Your last Annual Compliance visit was conducted on October4, 2024. Your facility’s compliance history score prior to today’s visit was 93%. You, Kristin Noce, Operator, assisted me with today’s visit. I observed your Two-Star License, Emergency Numbers, Emergency Medical Care Plan, tobacco free signage, and NC Summary of Law, posted as required. Today children were adequately supervised, approved space was used, and permit restrictions were maintained during today’s visit. I observed children engaged in free play in activity areas, and transitions. I observed activity areas set up in the childcare space adjacent to the kitchen, including books, blocks, manipulatives, and dramatic play. I observed toys and equipment to be of sufficient quantity. I observed toys and equipment to be developmentally appropriate in all spaces. I observed bathrooms stocked with necessary supplies as required. Inspections/Drills/Logs Playground Inspection- January 6, 2025 Fire Drill- February 3, 2025 Emergency Drill- February 3, 2025 Incident Log- Completed as required. EPR Plan- Updated March 8, 2024 I monitored your staff file. I monitored all Criminal Background Checks for everyone living in the home over the age of 16. I monitored all children’s files. Your signature on all forms served and will serve as verification that the information provided was accurate and complete. There were two violations observed and cited during this visit: Violation Number Comment Rule 714 Monthly check for hazards on the outdoor play area was not completed using a form supplied by the Division. The last documented playground inspection was conducted on January 6, 2025. 10A NCAC .1721(e)(5)(A-F) 802 Sanitary toilet, diaper changing and hand-washing facilities were not provided. A non-absorbent surface was not used during an observed diaper change and proper handwashing after the diaper change was not observed. .1725(a)(5)(A-F) Technical Assistance: 1. Playground inspections are to be conducted monthly, you may want to consider posting your inspections, so they are easily visible or writing the date of the last inspection on your whiteboard. 2. Ensure that every time a diaper is changed it is done on a waterproof mat or surface. Use approved diapering methods as follows: 1) gather supplies, 2) wear disposable gloves (if needed), 3) use a disposable moist towelette to clean child, wiping front to back, 4) dispose of gloves if used and soiled towelettes, 5) wiping the employee's hands and the child's hands with a separate disposable towelette, 6) slide clean diaper under child and apply diapering products if needed using approved methods, 7) fasten diaper and place clothing on child, 8) wash child's hands, 9) and 10) clean and disinfect diapering surface using approved methods, 11) employee washes their hands. Consultation: ABCMS As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. QRIS The new QRIS Modernization Plan known as “Pathways to Success” is being added to law which included moving to the use of the updated Environmental Rating Scale (ERS-3 versions) for FCCERS, effective February 1, 2025. DCDEE and the NC Child Care Commission will continue the rulemaking process to add the rule language to child care requirements. This process with take several months. Hold Harmless provisions have been extended. Star rated license reassessments are postponed until the QRIS rulemaking process has been completed. Star rated license assessments are still required for new child care programs. A pathway for child care programs currently accredited through the approved accrediting bodies may now move to a 3- or 5-star license if they are not already at this star level. Providers need to submit a request to their licensing consultant and provide a copy of their accreditation award/certificate for processing: Accreditation Licensure Request Form. Please be reminded any ERS assessment completed on February 1, 2025 and after will be assessed using the ERS-3 versions. There were two violations observed and cited during this visit: Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. Hand Sanitizer with multiple warnings was stored on the bathroom sink and accessible to children. .1719 (a)(7) 1893 Application did not include all required information including, but not limited to: child's full name, named to be called, child’s date of birth, any allergies, including symptoms and the type of response required, and any fears or behavior characteristics a child has. One child's file was missing information regarding fears, behavior characteristics and other health care concerns. 10A NCAC 09 .1721 (a)(3)(A)(B)(C)(E) Technical Assistance: 1. Hand sanitizer and other potentially hazardous substances should be stored five feet up or in locked storage. I provided you with a “Storage of Hazardous Materials” poster to keep in your bathroom as a reminder of the items which need to be locked and what can be five feet up. Pay close attention to the warning label and if there are additional warnings to “Keep Out of Reach of Children” this will be an indicator of whether you will need to lock the substance or if it can be stored five feet up. 2. Prior to signing the children’s applications ensure that all areas are answered and there are no blanks. The areas which are often left blank have pertinent information to the care of children in your facility. Compliance Plan: All violations cited must be corrected immediately.
