You, B. Shaver Johnson, was available and assisted with the visit today. This center currently operates with a four (4) star license issued on 6/25/2019. The last sanitation inspection was completed on 3/1/2024 with a “Superior” classification. The last fire inspection was completed on 5/31/2024 and the center was approved for daytime care. The last annual compliance visit was conducted on 3/7/2024. This program continues to meet enhanced ratio and enhanced space requirements. Six (6) children were observed in care today ranging from ages zero (0) to four (4) years old. Children were engaged in free choice play and interacting with the caregivers. All interactions were nurturing and positive. The following requirements were monitored during today's visit: Staff/Child Ratio, Supervision, Specialized trainings, Storage of Hazardous Products, Storage of Medication, Adequate/Approved Space, General Safety, Staff Records, Program Records, and License Posted and Permit Restrictions. I used a checklist as a basic monitoring tool to assess compliance with all applicable childcare requirements pertinent to your program. Due to technical difficulties, a handwritten visit summary was reviewed and left with you at the conclusion of the visit. A computer-generated visit summary was emailed to you. The following violations were documented today Violation Number Comment Rule 805 Fire drills were not practiced monthly and/or the drill record was incomplete. Monthly fire drill record was not completed for August 2024 .0604(t); .0302(d)(5) 859 Monthly playground inspections were not completed and/or they were not completed by an individual trained in playground safety requirements. Monthly playground record was not completed for August 2024. .0605(q) 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. Quarterly shelter-in-place/lockdown drill was not completed for August 2024. The last documented drill was May 2024. .0604(u);.0302(d)(8) Child Care Licensing Requirements are established to ensure a safe, healthy, and developmentally appropriate environment for all child care facilities. Therefore, it is important for you to be knowledgeable of all licensing requirements that apply for your facility. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy five percent. It is your responsibility to maintain compliance with the applicable laws and rules; always whether they have been monitored or specifically discussed with you in the past. The best way for you to ensure that you are meeting all requirements is to periodically review the childcare laws and rules on the Division of Child Development and Early Education (DCDEE) website. Also, quarterly shelter in place/lockdown drills were not documented for the month of August 2024. Providers in Cohort 1 are not required to go any further with a rated license assessment unless they want to, and providers in Cohort 2 do not need to start their preparation year unless they want to. I used the Annual Compliance Monitoring Checklist and the Child Care Center Item Number Listing (DCD 0357) as a basic monitoring tool to assess compliance with all applicable child care requirements pertinent to this facility. Ten percent (10%) of staff records and ten percent (10%) of children’s records were reviewed today. All children’s records reviewed were found to be in compliance. Violations were documented for staff records. A computer-generated visit summary was reviewed and left with you at the conclusion of the visit. Johnson and B. Mizzelle did not complete Recognizing and Responding to Suspicions of Child Maltreatment before it expired. The training for B. Johnson expired 6/30/2018 and the training for B. Mizzelle expired on 11/14/2023. We discussed the training is to be completed every five (5) years, before it expires. You stated you have been having trouble accessing the training site to complete the training. EMC PLAN REVIEW Emergency Medical Care plan (EMC) review documentation was not on file for staff members. We discussed that although the EMC plan has been reviewed and there are no changes, documentation of the review should be completed annually. RESOURCES LEAD IN WATER/ PAINT AND ASBESTOS The Clean Water for Carolina Kids program is expanding to the Clean Classrooms for Carolina Kids program. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. Rules 10A NCAC 41C .1001 through .1007 require all programs to be free of lead and asbestos hazards. RTI is coordinating all the lead in water, paint and asbestos testing and remediation. Currently operating child care facilities are required to test for lead in paint and asbestos once unless the consultant notes a concern during a visit and refers the program to environmental health.
