T. Molnar, Lead Teacher, assisted me with today’s visit. Your program currently operates with a five-star license, issued 10/30/23 earning 7 points in the education component, 7 points in the program standards component (meeting enhanced ratios, enhanced ratios minus one, and enhanced space) and 1 quality point for: All lead teachers have an AAS or higher in ECE/CD. Your program was also monitored for compliance with implementing an approved curriculum as required for all four and five star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted 2/21/24. The sanitation inspection was completed 10/8/24, with a “Superior” classification. The last fire inspection was conducted 4/24/24. and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was 97% as of 1/29/25. Your contact information on the Division of Child Development & Early Education (DCDEE) website was reviewed during today’s visit. The information is current. It is important to frequently check your email to remain informed about any new changes that have or may occur. The facility is currently owned by Beaufort County Schools. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. The NC Pre-K Program Site Monitoring Tool was reviewed today. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance. The facility uses the Teaching Strategies Gold instrument to document evidence of children's ongoing progress. It was reported that the checkpoint assessments are conducted three times per year: at the beginning, middle and end of the school year. The classroom operates from 7:45am to 2:50 pm. Parent conferences are held three times per year. You stated that you use the Class DoJo app to communicate with parents. In addition, a daily report is sent home to the parents which includes any information about the child’s day and any reminders. The environment rating scale score received on 3/14/23 was 6.19. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. In space #1 children were transitioning to outdoor free play. Playground included stationary climbing structure, tricycles, balls, and accessible storage with additional toys and materials for play. The stationary climber was not available for use. Maintenance personnel were replacing the steps with new ones. In space #2 children were engaged in free play. A teacher was engaged with a group of children learning about rhyming words. I observed proper hand washing. Lunch was observed and consisted of chicken alfredo, whole wheat breadstick, tossed salad, strawberries, and milk. The following violation was observed. Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. There were three (3) uncovered outlets on a power strip that were accessible to the children located on the countertop near the classroom sink. 10A NCAC 09 .0604(c) Technical Assistance: Electrical Outlets: Approximately 2,400 children are injured annually by inserting objects into the slots of electrical outlets. For this reason, all electrical outlets, including those on power strips, not in use that are in areas accessible to children must be protected with a safety plug or a tamper-resistant electrical outlet. There were three (3) uncovered outlets on a power strip that were accessible to the children located on the countertop near the classroom sink. You stated that you had been charging the children’s classroom iPad’s and forgotten to put safety covers back. The outlets were covered during today's visit. Consider adding a note near the outlets to serve as a reminder to re-cover the outlets. Additional comments: We discussed Clean Classrooms for Carolina Kids Lead in Water testing is complete. Enrollment has started and is under survey review by RTI for Lead-Based Paint and Asbestos. Raise NC- Stay current with communication and email blasts from DCDEE. The administrator and lead teacher assisted me with today’s visit. Your program currently operates with a five-star license, issued 10/30/23 earning 7 points in the education component, 7 points in the program standards component (meeting enhanced ratios minus one and enhanced space) and 1 quality point for: Staff benefit package. Hold harmless has been extended until the new QRIS is implemented (SB 425). This means that you do not need to schedule a rated license assessment unless you voluntarily request one. The new QRIS has been approved by the Child Care Commission. The Division is working on implementation and trainings for the new system. The center's compliance history was reviewed with the operator. The program’s compliance history was 98 % as of 10/7/24. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children were participating in group time, free play in activity areas, transitions, and personal care routines. The caregivers were interacting and meeting the developmental needs for each of the children. Handwashing occurred as required. Files for one new staff member were reviewed. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. Lunch was observed and consisted of macaroni and cheese, tater tots, pineapple, corn bread muffin, and milk. T. Molnar, Lead Teacher, assisted me with today’s visit. S. Sines, Preschool Director, was also present during the visit. Your program currently operates with a five-star license, issued 10/30/23 earning 7 points in the education component, 7 points in the program standards component (meeting enhanced ratios, enhanced ratios minus one, and enhanced space) and 1 quality point for: All lead teachers have an AAS or higher in ECE/CD. Your program was also monitored for compliance with implementing an approved curriculum as required for all four and five star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted 4/5/23. The sanitation inspection was completed 2/13/24, with a “Superior” classification. The last fire inspection was conducted 9/19/23. and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was 96% as of 2/19/24. Facility Information: We reviewed your facility information and per S. Sines’ statements, you will check to see if the web address listed is still correct. Per our discussion, the administrator is listed as the owner’s contact, so she can submit the request to update the information. The facility is currently owned by Beaufort County Schools. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. The children in space 2 were having free play time. There was an intern present and assisting with the children. One staff member praised a child for making a cube and used the opportunity to review what they had learned about cubes. The children in space 1 were outside playing with tricycles, dramatic play items, and a car track. There was also a stationary climbing structure available with over 7 inches of rubber mulch surfacing. Lunch was observed and consisted of a chicken sandwich on a whole wheat bun, mixed fruit cup, French fries, and milk. After lunch, the children rested on linen covered cots. A container of DG Home Disinfectant Wipes was located on top of a bookshelf 5 feet above the floor but not in locked storage. The label listed warning for contact with eyes and clothes. .2820(b) Be knowledgeable of the child care laws and rules and environmental health rules; review them with your staff and assist them with understanding and implementing them to maintain compliance and keep children safe and healthy. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation was corrected during the visit, therefore you are not required to submit a compliance verification letter. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided is not true, this may be considered falsification of information. Technical Assistance: Storage of Hazardous Items - Intentional planning of the environment helps to reduce injuries to young children. Using the handout, Hazardous Items Storage, we reviewed the requirements for items that list more warnings than “Keep out of reach of children”. A container of DG Home Disinfectant Wipes was located on top of a bookshelf 5 feet above the floor. The label listed warning for contact with eyes and clothes. Consider photocopying the Hazardous Item Storage handout on colored paper and post on the outside of your closets or storage cabinets for staff to use as a reference when needed. You were also encouraged to do random checks of the classrooms to ensure they are consistently in compliance with requirements for the storage of hazardous items. Additional Information: Provider Access to ABCMS - Beginning February 1, child care administrators can access the Automated Background Check Management System (ABCMS) This access will allow providers to: •See the real-time background check status of staff members. •Run a printable report of the staff roster to assist with compliance visits. •See new background check applicants and add to staff roster. Access to the ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test. Watch for more information in the next Raise NC newsletter. Funding Opportunity to Address Asbestos and Lead Based Pant - The NCDHHS, Health Hazards Control Unit (HHCU) is providing a presentation regarding the American Rescue Plan Act (ARPA) Reimbursement Program for NC Licensed Child Care Centers and Family Child Care Homes. Under the ARPA Reimbursement Program licensed facilities can be reimbursed up to 100% for eligible expenses related to asbestos or lead-based paint abatement or remediation activities. Funding for reimbursement will be available until December 31, 2026, or until it is depleted, whichever comes first. The Healthy Social Behaviors (HSB) Project supports teachers to promote healthy social-emotional development and reduce the expulsion rate among young children in licensed child care centers across North Carolina. The team is made up of specialists with early childhood education backgrounds who are passionate about empowering teachers to develop learning environments and teaching practices that promote prosocial skills in young children. Child Care Rule .3013 - NC Pre-K Teacher Assistant Education and Credential- All teacher assistants must have a high school diploma or its equivalent and either: hold a Child Development Associate (CDA) credential; or hold or be working toward an associate degree or higher in birth-through-kindergarten, child development, early childhood education, or an early childhood education related field. Teacher assistants working toward the associate degree must make progress by completing a minimum of six semester hours per year. DCDEE strongly encourages NC Pre-K Teacher Assistants to make every effort to meet the requirements of rule .3013. as the flexibilities will expire June 2024.
