The facility Notice of Compliance was issued 10/6/25. The NC child care law summary was posted. The following was monitored using the May 2026 Master Center Item Number Listing: supervision, staff/child ratios, CPR/ First Aid, special training, CBC qualification, emergency medical care plan, administration of medication, storage of hazardous products, storage of medication, general safety, discipline, adequate and approved space, program records, and permit restrictions. I was greeted by C. Harvin, Director, I introduced myself and explained the purpose of the visit. Ms. Harvin accompanied me on the walkthrough. I monitored five (5) spaces where children were cared for throughout the day. Preschool aged children were observed participating in free choice play and a teacher directed activity. The teachers were observed engaged with children and provided a nurturing environment. Materials were observed in good repair and plentiful. Toddlers were observed playing independently and infants were observed sleeping and playing on the floor. Cribs were labeled and each infant had an assigned crib. Safe sleep checks were documented through the Brightwheel application. All the required information was captured on the application. One (1) set of bottles was not dated. This was corrected during the visit. Diaper creams and topical ointments were monitored and met compliance.. Ms. Harvin stated there were no emergency medications required. Lunch was served during the visit and reflected what was listed on the posted menu. Lunch met nutrition requirements. The outdoor learning environment was monitored. There was no climbing equipment. There were gross motor materials available for children. The gates to the air conditioning units were unlocked. Three (3) new staff files were monitored. I completed the staff and training worksheet and emailed it to Ms. Harvin. Arrival/departure times were documented as required. Fire and emergency drills were documented as required. Adequate supervision was provided and each classroom maintained staff/child ratio. The last fire inspection was completed on 10/6/26. The last sanitation inspection was completed on 3/17/26 and received a superior rating. Violation Number Comment Rule 533 Human milk, formula and other bottled beverages including sippy cups, sent from child's home were not fully prepared, dated, and labeled for the appropriate child. One (1) set of infant bottles was not dated. 15A NCAC 18A .2804(d) 705 Equipment and furnishings were not sturdy, stable and free of hazards. A wood board was loose under the ramp leading to the playground. A screw was poking out of the board. A nail was exposed on the stairs leading to the playground. .0601(c) 828 Air conditioning units were accessible or did not have a guard to keep objects from being thrown into the unit. The gates leading to the air conditioning units were unlocked. .0604 (m) 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. A magic eraser was stored on shelf accessible to children. The storage closet in the kitchen was unlocked. The closet had cleaning supplies stored inside and accessible to children. .2820(b) Corrective Action: Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before Tuesday, June 23, 2026 written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. Email the information to: jennifer.stansfield@dhhs.nc.gov The emailed compliance letter must be sent from the email address registered with the DCDEE (this serves as your signature) and the following information must be included: name, position, facility name, and facility ID number. Technical Assistance/General Comments: Criminal Background Portal/ABCMS: North Carolina child care administrators can now view and edit their facility’s staff roster in ABCMS, the DCDEE’s criminal background check system. Provider Access to ABCMS allows administrators to: • See the real-time background check status of staff members. • Run a printable report of the staff roster to assist with compliance visits. • See new background check applicants and add to staff roster. To get started, complete the ABCMS Child Care Provider Portal Training in Moodle—a video tutorial followed by a few questions. The roster should be completed by October 2026 and will be reviewed during the annual compliance visit. A technical assistance form was emailed to Ms. Harvin today. - The facility began accepting subsidized child care. As part of that requirement all staff must take the Health and Safety trainings within the first year of employment. Health and safety trainings can be found on the DCDEE website at https://ncchildcare.ncdhhs.gov/ under the provider tab and clicking on training and professional development. Staff will need their NCID login and password to access Moodle. Staff should also complete Recognizing and Responding to Child Maltreatment at https://www.preventchildabusenc.org/services/trainings-and-professional-development/rrcourse. All health and safety training topics must be renewed every 5 years from the date on the training certificate. - The EPR plan must be reviewed annually in the risk management portal. If no changes are made you may print page 28 of the plan where it indicates your review date and the cover page yearly. Make sure you click “publish plan” when you are finished reviewing. - If you enroll more infants you will need to add an additional evacuation crib. There should be one evacuation crib for every five (5) infants. - You may change pull-ups on cleanable mats in the classroom. I emailed you to potty training chart to post in the restroom in Space 2. - Staff in the infant room should document the time and position of the infant when the child is first laid down in the crib. That time begins the 15 minute check clock. - I recommended adding a vegetable garden and flower garden to the playground. We discussed using natural materials for exploration. - We discussed volunteer requirements. Ms. Harvin stated she may use volunteers between the ages of 13 and 15 to assist with summer camp. She printed the volunteer checklist. I explained that volunteers could not supervise children alone and were not counted in staff/child ratio. Volunteers must be supervised by and work with a staff person who is at least 21 years of age and meets staff qualification requirements. - We discussed water play activities. I explained that anything that pooled water could not be used. Sprinklers and splash pads were acceptable. - You should begin contacting your fire inspector at least one month before the due date to get on their schedule for inspection. The completed DCDEE fire inspection form should be emailed to your consultant withing 7 calendar days of the inspection. Thank you for your time today.
