I was greeted by Lead Teacher Ms. Erica Owens, and I explained the purpose of the visit. Assistant Director Ms. Chande Strong was available during the visit. The Director, Ms. Russhelle Brown arrived during the visit. Your program currently operates with a three-star license, issued October 9, 2024, earning five (5) points in the education component, two (2) points in the program standards component and (one) 1 quality point. The center uses an approved Curriculum, Experience (Brightwheel). The last annual compliance visit was conducted March 12, 2025. The sanitation inspection was completed February 20, 2026, with a “Superior” classification and zero (0) demerits. The last fire inspection was conducted January 14, 2026, and your facility was approved for daytime care only. The Emergency Preparedness and Response Plan (EPR) was reviewed; the plan last updated March 10, 2025. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-seven (97) percent as of March 1, 2026. The NC Secretary of State website was reviewed on March 2, 2026 and Love, Learn and Play CDC was not listed, because the facility is private for profit (individual owner). Upon arrival, I observed one (1) classrooms that was open. Space 1, and space and space 4 was observed closed. The Safe Sleep Policy/Poster was observed posted in space 1; the Safe Sleep Log met compliance. The infant feeding plan was posted. In space 2, I observed the children having having supervised independent play, and I observed the children complete an Art Activity. Space 2 and space 4 were combined for the day in space 2. There are no children enrolled on second shift. I completed a indoor/outdoor walkthrough of the facility with Ms. Strong. The following programs requirements were observed posted: First Aid Poster, Child Care License, No Smoking Sign, Summary of NC Law, Menu, Activity Plans, Fire Drills/Shelter in Place and/or Lockdown Drills, and Emergency Medical Care Plan; compliance was met. The Playground Safety Inspections were reviewed, and compliance was met. Ten (10) percent of children’s files were monitored, and compliance was met. One (1) veteran staff file was reviewed using the Staff and Training Worksheet (the file was reviewed), and compliance was met. The facility's roster in the Automated Background Check System (ABCMS) was complete and compliance was met. Emergency Medications were reviewed and compliance was met. Children with allergies were posted. Transportation is provided, and the following was monitored: Safe Pick-up and Delivery Statement (Posted), Child Safety Restraints and Seat Belts, Vehicle Safety Inspection and Liability Insurance (February 5, 2026-August 5, 2026) First Aid Kit in Vehicle, Fire Extinguisher (mounted) Emergency Information on children, Staff/Child Ratios Maintained During Transportation; compliance was met. The outdoor play area was monitored. The outdoor play equipment was in good repair. A violation was cited for both gates in the outdoor play area. One (1) violation was cited. Violation Number Comment Rule 714 Openings in equipment, steps, decks, handrails, and fencing were not less than 3 1/2 inches or greater than 9 inches. The gates to the playground were not less than 3 1/2; gate door on the old children's play was bent. .0605(g) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before March 16, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. I was greeted by the Cook, Ms. Lorraine Funderburk, and I explained the purpose of the visit. The Director, Ms. Russhelle Brown was present, and I explained the purpose of the visit. I completed a walkthrough of the center. In space 2, I observed the children having supervised independent play. The children in space 1 were cared for according to their individual needs. Space 3 present was closed, and there were no children present in space 4, a classroom for school-age children. There are no children enrolled on second shift. The following child care requirements were monitored and observed today: Supervision: The children were supervised during the visit. The staff were observed sitting with the children engaged in conversation and play. Nurturing tones were heard when staff spoke with children. Staff/Child Ratio: Ratios were maintained. CPR: Each staff was current with CPR. I reviewed the staff/training worksheets and staff files to verify compliance. First Aid: Each staff was current First Aid. I reviewed the staff/training worksheets and staff files to verify compliance. Special Training: Staff are continuing to complete ongoing training. ITS-SIDS: Infant staff was current with ITS-SIDS training. The Safe Sleep Poster and the Safe Sleep Policy were posted, and the Safe Sleep Logs were monitored; compliance was met. CBC Qualification: Each staff member was current with CBC qualification. I reviewed the staff/training worksheets and staff files to verify compliance. The Operator must submit the original approved report to DCDEE within one (1) week of the inspection visit on a form provided by the Division (Child Care Rule 10A NCAC 09 .0304(a)). -The roster was incomplete in ABCMS and must be completed. A copy of the ABCMS Resource Guide was emailed during the visit. -CBC Provider Portal Technical Assistance & Notification to the Division of New Hires or Residents Technical Assistance Guidance: • As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. • The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. •Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. • Please note, the hard copy of the Change of Information form will no longer be needed or accepted. The Division of Child Development and Early Education is preparing a summary of the rules, an online training module for Moodle, and an implementation plan. The implementation plan will allow time for administrators/operators to learn and understand the different pathways and the changes within our system. We encourage you to visit the QRIS Modernization page on the DCDEE website to learn more now. -The DCDEE team looks forward to working with child care facilities across the state to transition to the new QRIS system, also known as Pathways to the Stars, located in Section .3200 of the Child Care Rules. The transition will begin soon with the following informational opportunities: • In August, we provided a rule roll out module in the DCDEE e-learning Moodle platform and hosted webinars. • In September, child care consultants hosted in-person facility operator/administrator meetings within the counties served; provided additional guidance on the changes, the transition plan and timeline. • Beginning In October, child care consultants will begin discussing the new rules in Section .3200; Standards for Two through Five Star Rated Licenses during licensing visits. Consultants will review the pathway options, identify facility needs, answer questions, and work with the facility operator to establish an individualized timeline for transition to a new rated license within twelve (12) months based on the pathway chosen. -Child Care Consultants from Mecklenburg County hosted training sessions on QRIS.Ms. Brown stated that she did not attended a QRIS Session. The session provided valuable insights on QRIS, also known as Pathways to the Stars, and was designed to help you understand and prepare for the transition to the new QRIS system. -Get Ready for the 3’s / QRIS: Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third editions. These third editions come with a spiral binding at the top, replacing the current revised editions. Visit the NCRLAP’s website, https://www.ncrlap.org/ for more information about updated resources, credit hour trainings, and outreach assessment opportunities to help you become familiar with these tools. For official environment rating scale assessments for a NC Star Rated License, the NCRLAP will use the Revised editions until February 1, 2025. Please review the information on the NCRLAP's website to become familiar with the new third edition. -An email was issued on July 31, 2025, regarding the Quality Every Day (QED) Program. Quality Every Day (QED) is a quality initiative at Child Care Resources Inc., funded by Smart Start of Mecklenburg County. They are recruiting for the QED Program this year for those that may be interested in coaching and training for teachers and directors. There are different tracks for participation (Licensing renewal, Program start-up, staff-child interactions and director support); and there are new opportunities this year like updated ERS-3 trainings, Leadership college coursework for administrators and Communities of Practice for both Child Care Directors and Family Child Care providers. They still have opportunities for college coursework and stipends for coursework completion. -Technical Assistance was provided on the QRIS Pathway to the Stars. Ms. Drakeford stated that she would like to apply for a four (4) star rating through Pathway 2; forms (Pathway to the Stars) were completed during the visit. Your program currently operates with a three-star license, issued October 9, 2024, earning five (5) points in the education component, two (2) points in the program standards component and (one) 1 quality point. The center uses an approved Curriculum, Experience (Brightwheel). The last annual compliance visit was conducted March 27, 2024. The sanitation inspection was completed February 24, 2025, with a “Superior” classification and zero (0) demerits. The last fire inspection was conducted April 5, 2024, and your facility was approved for daytime care only; a new fire inspection was conducted January 21, 2025, and your facility was approved for daytime care only. The Emergency Preparedness and Response Plan (EPR) was reviewed; the plan last updated March 10, 2025. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-three (93) percent as of March 11, 2025. The NC Secretary of State website was reviewed on March 12, 2025 and Love, Learn and Play was not listed, because the facility is private for profit (individual owner). Upon arrival, I observed two (2) classrooms that were open. In space 1, I observed an infant and a one (1) year-old receive care according to their individual needs. The infant was observed having supervised "tummy-time", and the one (1) year-old was observed having supervised independent play. The Safe Sleep Policy/Poster was observed posted; the Safe Sleep Log met compliance. The bottles were properly stored and labeled, and the infant feeding plan was posted. In space 2, I observed the children having circle time. After circle time, the children completed and an art activity. Once the activity was complete, I observed the children washing their hands, and the children prepared for outdoor play. The children were observed eating lunch during the visit. Lunch consisted of the following items served: Chicken Tenders, Green Beans, Mandarin Oranges, Whole Wheat Bread, and Milk. There are no children enrolled on second shift. I completed a indoor/outdoor walkthrough of the facility. The following programs requirements were observed posted: First Aid Poster, Child Care License, No Smoking Sign, Summary of NC Law, Menu, Activity Plans, Fire Drills/Shelter in Place and/or Lockdown Drills, and Emergency Medical Care Plan; compliance was met. The Playground Safety Inspections were reviewed, and a violation was cited. Ten (10) percent of children’s files were monitored, and a violation was cited for a child's Off Premise form. One (1) veteran staff file was reviewed using the Staff and Training Worksheet (the file was reviewed), and compliance was met. The Safe Sleep Policy/Poster was observed posted; the Safe Sleep Log met compliance. The bottles were properly stored and labeled, and the infant feeding plan was posted. In space 2, I observed the children having circle time. After circle time, the children completed and an art activity. Once the activity was complete, I observed the children washing their hands, and the children prepared for outdoor play. The children were observed eating lunch during the visit. Lunch consisted of the following items served: Chicken Tenders, Green Beans, Mandarin Oranges, Whole Wheat Bread, and Milk. There are no children enrolled on second shift. I completed a indoor/outdoor walkthrough of the facility. The following programs requirements were observed posted: First Aid Poster, Child Care License, No Smoking Sign, Summary of NC Law, Menu, Activity Plans, Fire Drills/Shelter in Place and/or Lockdown Drills, and Emergency Medical Care Plan; compliance was met. The Playground Safety Inspections were reviewed, and a violation was cited. Ten (10) percent of children’s files were monitored, and a violation was cited for a child's Off Premise form. One (1) veteran staff file was reviewed using the Staff and Training Worksheet (the file was reviewed), and compliance was met. A violation was cited, regarding a staff member's Health and Safety Training. Medications and diaper creams/ointments were monitored, and compliance was met. There are no children with allergies. The water was tested May 1, 2024. -NCID Password Rule to Change If you have a MYNCID or NCID account, you may have received an email this week announcing changes to the password rules. As part of ongoing efforts to protect state systems and data, the N.C. Department of Information Technology will be changing the minimum length of NCID passwords from eight to 14 characters. The change will affect state agency staff as well as external users like citizens, providers, and state and local county staff. There is no action you need to take on or before February 23rd. When you change your current password after Feb. 23, however, you will be required to create a new one that must: • Be a minimum of 14 characters. • Consist of at least one numeric character, at least one uppercase letter, at least one lowercase letter, and at least one special character such as #, &, * etc. • Passwords shall not contain number or character substitutes to create dictionary words (e.g., d33psl33p for deep sleep). I was greeted by Director, Ms. Russhelle Brown, and I explained the purpose of the visit. The program currently operates with a Three-Star License issued effective October 26, 2019. The last annual compliance visit was conducted March 31, 2023. The sanitation inspection was completed February 1, 2024 with a “Superior” classification. The last fire inspection was conducted February 8, 2023 and your facility was approved for daytime care only. A violation was cited for the fire inspection. The Emergency Preparedness and Response Plan (EPR) was reviewed; the plan was updated January 17, 2024. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-four (94) percent as of March 26, 2024. The NC Secretary of State website was reviewed on March 27, 2024 and Love, Learn and Play was listed as current-active. I completed a walkthrough of the facility. Ms. Brown accompanied me during a walkthrough of the outdoor play area. The Annual Compliance Monitoring Checklist and the Item Center Listing was used to monitor the visit. A copy of the Monitoring Checklist was provided after the visit. In space 1., and in space 4., I observed the children having supervised independent play time. The children in space 2., completed circle time and were observed having independent play. There were no children observed in space 3., the classroom for school-age children. There are no children enrolled on second shift. The program does not have any infants enrolled. A violation was cited for the Safe Sleep Policy not posted, and a violation was cited for not having crib/evacuation crib. Today’s menu consisted of spaghetti, salad, rolls, peaches, and milk. I observed the children eating the following: spaghetti, salad, rolls, pineapples, and milk. A violation was cited for a substitution not recorded on the menu. The following programs requirements were observed posted: First Aid Poster, Child Care License, No Smoking Sign, Summary of NC Law, Menu, Fire Drills/Shelter in Place and/or Lockdown Drills, and Emergency Medical Care Plan. The First Aid Poster was not posted and violation was cited. The Incident Log was maintained and a violation was cited. The center uses an approved curriculum, Creative Curriculum. Ten (10) percent of children’s files were monitored, and the files met compliance. One (1) veteran staff file was reviewed, and compliance was met. No new staff have began since the last visit that was completed on November 15, 2023. There are children with emergency medications and the medications were reviewed, and compliance was met. Transportation is provided, and the following was monitored: Safe Pick-up and Delivery Statement (Posted), Child Safety Restraints and Seat Belts, Vehicle Safety Inspection and Liability Insurance, First Aid Kit in Vehicle, Emergency Information on children, Staff/Child Ratios Maintained During Transportation; compliance was met. The outdoor play area was monitored. A violation was cited for surfacing. A violation was cited for the outdoor area for the gate. Eight (8) violations were cited. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. First Aid: Each staff has current First Aid. Special Training: Staff is continuing to complete ongoing training hours. CBC Qualification: Each staff member was current with CBC qualification. ITS-SIDS: Staff are not current with ITS-SIDS training, and a violation was cited. Emergency Medical Care Plan: The Emergency Care Plan was posted. Administration of Medication: Medications are administered and compliance was met. I was greeted by Director, Ms. Russhelle Brown, and I explained the purpose of the visit. The facility had a Three-Star License issued October 19, 2019, and an eighteen-month compliance history score of 92% prior to today’s visit. Ms. Brown accompanied me during the walk through of the center. Space 2 and space 4., were open during the visit, and space 1., is closed; space 3., is the classroom for schoolagers that attend for after school care. Some children in space 2., were combined with children in space 4., in order to maintain ratios for the day. In space 2., I observed the teacher engaged in circle time with the children, and in space 4., I observed the children having supervised independent play. No new staff have been hired since the Annual Compliance Visit, March 31, 2023. The following child care requirements were monitored and observed today using the Child Care Center Checklist and the Master Child Care Center Item Number Listing: Supervision: Each group of children were adequately supervised during the visit. Nurturing tones were heard when staff spoke with children. Staff/Child Ratio: The ratios were maintained during today’s visit. CPR: Each staff has current CPR. First Aid: Each staff has current First Aid. Special Training: Staff is continuing to complete ongoing training hours. CBC Qualification: Each staff member was current with CBC qualification. ITS-SIDS: Staff are not current with ITS-SIDS training, and a violation was cited. Emergency Medical Care Plan: The Emergency Care Plan was posted. Administration of Medication: Medications are administered and compliance was met. Storage of Hazardous Substances: I did not observe any hazardous substances that were accessible, they were observed stored properly during the visit. Storage of Medication: Medications were properly stored. General Safety: There were no safety concerns. Discipline: There were no discipline concerns; appropriate discipline was provided. Adequate/Approved Space: Each group of children were observed in licensed approved space. Program Records: I reviewed all information required to be posted and found meeting compliance. The monthly fire drill and emergency drill was complete and up to date, and the quarterly drill (shelter-in-place) was complete and up to date. The Playground Inspections were complete and up to date. License Posted: The license was observed posted on the information board. Permit Restrictions: All permit restrictions were observed meeting compliance today. The last Sanitation Inspection was completed July 26, 2023, with a superior rating and ten (10) demerits. The Fire Inspection was completed and approved February 8, 2023. One (1) violation was cited. Violation Number Comment Rule 1065 Child care providers scheduled to work in the infant room, did not complete ITS-SIDS training within two months of employment or did not complete the training every three years. Child care administrators did not complete the ITS-SIDS training within 90 days of employment and every three years thereafter. All staff members SIDS training expired August 27, 2023. .1102(f) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before November 29, 2023, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected.
