The facility currently has a five-star license and an 18 month compliance history of 93%. The license and NC childcare law summary were prominently posted. The Secretary of State database was monitored, and FRIENDSHIP MISSIONARY BAPTIST CHURCH. is current and active. I was greeted by C. Morrison, executive director. Ms. Morrison accompanied me during the walkthrough of the facility. Staff/child ratio, supervision, capacity, group size and space were observed in compliance today. The center’s Emergency Drill Log and Report was reviewed. Fire drills were documented monthly as required. Shelter in place and/or lockdown drills were documented as required. The playground safety inspections were reviewed and documented. The center last had a sanitation inspection on 3/25/25. The center received 7 demerits and received superior classification. The inspection was completed by the Mecklenburg County Health Department. The center last had a fire inspection on 8/12/24. There were 60 children in attendance today during the walkthrough. I observed the children participating free play, routines, outdoor play, transitions and teacher directed activities. The playground was monitored during today’s visit. The facility provides transportation for summer field trips. The facility rents a commercial van. The van was monitored during today’s visit. I monitored all new staff files since my last visit. Ten percent of existing staff files were monitored. Ten percent of the enrolled children’s files were monitored at random today. There were 2 violations cited during today’s visit. Violation Number Comment Rule 862 The EMC plan was not reviewed with all staff annually and whenever the plan was revised. There was no documentation on file that NC prek staff an annual review of the EMC plan. 10A NCAC 09 .0802(a) 1824 The trained staff did not review the EPR Plan annually or when information in the plan changed to ensure all information was current. There was no documentation on file that NC prek staff had an annual review of the EPR plan. .0607(e) Technical Assistance: -We discussed transportation requirements as it relates to rental vehicles. -I shared with Ms. Morrison to send me the required fire inspection report. -I discussed the ABCMS Portal with the administrator. - QRIS Modernization Update: The Division of Child Development and Early Education is preparing a summary of the rules, an online training module for Moodle, and an implementation plan. The implementation plan will allow time for administrators/operators to learn and understand the different pathways and the changes within our system. This center has a five star license and an 18 month compliance history score of 93%. The license and NC child care law summary were prominently posted. Upon arrival, I was greeted by C. Morrison, the director. Ms. Morrison accompanied me during the walkthrough of the facility. There were 106 children in attendance today. During the walk through, I spent time observing in space #5ab, the classroom for children one year of age. I observed a teacher sitting on the floor with a group of children as they engaged in a fine motor activity. I observed a teacher sitting with a small group of children helping them identify letters. I spent time observing in space #6a, an NC Pre-K classroom. I observed a teacher sitting with a small group of children helping them identify letters and sounds. The following items were monitored today: supervision, staff/child ratios, permit restrictions, license posted, approved space, storage of hazardous products, storage of medication, staff records and program records. There have been 3 new staff since my last visit. I monitored the new staff files. The staff and training worksheets were reviewed to confirm existing staff were still current with CPR, First Aid, ITS-SIDS training and criminal background qualifying letters. The center’s Emergency Drill Log and Report was reviewed. Fire drills were documented monthly as required. Shelter-in-place and Lock-Down drills were documented quarterly as required. The playground safety inspections were reviewed. Reports were documented monthly as required. I monitored NC Pre-K program requirements. I reviewed the NC Pre-K program site monitoring tool. The classrooms operates from 8:00am-2:30pm. I monitored a portion of NC Pre-K children’s files for completed health assessments and developmental screenings. I monitored documentation that parents participate in Family Engagement activities. There were 2 violations cited during today’s visit. Violation Number Comment Rule 721 All equipment and furnishings were not in good repair. In space 102, there was a torn child size sofa. G.S. 110-91(6); .0601(b) 1899 Health and safety training topics were not included as part of on-going training within five years of completing the previous health and safety training topics. Ms. Morrison shared with me an email that was sent to Sean Herte, fire inspection on 8/2/2023 regarding their upcoming inspection. Ms. Morrison also contacted Ms. Herte by phone during the visit regarding their upcoming inspection. He stated that the facility has a new inspector and that the new inspector or himself would try to get out there before August 10, 2023. There were 62 children in attendance today. The children were observed participating in free play, transitions, routines and teacher directed activities. The playground was not monitored today due to inclement weather. It will be monitored during the next visit. The facility transportation vehicle was monitored today. All new staff files and 10 percent of existing staff files were monitored today. Ten percent of the enrolled children’s files were monitored at random today. I observed that J. Thompson and B. Bryant did not have the division’s medical report on file. There was 1 violation cited today. Violation Number Comment Rule 1032 Child care providers and uncompensated providers who are not substitute providers or volunteers, including the director did not have a medical report on file prior to employment that was signed by a health care professional and/ or the medical report was older than 12 months. J. Thompson and B. The administrator shared with me that they received a playground grant. She stated that new playground equipment will be installed.
