Name of Operation: DOLLY'S CHILD CARE Facility ID: 82000126 Consultant: TANYA HERRING Operation Type: Family CC Home Case Number: Visit Date: 3/19/2025 Number Present: 2 Completed Date: 3/19/2025 Age: From 1 To 4 Total Minutes: 180 Time In: 10:30 AM Time Out: 01:30 PM Time In: Time Out: List to Use: Family CC Home Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to monitor applicable child requirements during a routine unannounced visit to your family child care home (FCCH). Upon my arrival, I was greeted by the owner/operator, D. Pope. I was unaccompanied as I completed a general walk-through of the indoor and outdoor environments. A total of two (2) children were present during today’s visit. The children were observed participating in free choice play and completing routine care tasks. I observed the caregiver engaging in positive and nurturing interactions with the children. Today’s lunch was in compliance with the Meal Pattern requirements. LICENSE STATUS: This FCCH currently operates with a three-star rated license issued on April 13, 2023. REQUIRED DRILLS/INSPECTIONS: The last annual compliance visit was completed on September 4, 2024. The most recent documented monthly fire drill was conducted on February 14, 2025, the most recent documented quarterly lockdown/shelter-in-place drill was conducted on February 7, 2025, and the most recent documented monthly playground inspection was completed on February 15, 2025. During today’s visit, a partial assessment of the child care requirements was conducted. I monitored all required postings, attendance logs, storage of medication and hazardous products, toys, and materials. There are no infants currently enrolled in the program, so safe sleep logs were not monitored. Ms. Pope is in compliance with the required trainings including CPR, First Aid, and SIDS. The qualification letter for Ms. Pope and the household members were in compliance. She also stated that she does not have an additional caregiver, nor does she provide transportation. The Verification of Required Information for Operator and Additional Caregivers form was completed. The following violations were observed during today's visit: Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. Aerosol cans of Rust Stop and Tuff Stuff tire cleaner, Pine Sol, and motor oil were stored in an unlocked storage shed in the outdoor play area. .1719 (a)(7) 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). The operator did not complete a CBC and obtain a valid qualification letter prior to the expiration date of 1-15-25. G.S. 110-90.2 & .2703(n) & (o) 1922 Plastic bags, toys, and toy parts small enough to be swallowed, including but not limited to materials that can be easily torn apart such as foam rubber and styrofoam, were accessible to children under the age of three. A plastic trash bag used for storage was located in the space designated for the care of children under the age of three. .1719(a)(18) COMPLIANCE HISTORY: Prior to today’s visit, the 18-month compliance history for this facility was 97%. A compliance verification letter is not required because the violations observed and documented were corrected during the visit. TECHNICAL ASSISTANCE/CONSULTATION: As a reminder, per child care rule .2703 (o), prior to the expiration date of the qualification letter, the child care provider must complete and submit the necessary forms to complete a criminal background check to obtain a valid qualification letter. The qualification letter will remain valid for a maximum of five years from the date of issuance and must be kept on file for review by a representative of the Division of Child Development and Early Education. ABCMS/CRIMINAL BACKGROUND CHECK PORTAL: As stated in North Carolina General Statute 110-90.2 & .2703(r) child care operators are to notify the Division of Child Development and Early Education of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete the Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the referenced training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been granted, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Should you need assistance, please contact the Criminal Background Check Unit at (919) 814-8401 and someone will assist you. Thank you for your time today. If the operator fails to correct any documented violations within the established time period, the Division of Child Development and Early Education may deny, suspend, terminate, or revoke any permit to operate (10A NCAC 09 .2000). All information in this report has been reviewed with me today.I understand that it is my responsibility to maintaincompliance with applicable NC Child Care Requirements at all times
