A checklist was used to note the requirements I monitored today. Today Ms. V. Brown Lead teacher assisted with today’s visit. This program currently operates with a five-star license issued February 6, 2018. Please be reminded to have all the staff’s education sent to WORKS to be evaluated. The hold harmless has been extended until further notice at this time. I monitored the indoor and outdoor environments for compliance with child care requirements. Staff/child ratios, supervision, use of space and capacity were monitored for compliance. The permit, sanitation, evacuation, safe arrival, and departure procedures, first aid chart, menus, activity plans, daily schedules, emergency care plan, emergency telephone numbers, staff records, and summary of NC Child Care Law, were posted at the time of the visit. The storage of medication and hazardous products was also monitored for compliance. A random selection of staff and children’s records were also reviewed today. Prior to the visit I received your staff and training worksheets. Your signature on these forms will serve as verification that the information provided is accurate. The children’s record worksheet was completed. NC Pre-K During today’s visit, I monitored the one NC Pre-K classroom for requirements in section .3000 of the child care rules. The center uses Creative Curriculum and completes the Teaching Strategies Gold checklist to document the evidence of children’s ongoing process. The checkpoints are completed three times a year during the fall, winter, and spring. A parent teacher conference is held three times a year or more if needed. The classrooms operate from 7:50am-3:05pm. Newsletters are sent home monthly which include information on current themes, activities, and upcoming events. The last rating scale assessment overall score received was 5.86. Upon arrival the children were outside on the playground and later observed preparing for lunch which consisted of chicken with a bun, mashed potatoes, orange slices, and milk. The theme in the lesson plan was plants. Your last fire drill was completed 3/20/25, and your monthly playground inspection was dated 3/18/25. Your last EPR drill was a lockdown completed 3/19/25. I reminded you an EPR drill must be completed every three months and to keep all documentation on file for review. Your last fire inspection was dated 3/13/25.Your last sanitation inspection was completed 4/9/25 with a superior rating and 4 demerits. Please contact Environmental Health and your local fire inspector within 30 days of the due date to request an inspection to be completed. Once your inspections have been completed mail or email them to me. I recommend that you place your due dates on a calendar or spreadsheet to help you maintain compliance. The following violations were documented today. Violation Number Comment Rule 1041 Prior to employment a Criminal Background Check was not completed. A staff member date of employment was 9/5/24 and the qualifying letter on file was dated 9/13/24. G.S. 110-90.2(b) 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. A staff member with an employment date of 9/5/24 did not complete first aid training within ninety days of employment as required by the rule. First aid training was completed 2/18/25. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Verification of staff completion of the CPR course from an approved training organization was not in the staff file. A staff member with an employment date of 9/5/24 did not complete CPR training within ninety days of employment as required by the rule. CPR training was completed 2/18/25. .1102(d) 1897 The child care administrator and all staff did not complete the Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment. A staff member with a employment date of 9/5/24 did not complete Recognizing and Responding to Suspicions of Child Maltreatment training within ninety days of employment as required by the rule. .1102(g) 9999 A violation was found for which there is no item number. Two staff personal bags were accessible to the children in care. The violation must be corrected immediately. Please send me a compliance letter (written statement) describing how and when the above violation was corrected. The compliance letter must be received no later than April 24, 2025. Contact me if you have questions regarding correction of the violation documented during today’s visit. If you are unable to correct the violation within the specified timeframe, send a compliance letter regarding the violation that was corrected. An extension will need to be requested from management. Childcare licensing requirements are established to ensure a safe and healthy childcare environment. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the childcare law and rules. Technical assistance regarding the following items were reviewed with you today. During the visit we discussed what new staff needed to complete in the first ninety days of employment CPR/First Aid and Recognizing and Responding to Suspicions of Child Maltreatment training. Please be reminded to keep all staff’s personal bags inaccessible to children in care. All flexibilities expired, except for the flexibilities related to the star rated license. I reminded you that the health and safety training courses have been relocated from Pro-Solutions to Moodle on the DCDEE website and they are free of charge. I discussed various other training resources, including those online and in-person. Remember continuing professional development training provides you and your staff with the knowledge and skills needed to provide a quality child care program. Please be reminded the health and safety training courses are required to be completed every five years. CBC Provider Portal Technical Assistance & Notification to the Division of New Hires or Residents Technical Assistance Guidance As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Clean Classrooms for Carolina Kids is a program designed to identify and eliminate exposure to lead and asbestos hazards in buildings. During today’s visit I completed a walk-through of the facility. The group size, supervision, ratio, capacity and approved space were in compliance. The restrictions, license and emergency care plan were posted. First Aid/CPR, storage of hazardous materials and the NC Child Care Summary of the Law was posted. I monitored the program requirements, furnishings and equipment, outdoor area, and medications. Upon arrival the children were observed playing outside on the playground. A new staff member had been hired since the last visit was completed. The staff and training worksheet was completed for the new staff member. The theme of the lesson plans was on families. The lunch menu for today consisted of chicken with rice, sweet peas, strawberries, and milk. The program currently operates with a five- star license issued February 6, 2018. During the visit I reminded you to make sure all staff have sent their education to WORKS to be evaluated. The hold harmless has been extended until further notice at this time. Your last fire drill was completed 9/30/24 and your last monthly outdoor playground inspection was dated 9/17/24. Your last EPR drill was a lockdown completed 9/18/24. I reminded you that an EPR drill must be completed every three months. Please keep all documentation on file for review. Two violations were documented during the visit. Violation Number Comment Rule 1032 Child care providers and uncompensated providers who are not substitute providers or volunteers, including the director did not have a medical report on file prior to employment that was signed by a health care professional and/ or the medical report was older than 12 months. One staff member with an employment date of hire 9/5/24 did not have a medical report on file. 10A NCAC 09 .0701(a) 1033 On or before the first day of work, all staff, including the director and individuals who volunteer more than once per week did not provide results indicating that they were free of active TB and/or TB test or screening was older than 12 months. One staff member with an employment date of 9/5/24 did not have a negative TB test on file for review. .0701(a) Please send me a written statement describing how and when the above violations were corrected. The written statement must be received no later than October 17, 2024. Please note that if your letter is mailed, a hand written signature is required. As an alternative, compliance letters can now be submitted via email. I recommend emailing your letter to reduce the time needed to ensure my receipt of your information; however, if you do not have access to email, please ensure that your letter is mailed in a timely fashion and that you allow for any possible delays in the mail service. Please note that the two- week timeframe is established to allow time for submission of your letter, not for correcting the violations. All violations should be corrected immediately or as soon as possible. Childcare licensing requirements are established to ensure a safe and healthy childcare environment. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. Please be reminded prior to employment a staff member must have a medical assessment along with a negative TB test on file. During the visit we also discussed prior to employment a staff member must have an approved qualifying letter on file. During today’s visit a new staff member did not have a medical or a negative TB test on file prior to employment. You stated you understood, and you would make sure future employees have all paperwork needed prior to the first day of employment. I reminded you the health and safety trainings have been relocated from Pro-Solutions to Moodle on the DCDEE website and they are free of charge. I discussed various other training resources, including those online and in-person. Remember continuing professional development training provides you and your staff with the knowledge and skills needed to provide a quality child care program. Please be reminded the health and safety training courses are required to be completed every five years. DHHS Memo on Funding and Enrollment Public schools and licensed child care facilities in North Carolina are eligible to participate in the funding mechanisms to cover the costs of testing for lead in water and inspecting for asbestos and lead-based paint hazards beyond the May1, 2024 deadline. Facilities that have not enrolled should complete the online process by November 1, 2024. The Clean Classrooms for Carolina Kids Program is providing free facility-wide testing and inspections without any out-of-pocket costs. Due to the volume of testing and inspections, completion of the online enrollment process in the program is considered temporary compliance with the testing and inspection requirement and will allow facilities to participate in the funding mechanisms. Required water testing for child care centers under Rule 15A NCAC 18A .2816 is not affected by the November 1 deadline. Enroll today at www.cleanwaterforuskids.org/carolina! If you have enrolled for only one of two of the program sections, log back in to complete surveys for the remaining section(s) to comply with the rule requirements. Listed in 10A NCAC 41C .1002(a).
