The annual compliance monitoring checklist for FCCH was used to note requirements monitored today. Upon arrival, I was greeted by the owner/operator, D. Hall. I was unaccompanied as I completed a general walk-through of the indoor and outdoor environments. A total of three (3) children were present during today’s visit. I observed the children participating in free choice play, and the caregiver engaging in positive and nurturing interactions with the children. Today’s lunch was in compliance with the Meal Pattern requirements. LICENSE STATUS: This FCCH currently operates with a three-star rated license issued on February 9, 2023. REQUIRED DRILLS/INSPECTIONS: The last annual compliance visit was completed on January 23, 2024. The last documented monthly fire drill was conducted on December 3, 2024, the last documented quarterly lockdown/shelter-in-place drill was conducted on November 6, 2024, and the last documented monthly playground inspection was completed on December 2, 2024. During today’s visit, a full assessment of the child care requirements was conducted. I observed all required postings, and attendance logs. There are no infants currently enrolled, so safe sleep logs were not monitored. I monitored program/space requirements, equipment and furnishings, capacity & supervision, storage and/or administering of medication, outdoor area & equipment, the operator’s file, and children’s records. Ms. Hall is in compliance with the required trainings, including CPR, First Aid, and SIDS. The qualification letter for Ms. Hall was in compliance. The operator stated she does not have any pets, nor does she provide transportation. She also stated she does not have an additional caregiver. The Verification of Required Information for Operator and Additional Caregivers form and the Operator’s Statements of Responsibility form were completed during today’s visit. The following violations were observed and documented during today’s visit: Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. Cans of air freshener and Lysol were stored in an unlocked cabinet in the bathroom. .1719 (a)(7) 1704 Summary of the NC Child Care Law was not given to each child's parent, guardian, or full-time custodian before the child was enrolled in the home and/or signed statement was not on file. One child, D.S., did not have a signed statement on file acknowledging receipt of the Summary of NC Child Care Law. By January 22, 2025, please send me a letter addressing each violation, how the violations were corrected, and how compliance will be maintained in the future. TECHNICAL ASSISTANCE/CONSULTATION: During today’s visit, I observed a household member, Donald Hall, who did not have a valid qualification letter on file for review. I accessed the ABCMS system and was able to verify that Mr. Hall has completed a criminal background check and was issued a valid qualification letter on August 9, 2024, which is valid for five years. As defined in General Statue 110-90.2(b) & (c), all members of the household in a family child care home over 15 years of age, who use the home on a permanent or temporary basis as their place of residence must have a valid qualification letter, and it must be kept on file for review by representatives of the Division of Child Development and Early Education. CRIMINAL BACKGROUND CHECK PORTAL: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete the Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the referenced training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been granted, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. Upon my arrival, I was greeted by owner/ operator, Debra Hall. LICENSE STATUS: Currently, this Family Child Care Home (FCCH) operates with a 3-star rated license issued. February 9, 2023. REQUIRED INSPECTIONS: The last documented fire drill was conducted on 7/17/24, the last documented shelter in place/lockdown drill was conducted on 5/9/24, and the last documented outdoor playground inspection was conducted on 7/24/24. I completed a general walk-through of the indoor spaces, the outdoor play space and kitchen. During today’s visit, a total of six (6) children were present. Children were observed during free choice activities. During today's visit, a partial assessment of the child care requirements was conducted. I observed all required postings and attendance logs. I completed the verification of required information for operator and additional caregiver form. No children’s records were monitored. The provider is current with all required training, including CPR, First Aid and SIDS. This FCCH does not provide transportation, therefore transportation requirements were not monitored. The following violations were cited during today's visit: Violation Number Comment Rule 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). If after the 15th day, a valid/current qualification letter is not obtained, you will be contacted and your FCCH will be placed on Inactive status until such time a current qualification letter is obtained and submitted.
