Today’s visit was conducted with you, Regina Hinson. This facility currently operates with a four (4) star rated license effective June 7, 2022. Ms. Hinson greeted me at the door and assisted me with the visit. I was greeted by You, Ms. Regina. There were five children present today. Children were observed actively engaged in the following areas: Dramatic play, fine motor toys, books, and art. Children were served apples, peanut butter and honey sandwiches, and milk. Transitions from lunch to nap were observed as well. A second caregiver was present today and assisted Ms. Hinson. INSPECTIONS: The last documented fire drill was conducted 02-03-2026. The last documented shelter-in-place or lockdown drill was conducted 12--2025. The last documented playground inspection was conducted on 2/3 /2026. Last compliance history: 93% I monitored the following items today: Supervision, Staff/child ratio, health, Safety, program and management. The attached checklist was used to note the requirements we monitored today. Children’s records were reviewed today. I selected two children’s records for review. The outdoor environment could not be properly monitored due to snow and ice. The outdoor environment will be monitored during a future visit. Transportation is only provided when there is an emergency. Weapons: The Administrator reported that the facility is in compliance with Child Care Requirements regarding firearms. Violation Number Comment Rule 410 Copy of the required information for an individual was not on file in the home available for review. Provider could not locate her notebook with her information. .1702(b)(1-9) 816 Each child's hands were not washed before and after eating. All children did not initially wash hands before eating lunch. .1725(a)(7)(B) 1846 An individual over the age of 15, who resides in a family child care home or a center located in a residence on a permanent or temporary basis, or those who had their 16th birthday after the initial licensing of a family child care home; did not complete and submit required forms within five business days. The criminal background letter has expired on 2/14/25. G.S. 110-90.2 & .2703(q) 9999 All other rules must be followed even if there is not a specific violation number listed on this form. 15A NCAC 18A .2822 TOYS, EQUIPMENT AND FURNITURE (a) Toys, equipment, and furniture provided by a child care center shall be kept clean and in good repair. In rooms designated for children who are not toilet trained, toys and other mouth-contact surfaces that are used by children shall be cleaned and then sanitized after each use and when visibly dirty. Toys and other mouth-contact surfaces shall be cleaned and sanitized...Toddlers are enrolled and there was no evidence of a dirty toy bin. Violations: Any Violations observed today were discussed with you and documented on the visit summary and left with you at the conclusion of this visit. The following violations of child care requirements were cited during today’s visit and must be corrected immediately. Regina Hinson owner/operator greeted me. After stating the purpose of my visit l conducted a walk-through of the facility. One child was observed reading and having screentime on a tablet. Another child was observed eating bananas and water. The other children were napping quietly. I conducted a walkthrough of the facility, and the following items were monitored: supervision, staff/child ratio, CPR/first aid, IT-SIDS, CBC qualification, Emergency Medical Care Plan, administration of medication, storage of hazardous products, storage of medication, general safety, discipline, adequate/approved space, program records, license posted, permit restrictions, safe arrival and departure, and all required posted documents. The provider does not provide transportation and does not have firearms on the premise. Violation Number Comment Rule 1922 Plastic bags, toys, and toy parts small enough to be swallowed, including but not limited to materials that can be easily torn apart such as foam rubber and styrofoam, were accessible to children under the age of three. Today’s visit was conducted with you, Regina Hinson. This facility currently operates with a four (4) star rated license effective June 7, 2022. Ms. Hinton greeted me at the door and assisted me with the visit. I was greeted by You, Ms. Regina. Children were observed actively engaged in the following areas: Dramatic play, fine motor toys. Arrivals and handwashing were observed as well. Provider was engaged with children. INSPECTIONS: The last documented fire drill was conducted 1-13-2025. The last documented shelter-in-place or lockdown drill was conducted 12-23-2024. The last documented playground inspection was conducted 2/3 /2025. I monitored the following items today: Supervision, Staff/child ratio, health, Safety, program and management. The attached checklist was used to note the requirements we monitored today. Staff and children’s records were reviewed today. I selected two children’s records for review. Transportation is only provided when there is an emergency. Weapons: The Administrator reported that the facility is in compliance with Child Care Requirements regarding firearms. Violation Number Comment Rule 811 Baby food, snack items, and meal items sent from home, for each individual child, were not dated and labeled with the child's name. Children's bottles and sippy cups were no labled, but were stored in the refrigerator. .1706(o) 912 Written feeding schedule was not on file for each child under 15 months of age and/or was not updated regularly to reflect changes in the child's needs. there was no evidence of a schedule. .1706(i) 1705 Summary of the NC Child Care Law was not posted with the facility's license in a prominent place in the home. The posting was the second room that parents typically do not enter. GS 110-102 1806 Signed safe sleep statement did not include the infant's name. There was no evidence of a sleep policy with the childs name on it. 10A NCAC 09 .1724(c)(1) Violations: Any Violations observed today were discussed with you and documented on the visit summary and left with you at the conclusion of this visit. The following violations of child care requirements were cited during today’s visit and must be corrected immediately. Technical assistance on how to maintain compliance with the violations cited today was provided. Comments: It is important for licensed providers to be knowledgeable of all the licensing requirements that apply to their type of program. Child care consultants can make unannounced visits at any time. It is the provider's responsibility to be in compliance with all the applicable laws and rules. You shall correct the violation(s) immediately. Send two (2) signed corrections letters to the address below by February 19, 2025 The format to follow is: -Name of your facility, -ID number, -date of the visit, -date you are submitting the letter, -citing each violation number, -when AND how it was corrected AND how you will prevent the reoccurrence of this violation, -Close with YOUR SIGNATURE REQUIRED RESPONSE: (for any violations) It is important for licensed providers to be knowledgeable of all the licensing requirements that apply to their type of program. Child care consultants can make unannounced visits at any time. It is the provider's responsibility to be in compliance with all the applicable laws and rules. If it is stated in your correction letter that corrections have been made when they have not, this will be considered falsification of information. If you cannot meet the requirements by this date, you must contact me with a proposed timeline of the corrections. In some cases, the timeline may be extended. You are required to always maintain compliance with all applicable child care rules and regulations. NC GS 110-90(4)(d) requires all child care facilities to maintain a compliance history score of at least 75% for the past 18 months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action. Your compliance history was 97% prior to today’s visit. Violations cited today may negatively affect this score. Regina Hinson owner/operator greeted me. After stating the purpose of my visit l and conducted a walk-through of the facility. Children were observed playing pretend play with bunny ears, playing with cars and doll houses. Later during the visit, they sat at a table with animal while they waited for their snack to be prepared. I conducted a walkthrough of the facility, and the following items were monitored: supervision, staff/child ratio, CPR/first aid, IT-SIDS, CBC qualification, Emergency Medical Care Plan, administration of medication, storage of hazardous products, storage of medication, general safety, discipline, adequate/approved space, program records, license posted, permit restrictions, safe arrival and departure, and all required posted documents. During this visit we discussed what was needed to increase the capacity to eight children during the day. We discussed Mecklenburg Zoning requirements, and I sent you and email with zoning email. We also discussed the current market rate for Family Child Care Homes. REQUIRED RESPONSE: You are required to always maintain compliance with all applicable child care rules and regulations. Comments: As outlined in Session Law 2021-127 - Senate Bill (SB); facilities who have been unable to hire/retain staff with the same educational levels in the current star rating are in a hold harmless state. Your facility meets these criteria and therefore will retain your current star rating until six months after Governor Cooper issues an order to rescind Executive Order No. 116 Declaration of a State of Emergency to Coordinate Response and Protective Actions to Prevent the Spread of COVID-19.
