Upon arrival, I signed in at the front desk and waited for the receptionist to contact the afterschool staff. The receptionist walked me towards the back of the school to the mobile units where the afterschool program resides. As I walked in the school I saw the after schoolers and staff transitioning from using the bathroom. Mrs. Erin, program Coordinator, I waved at me and I greeted her and the group leader. I stated the purpose of my visit and proceeded with the visit. Mrs. Ervin and I conducted a walk-through of the facility. Children were observed transitioning to the mobile units where children engaged in the following activities: Science, blocks, books, writing, art, dramatic play, fine motor, using the smartboard, and playing uno. The children do not use the playing due to lack of mulch and have been using the field and allowing children to play with portable gross motor equipment. I conducted a walkthrough of the facility, and the following items were monitored: supervision, staff/child ratio, CPR/first aid, IT-Sids, CBC qualification, emergency Medical Care Plan, administration of medication, storage of hazardous products, storage of medication, general safety, discipline, adequate/approved space, program records, license posted, permit restrictions, safe arrival and departure, and all required posted documents. Violation Number Comment Rule 539 When screen time was provided to school-aged children, it was not offered as a free-choice activity; not used to meet a developmental goal; was not limited to 30 minutes per day and no more than a total of two and a half hours per week, per child; and/or was not documented on a cumulative log or the activity plan that is available for review. The smartboard was used to play a game during center play and there is no cumulative log. .2508(e)(1-5) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. There was an outlet uncovered by the art center, the pencil sharpener was unplugged. 10A NCAC 09 .0604(c) Violations: Any Violations observed today were discussed with you and documented on the visit summary and left with you at the conclusion of this visit. Comments: It is important for licensed providers to be knowledgeable of all the licensing requirements that apply to their type of program. Child care consultants can make unannounced visits at any time. It is the provider's responsibility to be in compliance with all the applicable laws and rules. Technical Assistance: Rated License: •As outlined in Session Law 2021-127 - Senate Bill (SB); facilities who have been unable to hire/retain staff with the same educational levels in the current star rating are in a hold harmless state. Your facility meets these criteria and therefore will retain your current star rating until six months after Governor Cooper issues an order to rescind Executive Order No. 116 Declaration of a State of Emergency to Coordinate Response and Protective Actions to Prevent the read of COVID-19. DCDEE is creating a plan with cohorts to assist with preparing and obtaining current Star ratings. This bill has ended, and you are in the first cohort and should have your reassessment done in 2025. In the meantime, start preparing for your rating assessment. *Order much for the playground to ensure that you meet all of the required gross motor skills required. If you do not use the climbing structure during the environmental rating scale assessment, you will potentially score low due to not meeting the assessment requirements. *Purchase additional gross motor equipment. *You will need to set up a reading area that consists of a rug and 3inch thick mat/ chair or something for children to relax. *You will need a rug for your block center and additional blocks to meet the requirements. *Contact the school-aged specialist to assist you with signing up for technical assistance.
