License application during the next temporary time period visit. I will also bring you a copy of the Assessment for a Two Component Rated License. Contact me with any questions. Staff Education: You have created a WORK account and per your education evaluation, you have a high school diploma, North Carolina Early Childhood Credential, and 15 additional semester hours of ECE coursework. We reviewed points you may be eligible for during today’s visit without the completion of the North Carolina Early Childhood Credential. Program Standards: Once the facility is in compliance with applicable child care requirements, no additional action is needed to meet one point in this component. In order to earn two or more points, you will need to complete the 3-month long self-study and self-assessment using the FCCERS rating scale tool. In order to earn three or more points, you must have the FCCERS completed by the North Carolina Rated License Assessment Project and earn a specific score. I referred you to NCRLAP’s website, (www.ncrlap.org), for technical assistance and information regarding the 3-month self-study and self-assessment. You stated you have been working on a self-study, and you are completing the information weekly. Maintain documentation of completion of the three-month self-study on file for review and include dates when information is documented for my review during the final temporary time period visit. You can contact the local Partnership for Children to request any on-site technical assistance and assistance with a self-study. We discussed the FCCERS is voluntary and if not completed during your initial Rated License assessment you can request it later. As of February 1, 2025, the Family Child Care Environment Rating Scale was updated. The FCCERS has a third edition that is now being used as an assessment tool for programs that request the Scale as part of their Rated License assessment. Quality Point: The various options for earning a quality point will be discussed during the next visit. COMPLIANCE HISTORY: It is very important that you maintain compliance with all applicable requirements at all times since you will be building a compliance history. In order to move to a star rated license at the end of the Temporary Time Period, you must have at least a 75% compliance history. USE OF GARAGE: You have inquired about using your attached enclosed garage for a child care area. You have been working with the builder on ways to make renovations to your garage to make it applicable to caring for children.
