This facility has a five-star license with an effective date of June 7, 2019. The following restrictions are listed: daytime care only; meets enhanced ratios minus one and enhanced space. The last annual compliance visit was conducted on February 8, 2023. The ERS assessments were last conducted in April 2019. This NC Pre-K program is in cohort two which means that the rated license assessment will take place between July 1,2025 and June 30, 2026. The current 18-month compliance history is 96%. Upon arrival, I introduced myself and the reason for my visit at the front desk. I proceeded to the classroom, and I was greeted by Ms. Campbell, NC Pre-K Lead Teacher and Marisela Romero, Teacher. I was greeted by Ms. Wolfe, Principal, as I was monitoring the classroom. I used the "Annual Compliance Monitoring Checklist for Centers" during today's visit. I observed the children during free choice activities outdoors, hand washing routines, transitioning to lunch and eating lunch. I observed staff/child ratios, group size and supervision were observed and in compliance. Positive interactions between staff and children were also observed. I monitored the outdoor play area as the children and staff were outside. I monitored the outdoor playground inspections. I monitored the emergency drill report to assure that drills were occurring as required. The last sanitation inspection was conducted on August 22, 2023 with no demerits and a superior classification. A fire inspection was conducted on August 15, 2023. There are 18 children enrolled. I monitored a portion of the children’s records, including their health screenings. There have been no new staff hired since the last visit. I monitored a portion of the existing staffs’ files. The Off-Site Verification form for staff was monitored and completed for this school year. Prior to today's visit, the Program Consultant Site Visit Information Report was reviewed in the NC Pre-K Plan system. The staff working in the classroom are the staff that listed in the system. The program uses Creative Curriculum and the Teaching Strategies Gold as the on-going assessment. The DIAL-4 is the screening tool used and a portion of the screening tools were monitored today. The following are some ways that families are involved: monthly newsletters, parent/teacher communication notebooks that go home daily, volunteering in the classroom to read and participate and make and take projects, Book to Grow program in collaboration with the public library in which children take books and a journal home each Monday for the week. Staff stated that they use DOJO to communicate with families as well. Ms. Campbell stated that the children and staff are present 7:00-3:00. There was one violation observed and corrected during today’s visit. Violation Number Comment Rule 1043 All staff records, except financial records, were not made available for review. The substitute staff member was unable to locate her Health and Safety Trainings for me to review. G.S. 110-91( 9) 9995 A violation was found for which there is no item number. 2820(c) Non-aerosol sanitizing, disinfecting, and detergent solutions, hand sanitizers, and hand lotions shall be kept out of reach of children when not in use, but are not required to be in locked storage. These solutions shall be labeled as sanitizing, disinfecting, or detergent (soapy water) solutions. Hand soap other than that which is in bulk containers is not required to be kept out of reach of children or in locked storage. There was a large container of hand sanitizer located in the lower cabinet by the sink that was not locked. TECHNICAL ASSITANCE: -Adjust the shelf in the unlock cabinet so that it is at least five feet from the floor and place the cleaning sprays and hand sanitizer. -All staff should print their training certificates and keep on file for review. It may be helpful to screenshot them as well. CONSULTATION: -The North Carolina Early Childhood Equivalency Exam is a new pathway option comparable to a NC Early Childhood Credential. Applicants who achieve a score of 80% or higher on the NC Early Childhood Equivalency Exam earn the new North Carolina Early Childhood Equivalency Certificate. This certificate is equivalent to a North Carolina Early Childhood Credential and will qualify the individual to be a lead teacher in an early childhood classroom. To take the exam, go to DCDEE Moodle and select Early Childhood Professional Development/Child Care and Development Fund (CCDF)/North Carolina Early Childhood Equivalency Exam. -The thermometer in the refrigerator in the classroom was registering -20 degrees. This will need to be replaced with a working thermometer. -A “shelter-in-place” or a “lock-down-drill” will need to be conducted by the end of February.
