Your program currently operates with a Five-Star license, issued August 4, 2025, earning six (6) points in the education component, seven (7) points in the program standards component and one (1) quality point for using a developmentally appropriate curriculum (Gee Whiz) that addresses the five domains of development. Your program was also monitored for compliance with implementing an approved curriculum as required for all four and five star licensed facilities where four-year-old children are enrolled. The sanitation inspection was completed November 13, 2025, with a Demerit Score of two (2). The Emergency Preparedness and Response Plan (EPR) was reviewed and compliance was met; the plan was last reviewed by the provider on August 10, 2025. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-nine (99) percent as of January 29, 2026. The NC Secretary of State website was reviewed on January 30, 2026, and Tutus and Ties Childcare Center, LLC was listed as current-active. Upon arrival I observed five (5) children present in approved child care space. The children were observed preparing for nap time. Nurturing tones were heard when Ms. Demerson spoke with the children. Adequate supervision was provided while the children napped. The program was monitored with the Family Child Care Home Item Number Listing, and the Annual Compliance Monitoring Checklist for Family Child Care Homes. A copy of the monitoring checklist was provided to Ms. Demerson after the visit. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, Activity Plan, and Emergency Numbers. Monthly Fire Drills, Shelter-In-Place/Lockdown Drills, Playground Inspections, Incident log, the Emergency Medical Plan and the Emergency Preparedness and Response (EPR) Plan; compliance was met. The daily attendance and arrival and departure times were reviewed and met compliance. The child care facility, including the bathroom, child care room, kitchen, and outdoor play area was monitored during the visit. Soap and toilet paper were available in the bathroom for use. The toys and equipment were in good repair. There was a working thermometer in the refrigerator, and working smoke detectors; there was a working fire extinguisher. The outdoor play area was clean and the toys were in good repair. Ms. Demerson's file was monitored and observed for Health Questionnaire, Emergency Information, First Aid and CPR, and Criminal Background Check (CBC), and Qualifying Letter; a violation was cited for the Health Questionnaire form. Compliance was met for annual training hours. Mr. Demerson has a current CBC letter on file, along with household members A. Demerson. C. Demerson did not have a current qualification letter on file and a violation was cited. A violation was cited for CBC. The children's records were reviewed, and compliance was met. There are no children enrolled with allergies, and there are no children on medication or emergency medication. No hazardous items were observed. The Written Plan of Care was verified. Ms. Demerson attended a QRIS Session. The session provided valuable insights on QRIS, also known as Pathways to the Stars, and designed to help you understand and prepare for the transition to the new QRIS system; QRIS is due August 2028 for your facility. -Get Ready for the 3’s / QRIS: Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third editions. These third editions come with a spiral binding at the top, replacing the current revised editions. Visit the NCRLAP’s website, https://www.ncrlap.org/ for more information about updated resources, credit hour trainings, and outreach assessment opportunities to help you become familiar with these tools. There are different tracks for participation (Licensing renewal, Program start-up, staff-child interactions and director support); and there are new opportunities this year like updated ERS-3 trainings, Leadership college coursework for administrators and Communities of Practice for both Child Care Directors and Family Child Care providers. They still have opportunities for college coursework and stipends for coursework completion. -Technical Assistance was provided on the QRIS Pathway to the Stars. Ms. Demerson confirmed that the facility would like to apply for a Five (5) Star Rated License through Pathway 1 or 2; has decided to complete Pathway #1 or Pathway #2. Your program was also monitored for compliance with implementing an approved curriculum as required for all four and five star licensed facilities where four-year-old children are enrolled. The sanitation inspection was completed November 13, 2025, with a Demerit Score of two (2). The Emergency Preparedness and Response Plan (EPR) was reviewed and compliance was met; the plan was last reviewed by the provider on August 10, 2025. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-nine (99) percent as of January 29, 2026. The NC Secretary of State website was reviewed on January 30, 2026, and Tutus and Ties Childcare Center, LLC was listed as current-active. Upon arrival I observed five (5) children present in approved child care space. The children were observed preparing for nap time. Nurturing tones were heard when Ms. Demerson spoke with the children. Adequate supervision was provided while the children napped. The program was monitored with the Family Child Care Home Item Number Listing, and the Annual Compliance Monitoring Checklist for Family Child Care Homes. A copy of the monitoring checklist was provided to Ms. Demerson after the visit. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, Activity Plan, and Emergency Numbers. Monthly Fire Drills, Shelter-In-Place/Lockdown Drills, Playground Inspections, Incident log, the Emergency Medical Plan and the Emergency Preparedness and Response (EPR) Plan; compliance was met. The daily attendance and arrival and departure times were reviewed and met compliance. I was greeted by the Owner/Operator Mrs. Barbara Demerson, and I explained the purpose of the visit. No one else was present in the home during the visit. The facility had a Five-Star License issued August 4, 2025 and an eighteen-month compliance history score of ninety-eight (98) percent prior to today’s visit. Upon arrival I observed five (5) children present. The children were observed having circle time, and after circle time, the children were observed completing an art activity. The following child care requirements were monitored and observed today using the Family Child Care Home Checklist and the 2025 Master Family Child Care Home Item Number Listing: Supervision: The children was adequately supervised. Nurturing tones were heard when Mrs. Demerson spoke with the children. Staff/Child Ratio: The ratio was maintained during today’s visit. CPR: Mrs. Demerson is current with CPR. First Aid: Mrs. Demerson is current with First Aid. Special Training: Mrs. Demerson is continuing to complete ongoing training. CBC Qualification: Mrs. Demerson is current with CBC qualification (CBC); Mrs. Demerson's husband and granddaughter had a current CBC and qualification on file. The roster was incomplete in ABCMS and a violation was cited. ITS-SIDS: Not applicable; age range is one (1) to twelve (12) years-old. Emergency Medical Care Plan: The Emergency Care Plan was posted. Administration of Medication: There are no children with medication, and there are no children with allergies. Storage of Hazardous Substances: I did not observe any hazardous substances that were accessible, they were observed stored properly during the visit. Storage of Medication: Not applicable. General Safety: There were no safety concerns. Discipline: There were no discipline concerns; appropriate discipline was provided. Adequate/Approved Space: The children present during the visit were observed in the licensed approved space. Program Records: I reviewed all information required to be posted and found meeting compliance. The monthly fire drill and emergency drill was complete and up to date, and the quarterly drill (shelter-in-place) was up to date. The playground inspections were not up to date, and a violation was cited. License Posted: The license was observed posted. Permit Restrictions: All permit restrictions were observed meeting compliance today. The last Sanitation Inspection was completed November 12, 2024, with zero (0) demerits. The Emergency Preparedness Plan was completed August 10, 2025, and compliance was met. Two (2) violation was cited. Violation Number Comment Rule 714 Monthly check for hazards on the outdoor play area was not completed using a form supplied by the Division. The last playground inspection was conducted on June 8, 2025. 10A NCAC .1721(e)(5)(A-F) 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The facility's roster was incomplete in ABCMS. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before September 5, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. Please refer to the email provided during the visit that includes the contact for technical assistance and the ABCMS Guide. -CBC Provider Portal Technical Assistance & Notification to the Division of New Hires or Residents Technical Assistance Guidance: • As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. • The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. •Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. A webinar will be scheduled later this month to share the implementation plan and will also provide resources that can assist you with understanding the new rules. The implementation plan will allow time for administrators/operators to learn and understand the different pathways and the changes within our system. We encourage you to visit the QRIS Modernization page on the DCDEE website to learn more now. Your program completed the star rated license on May 22, 2025, and your program was approved for a Five Star License; license is for three (3) years. -The DCDEE team looks forward to working with child care facilities across the state to transition to the new QRIS system, also known as Pathways to the Stars, located in Section .3200 of the Child Care Rules. The FCCH was issued a temporary license on February 3, 2025, with a restriction of Daytime care only, Maximum of 5 preschool children at any time, children in care on ground level only, Fireplace/woodstove not used during operating hours. Ms. Demerson currently has four (4) children enrolled. Ms. Demerson stated she is interested in having the scales completed. She is currently working with Ms. Sanders from CCRI. We will need to request the scales by May 3, 2025. During this visit, I observed the indoor and outdoor environment, and completed a full assessment of the licensed space. One (1) child was observed arriving. Ms. Demerson greeted both the child and the parent and helped the child wash her hands. Children were observed playing in the learning centers. The child care room has several appropriate age materials for the children. I observed the children and Ms. Demerson in circle. Ms. Demerson is very nurturing, encouraging and positive with the children. Ms. Demerson program records and staff files we found in compliance. Ms. Demerson completed her EPR training on March 4, 2025. Ms. Demerson now has until July 4, 2025, to complete the plan. After the EPR plan template is complete, print a copy and keep it on file for review. Ms. Demerson will now begin her Shelter in place and lock down drills. These drills need to be completed at least every three months. I reviewed the children’s file and there was no acknowledgment that the parents had received the Summary of Law. Two (2) children did not have a physician's name and number on file. Two (2) violations were observed during today’s visit. The three-month self-study utilizes the FCERS-3 book to choose indicators that you would like to create a plan to improve at your facility. This written plan must explain what indicators you plan to work on, what your goals are, and how you will work towards that goal. Finally, the plan should include the outcome of your three-month self-study in those areas chosen. Once you have the assessment completed, we can determine your points in the program. Education Standard Points: Ms. Demerson has submitted her education to the WORKS department. We are waiting to see what education points she will receive. Quality Point: You can choose to earn one extra point toward your star rated license by meeting one of the quality point options. I shared these options with Ms. Demerson today. Ms. Demerson needs to log into her WORKS account and check to be evaluated as a FCCH provider. Your standard points, education standard points, and quality points will be added together to determine the total points your facility earns towards a star rated license. A five-star license can be earned if your total points are between 13-15 points. A four-star license can be earned if your total points are between 10-12 points.
