The purpose of today’s visit was to monitor your program for compliance with applicable child care requirements for an annual compliance visit. The program currently operates with a four-star license, issued June 7, 2019, earning 7 points in the education component, 3 points in the program standards component meeting enhanced space and enhanced reduced ratios and 1 quality point for offering staff benefits package, an infrastructure of parent involvement and having approved enhanced policies. The last annual compliance visit was conducted January 31, 2024. Chante Bryant, Program Coordinator, assisted me with the visit. I arrived prior to the children’s arrival and was provided notebooks with all the paperwork I needed to review during the annual compliance visit. The current Public-School Off-Site Verification Form for Staff Records, Children's Record and Transportation was signed and on file with each current staff listed and all current children enrolled listed for after school. I reviewed the current Staff and Training Worksheet. Each group leader is current with their Health and Safety Training, First Aid and CPR. All staff at this site have their CBC qualification letter and BSAC. Program records were monitored. The emergency drill log was reviewed and found meeting compliance. The last fire drill was conducted on December 18, 2024. A lockdown and shelter-in-place drill was conducted November 26, 2024. The playground inspections were reviewed and found in compliance. The incident log was reviewed and found in compliance. The last sanitation inspection was completed December 5, 2024, with a Superior classification. The last fire inspection was conducted on February 20, 2024. Prior to children arriving, Janet Harrison, Program Area Supervisor, was on site to substitute due to staff illness. The substitute scheduled, Beverlee Jones-Withers did not sub today. Ms. Withers did not have Recognizing and Responding to Child Maltreatment in her file for review. Please make sure this is updater prior to her caring for children. She was added to the DPI sheet and brought her staff file for review. Cleaning supplies were observed properly stored. General safety requirements were monitored and found meeting compliance. I reviewed the current ASEP bulletin board outside the cafeteria and observed all information required to be posted. Current activity plans were reviewed, and interest centers were set up. The teacher directed activity plans were observed posted on a bulletin board in the cafeteria. The menu was posted and current. I observed 7 learning areas with materials that were age appropriate. It was reported that no children currently have emergency medication. As children arrived, they placed their belongings down and attendance was taken. Attendance was monitored and found in compliance. The children were taken by groups to wash hands and go outside to play. During the visit, children were observed in the outdoor and indoor learning environment, eating snacks and participating in learning center and homework. Supervision and staff/child ratios in compliance. Nurturing and caring tones were observed as the staff interacted with the children. I monitored the outdoor environment play areas. The mulch is compacted, and the critical depth was not met in the fall zones on the playground with slides and bars. The mulch measured 3" under the slide and 4.25" under the climbing bars. The following violation was cited: Violation Number Comment Rule 1867 The depth of the loose surfacing was not based on critical height of the equipment. On the playground with slides and bars located farthest from the building the mulch measured 3" under the slide and 4.25" under the climbing bars. .0605(k)(1-4) Compliance Statement: Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before February 11,2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. Additionally, there are many resources such as DCDEE Moodle where you can complete health and safety trainings free of charge. The What’s New tab provides current information that is sent out through blast emails. ABCMS (Criminal Background System): North Carolina child care administrators can now view and edit their facility’s staff roster in ABCMS, the DCDEE’s criminal background check system. Provider Access to ABCMS allows administrators to: • See the real-time background check status of staff members. • Run a printable report of the staff roster to assist with compliance visits. • See new background check applicants and add to staff roster. As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Your program currently operates a Four Star Rated License with an effective date of June 7, 2019. The program’s compliance history before today’s visit was 96%. The license was posted, and the restrictions were in compliance. Upon arrival, I checked into the school’s main office. Program Coordinator, C. Bryant, assisted me with today’s visit. The cafeteria is used as the primary space for the program. Activity areas were set in the cafeteria. Activity areas included reading, math, science, writing, global world studies and art. Children were observed participating in arrival procedures, personal care routines, and transitioning to the outdoor learning environment. The following items were monitored: supervision, staff/child ratio, CPR, First Aid, BSAC training, Playground Safety training, criminal background qualifying letters, EMC plan, administering medication, storage of hazardous products/medications, general safety, discipline, adequate/approved space, program records, license posted and permit restrictions. There have been no new staff hired since the last annual compliance visit conducted on January 31, 2024. The staff and training worksheet from that visit was reviewed to confirm staff were current with First Aid, CPR, criminal background checks. The last fire inspection was conducted February 20, 2024. The last sanitation inspection was conducted on May 2, 2024 with a “Superior” classification. The last fire drill was conducted on April 16, 2024.
