I was greeted by Owner/operator, Mrs. Jocelyn Meggett, and I explained the purpose of the visit. Mrs. Meggett's husband, T. Meggett, was present in the home during the visit. I completed and indoor/outdoor walkthrough of the facility. The program currently operates with a Five-Star License, issued October 25, 2021. The NC Secretary of State website was reviewed on December 29, 2025, and Sozo Academy, L.L.C., was listed as active-current. The last annual compliance visit was conducted January 8, 2025. The sanitation inspection was completed December 19, 2025, with a zero (0) demerit score. The Emergency Preparedness and Response Plan (EPR) was reviewed and compliance was met; the plan was last reviewed January 10, 2025. The facility's water was tested January 3, 2022 and September 19, 2024. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety -eight (98) percent as of December 28, 2025. Upon arrival I observed three (3) toddler children present. The children were observed having supervised independent play. Nurturing tones were heard when Mrs. Meggett spoke with the children. The children were observed in license approved space. The program was monitored with the 2025 Family Child Care Home Item Number Listing, and the Annual Compliance Monitoring Checklist for Family Child Care Homes. A copy of the monitoring checklist was provided to Ms. Meggett after the visit. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, Activity Plan, and Emergency Numbers. Monthly Fire Drills, Shelter-In-Place/Lockdown Drills, Playground Inspections, Safe Sleep Poster/Policy, Incident log, the Emergency Medical Plan and the Emergency Preparedness and Response (EPR) Plan was observed; compliance was met. The daily attendance and arrival and departure times were reviewed and met compliance. The child care facility, including the bathroom, child care room, kitchen, and outdoor play area was monitored during the visit. Soap and toilet paper were available in the bathroom for use. The toys and equipment were in good repair. There was a working thermometer in the refrigerator, and working smoke detectors; there was a working fire extinguisher. The outdoor play area was clean and the toys were in good repair. Mrs. Meggett's file was monitored and observed for Health Questionnaire, Emergency Information, First Aid and CPR, ITS-SIDS training, and Criminal Background Check (CBC), Qualifying Letters; Mr. Meggett has a current CBC letter on file, along with household members T. Meggett Jr. and D. Meggett. Mrs. Meggett completed the required annual training hours. The facility's roster was complete in the Automated Background Check System (ABCMS). The substitute caregiver, Ms. Turner's, file was reviewed; compliance was met. The Safe Sleep Log was reviewed, and compliance was met. The infant feeding plans were posted and compliance was met. The children's records were reviewed. A violation was cited for the names and phone number of the child's physician/hospital preference. There are no children enrolled with allergies, and there are no children on medication or emergency medication. No hazardous items were observed. The Written Plan of Care was verified. Mrs. Meggett does not provide transportation, however, she does have a vehicle in case of an emergency. One (1) violation was cited. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before January 12, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. The Division of Child Development and Early Education prepared a summary of the rules, an online training module for Moodle, and an implementation plan. The implementation plan will allow time for administrators/operators to learn and understand the different pathways and the changes within our system. We encourage you to visit the QRIS Modernization page on the DCDEE website to learn more now. -The DCDEE team looks forward to working with child care facilities across the state to transition to the new QRIS system, also known as Pathways to the Stars, located in Section .3200 of the Child Care Rules. The transition will begin soon with the following informational opportunities: • In August, we provided a rule roll out module in the DCDEE e-learning Moodle platform and hosted webinars. • In September, child care consultants hosted in-person facility operator/administrator meetings within the counties served; provided additional guidance on the changes, the transition plan and timeline. • Beginning In October, child care consultants discussed the new rules in Section .3200; Standards for Two through Five Star Rated Licenses during licensing visits. Consultants will review the pathway options, identify facility needs, answer questions, and work with the facility operator to establish an individualized timeline for transition to a new rated license within twelve (12) months based on the pathway chosen. -Child Care Consultants from Mecklenburg County hosted training sessions on QRIS. Mrs. Meggett attended a QRIS Session. The session provided valuable insights on QRIS, also known as Pathways to the Stars, and designed to help you understand and prepare for the transition to the new QRIS system. -Get Ready for the 3’s / QRIS: Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third editions. These third editions come with a spiral binding at the top, replacing the current revised editions. Visit the NCRLAP’s website, https://www.ncrlap.org/ for more information about updated resources, credit hour trainings, and outreach assessment opportunities to help you become familiar with these tools. For official environment rating scale assessments for a NC Star Rated License, the NCRLAP will use the Revised editions until February 1, 2025. Please review the information on the NCRLAP's website to become familiar with the new third edition. -An email was issued on July 31, 2025, regarding the Quality Every Day (QED) Program. Quality Every Day (QED) is a quality initiative at Child Care Resources Inc., funded by Smart Start of Mecklenburg County. They are recruiting for the QED Program this year for those that may be interested in coaching and training for teachers and directors. There are different tracks for participation (Licensing renewal, Program start-up, staff-child interactions and director support); and there are new opportunities this year like updated ERS-3 trainings, Leadership college coursework for administrators and Communities of Practice for both Child Care Directors and Family Child Care providers. They still have opportunities for college coursework and stipends for coursework completion. -Technical Assistance was provided on the QRIS Pathway to the Stars. Mrs. Meggett confirmed that the facility would like to apply for a Five (5) Star Rated License through Pathway 2; forms Pathway to the Stars (completed during the visit). There are different tracks for participation (Licensing renewal, Program start-up, staff-child interactions and director support); and there are new opportunities this year like updated ERS-3 trainings, Leadership college coursework for administrators and Communities of Practice for both Child Care Directors and Family Child Care providers. The program currently operates with a Five-Star License, issued October 25, 2021. The last annual compliance visit was conducted January 18, 2024. The sanitation inspection was completed December 19, 2024, with a four (4) demerit score. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety -nine (99) percent as of January 7, 2025. Upon arrival I observed one (1) infant and two (2) toddler children present. I observed one (1) toddler arriving to the facility upon my arrival. I observed the child wash their hands upon arrival. I observed circle time, and I observed the children having supervised independent play. Nurturing tones were heard when Mrs. Meggett spoke with the children. The children were observed in license approved space. The program was monitored with the Family Child Care Home Item Number Listing, and the Annual Compliance Monitoring Checklist for Family Child Care Homes. A copy of the monitoring checklist was provided to Ms. Meggett after the visit. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, Activity Plan, and Emergency Numbers. Monthly Fire Drills, Shelter-In-Place/Lockdown Drills, Playground Inspections, Safe Sleep Poster/Policy, Incident log, the Emergency Medical Plan and the Emergency Preparedness and Response (EPR) Plan was observed; compliance was met. The daily attendance and arrival and departure times were reviewed and met compliance. The child care facility, including the bathroom, child care room, kitchen, and outdoor play area was monitored during the visit. Soap and toilet paper were available in the bathroom for use. The toys and equipment were in good repair. There was a working thermometer in the refrigerator, and working smoke detectors; there was a working fire extinguisher. The outdoor play area was clean and the toys were in good repair. Mrs. Meggett's file was monitored and observed for Health Questionnaire, Emergency Information, First Aid and CPR, ITS-SIDS training, and Criminal Background Check (CBC), Qualifying Letters; Mr. Meggett has a current CBC letter on file. Mrs. Meggett completed the required annual training hours. Mrs. Meggett's son is in the home; a violation was cited for an expired CBC letter and a violation was cited for not having a valid qualification letter on file. I was greeted by Owner/operator, Mrs. Jocelyn Meggett, and I explained the purpose of the visit. No one else was present in the home during the visit. The program currently operates with a Five-Star License, issued October 25, 2021. The last annual compliance visit was conducted January 18, 2024. The sanitation inspection was completed December 19, 2024, with a four (4) demerit score. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety -nine (99) percent as of January 7, 2025. Upon arrival I observed one (1) infant and two (2) toddler children present. I observed one (1) toddler arriving to the facility upon my arrival. I observed the child wash their hands upon arrival. I observed circle time, and I observed the children having supervised independent play. Nurturing tones were heard when Mrs. Meggett spoke with the children. The children were observed in license approved space. The program was monitored with the Family Child Care Home Item Number Listing, and the Annual Compliance Monitoring Checklist for Family Child Care Homes. A copy of the monitoring checklist was provided to Ms. Meggett after the visit. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, Activity Plan, and Emergency Numbers. Monthly Fire Drills, Shelter-In-Place/Lockdown Drills, Playground Inspections, Safe Sleep Poster/Policy, Incident log, the Emergency Medical Plan and the Emergency Preparedness and Response (EPR) Plan was observed; compliance was met. The daily attendance and arrival and departure times were reviewed and met compliance. The child care facility, including the bathroom, child care room, kitchen, and outdoor play area was monitored during the visit. Soap and toilet paper were available in the bathroom for use. The toys and equipment were in good repair. There was a working thermometer in the refrigerator, and working smoke detectors; there was a working fire extinguisher. The outdoor play area was clean and the toys were in good repair. Mrs. Meggett's file was monitored and observed for Health Questionnaire, Emergency Information, First Aid and CPR, ITS-SIDS training, and Criminal Background Check (CBC), Qualifying Letters; Mr. Meggett has a current CBC letter on file. Mrs. Meggett completed the required annual training hours. Mrs. Meggett's son is in the home; a violation was cited for an expired CBC letter and a violation was cited for not having a valid qualification letter on file. The substitute caregiver, Ms. Daisturner's, file was reviewed. Ms. Daisturner does not have a criminal qualifying CBC letter on file, and a violation was cited. The Safe Sleep Log was reviewed, and compliance was met. The infant feeding plans were posted and compliance was met. The children's records were reviewed. A violation was cited for a Safe Sleep Policy, and a violation was cited for a Shaken Baby Syndrome and Abusive Head Trauma Policy. There are no children enrolled with allergies, and there are no children on medication or emergency medication. The Written Plan of Care was verified. Mrs. Meggett does not provide transportation, however, she does have a vehicle in case of an emergency. Four (4) violations were cited. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. •Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. The program also reviews child care facilities’ documentation and other information to determine and coordinate any steps needed to identify and eliminate lead-based paint and asbestos hazards (10A NCAC 41C.1001-1007). Licensed child care centers operating within a public school (i.e., afterschool programs, Head Starts, Pre-K, etc.) should coordinate with school staff to complete the lead in water section of the program so the entire school can be tested at once; water was tested September 19, 2024. -Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third editions. These third editions come with a spiral binding at the top, replacing the current revised editions. I was greeted by Owner/operator, Mrs. Jocelyn Meggett, and I explained the purpose of the visit. No one else was present in the home during the visit. The program currently operates with a Five-Star License, issued October 25, 2021. The last annual compliance visit was conducted January 18, 2024. The sanitation inspection was completed December 19, 2024, with a four (4) demerit score. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety -nine (99) percent as of January 7, 2025. Upon arrival I observed one (1) infant and two (2) toddler children present. I observed one (1) toddler arriving to the facility upon my arrival. I observed the child wash their hands upon arrival. I observed circle time, and I observed the children having supervised independent play. Nurturing tones were heard when Mrs. Meggett spoke with the children. The children were observed in license approved space. The program was monitored with the Family Child Care Home Item Number Listing, and the Annual Compliance Monitoring Checklist for Family Child Care Homes. A copy of the monitoring checklist was provided to Ms. Meggett after the visit. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, Activity Plan, and Emergency Numbers. Monthly Fire Drills, Shelter-In-Place/Lockdown Drills, Playground Inspections, Safe Sleep Poster/Policy, Incident log, the Emergency Medical Plan and the Emergency Preparedness and Response (EPR) Plan was observed; compliance was met. The daily attendance and arrival and departure times were reviewed and met compliance. The child care facility, including the bathroom, child care room, kitchen, and outdoor play area was monitored during the visit. Soap and toilet paper were available in the bathroom for use. The toys and equipment were in good repair. There was a working thermometer in the refrigerator, and working smoke detectors; there was a working fire extinguisher. The outdoor play area was clean and the toys were in good repair. Mrs. Meggett's file was monitored and observed for Health Questionnaire, Emergency Information, First Aid and CPR, ITS-SIDS training, and Criminal Background Check (CBC), Qualifying Letters; Mr. Meggett has a current CBC letter on file. Mrs. Meggett completed the required annual training hours. Mrs. Meggett's son is in the home; a violation was cited for an expired CBC letter and a violation was cited for not having a valid qualification letter on file. The substitute caregiver, Ms. Daisturner's, file was reviewed. Ms. Daisturner does not have a criminal qualifying CBC letter on file, and a violation was cited. The Safe Sleep Log was reviewed, and compliance was met. The infant feeding plans were posted and compliance was met. The children's records were reviewed. Family child care home operators must conduct a shelter-in-place or lockdown drill, as defined in 10A NCAC 09 .0102, at least every three (3) months, Child Care Rule .1719(a)(16). -The following below are the requirements for additional caregiver and substitute provider qualification: of the family child care home operator shall: (1) be 21 years old; (2) have a high school diploma or GED; (3) have completed a First Aid and cardiopulmonary resuscitation (CPR) course within 12 months prior to caring for children; (4) have completed a health questionnaire; (5) have proof of negative results of a tuberculosis test or screening completed within 12 months prior to the first day of providing care; (6) have submitted criminal background check forms as required in Rule .2703 of this Chapter; (7) have documentation of annual on-going training as described in Rule .1703(d) of this Section after the first year of employment; (8) have completed ITS-SIDS training, if licensed to care for infants; (9) have completed Recognizing and Responding to Suspicions of Child Maltreatment training; and (10)have documentation that the operator has reviewed the requirements found in this Chapter, including the Emergency Preparedness and Response Plan, and in G.S. Chapter 110, Article 7. (Child Care Rule 10A NCAC 09 .1729 (a)(b)). -The operator must conduct 16 hours of orientation with all caregivers, prior to the individual caring for children, including substitute provider, volunteers, and uncompensated providers, who are providing care (Child Care Rule 10A NCAC 09 .1729(c). -An individual who provides care for less than five (5) hours in a week during planned absences are not required to complete annual training hours (Child Care Rule 10A NCAC 09 .1729(b)). -CBC Provider Portal Technical Assistance & Notification to the Division of New Hires or Residents Technical Assistance Guidance: • As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. • The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. •Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. • Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Should you need assistance please contact the Criminal Background Check Unit at (919) 814-8401 and someone will assist you. -The Carolina Water for Kids program continues to test child care centers for lead in water at every tap used for drinking or cooking every three years (15A NCAC 18A .2816) and requires family child care homes to have testing completed by January 1, 2025 (10A NCAC 09 .1725(a)). The program also reviews child care facilities’ documentation and other information to determine and coordinate any steps needed to identify and eliminate lead-based paint and asbestos hazards (10A NCAC 41C.1001-1007). Licensed child care centers operating within a public school (i.e., afterschool programs, Head Starts, Pre-K, etc.) should coordinate with school staff to complete the lead in water section of the program so the entire school can be tested at once; water was tested September 19, 2024. -Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third editions. These third editions come with a spiral binding at the top, replacing the current revised editions. I was greeted by Owner/operator, Ms. Jocelyn Meggett, and I explained the purpose of the visit. No one else was present in the home during the visit. The program currently operates with a Five-Star License, issued October 25, 2021. The last annual compliance visit was conducted January 23, 2023. The sanitation inspection was completed December 28, 2023, with a zero (0) demerit score. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety -eight (98) percent as of January 17, 2024. I observed one (1) toddler arriving to the facility upon my arrival. Additional children arrived during the visit and I observed the children washing their hands upon arrival. I observed circle time, and I observed the children having supervised independent play. Nurturing tones were heard when Ms. Meggett spoke with the children. The children were observed in license approved space. The program was monitored with the Family Child Care Home Item Number Listing, and the Annual Compliance Monitoring Checklist for Family Child Care Homes. A copy of the monitoring checklist was provided to Ms. Meggett after the visit. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, Activity Plan, and Emergency Numbers. Monthly Fire Drills, Shelter-In-Place/Lockdown Drills, Playground Inspections, Safe Sleep Poster/Policy, Incident log, the Emergency Medical Plan and the Emergency Preparedness and Response (EPR) Plan was observed; compliance was met. The daily attendance and arrival and departure times were reviewed and met compliance. The child care facility, including the bathroom, child care room, kitchen, and outdoor play area was monitored during the visit. Soap and toilet paper were available in the bathroom for use. The toys and equipment were in good repair. There was working thermometer in the refrigerator, and working smoke detectors; there was a working fire extinguisher. The outdoor play area was clean and the toys were in good repair. Ms. Meggett's file was monitored and observed for Health Questionnaire, Emergency Information, First Aid and CPR, and Criminal Background Check (CBC), Qualifying Letters; Mr. Meggett has a current CBC letter on file. No one else resides in the home. Ms. Meggett is current with ITS-SIDS training. The children's records were reviewed. A violation was cited for a missing Safe Sleep Policy violation. The Safe Sleep records were reviewed and compliance was met, and the Infant Feeding Plans were posted and compliance was met.
