The facility currently has a four-star license and an 18 month compliance history of 95%. The license and NC childcare law summary were prominently posted. The Secretary of State database was monitored, and STEPPING STONES LEARNING ACADEMY & AFTERSCHOOL I. is current and active. I was greeted by C. Brayboy, assistant director. Ms. Drayton, director, arrived during my walkthrough of the facility. I conducted a walkthrough of the facility. Staff/child ratio, supervision, capacity, group size and space were observed in compliance today. The center’s Emergency Drill Log and Report was reviewed. Fire drills were documented monthly as required. Shelter in place and/or lockdown drills were documented as required. The playground safety inspections were reviewed and documented. The center last had a sanitation inspection on 4/10/26. The center received 11 demerits and received superior classification. The inspection was completed by the Mecklenburg County Health Department. The center last had a fire inspection on 4/10/26. There were 6 children in attendance today during the walkthrough. I observed the children participating in free choice play and napping. The playground was monitored during today’s visit. Currently, the facility is not providing transportation. Ms. Drayton shared that transportation will be provided during the summer for school age children that are enrolled for field trips. I monitored the Jeep and Chrysler van that may be used to transport children this summer. I monitored insurance and registration for the vehicles. Ms. Drayton stated that she would contact me in the near future to monitor an additional vehicle to transport children prior to use. I monitored 4 new staff files. Ten percent of existing staff files. Ten percent of children files were monitored. There were 2 violations cited during today’s visit. Violation Number Comment Rule 721 All equipment and furnishings were not in good repair. In space #1, there is a loose door knob on bathroom door. There are loose wooden boards on ramp leading to playground. G.S. 110-91(6); .0601(b) 1947 An individual on a provisional criminal background check status was not supervised by a staff person who was determined to be qualified. In space #1, a staff member with a provisional criminal background check was supervising children alone. Drayton, director. I conducted a walkthrough of the facility. There were 8 children present during the walkthrough of the facility. During the visit, I observed the children transitioning to the outdoor environment. I observed the children participating in free play. The following items were monitored today: supervision, staff/child ratios, permit restrictions, license posted, approved space, storage of hazardous products, storage of medication, staff records and program records. There have been 4 new staff since my last visit. I monitored all new staff files. The staff and training worksheets were reviewed to confirm existing staff were still current with CPR, First Aid, ITS-SIDS training and criminal background qualifying letters. Upon arrival, I was greeted by C. Colter, teacher. I shared the reason for my visit. On arrival, Ms. Colter was present with 1 infant. At 7:30 am Ms. Colter had a total of 6 children. Ms. Colter shared with me that the next teacher doesn’t come in until 8am. Ms. Colter contacted Ms. Drayton, owner/director, by phone. Ms. Drayton stated that she was on the way to the facility. Ms. Drayton called back and requested to speak with me. I shared with her the reason for my visit and that they were out of staff/child ratio and she needs to work on staff schedule as the next teacher doesn’t come in until 8am. Ms. Drayton arrived at the facility, and I shared the additional allegations with her. I requested to see a staff file. She stated that she had her file but that the teacher was no longer employed at the facility. I reviewed the former employee’s file and observed required documents in compliance. Ms. Drayton stated that a parent shared a concern about their child having a soiled diaper, but from her knowledge the child’s diaper was changed it was that the teacher didn’t notice that some of it went up her back. Ms. Drayton stated that she has been working with environmental health regarding guidance with mosquitos. She stated that environmental health recommended that she put holes in materials to let the water drain out. She stated that she has sent home medication forms to parents, so that they can administer bug spray before going outside. During the visit, I observed no pest present in the kitchen. Ms. Drayton stated that sometimes she has fruit flies. Based on observations, interviews and review of records allegations of violations of childcare requirements were substantiated. There were 2 violations cited during today’s visit. Violation Number Comment Rule 315 When combining age groups, the staff/child ratios for the youngest child in the group was not maintained for the entire group. The staff/child ratio for the youngest child was not maintained for the entire group. In space #1, there were 6 children present with 1 teacher. The group of 6 children included 3 infants. .0713(a)(1) 316 Children under one year of age were not kept separate from children two years and older. In space #1, there were 3 infants combined together with 3 children two years and older. 10A NCAC 09 .0713(a)(5) Staff/Child ratio: When combining age groups, the staff/child ratio for the youngest child in the group must be maintained for the entire group. Children under one year of age must be kept separate from children two years and older. During the visit, the staff/child ratio was for the youngest child in the group was not maintained. There were 6 children present with 1 teacher. The group of children consisted of 3 infants and a child two years of age, a child three years of age and a child four years of age. Children under one were not kept separate from children two years and older. Ms. Drayton stated that a teacher was recently terminated and that she needs to adjust her staff work schedule. She stated that she would come in at 7am. We discussed her working at 7am and then separating the infants from the children two years and older. During the visit, I shared with the teacher and Ms. Drayton that when an infant falls asleep in a rocking device to placed them in their crib. A follow-up visit will be made in the near future. There are concerns that: The center is employing a person that is on the Child Care Registry. There are paint chips on the front porch. The planks are coming up, creating a tripping hazard. The kitchen floor is sinking in. Upon arrival, I was greeted by S. Drayton, director. I shared with Ms. Drayton the reason for my visit. Ms. Drayton was working in a classroom with another teacher for ratios. She decided it would be easier to discuss the allegations if the children were outside. We all transition to the playground. Ms. Drayton stated that over a year ago she had a staff member work at the daycare. She stated that the staff member called her one day sharing that she couldn’t work in daycare anymore. She stated that the staff member worked at the daycare for about a month. The database showed that the alleged employing person was disqualified on 4/24/24. At the arrival of the visit, I observed chip paint and loose planks on the front porch. I monitored the kitchen and observed a loose plank. The kitchen is not level. At the time of the walkthrough, there were 13 children present. I observed the children participating in free play and outdoor play. Based on interviews and observations the allegation that the center is employing a person that is on the Child Care registry is unsubstantiated. Based on interviews and observations the allegation that there are paint chips on the front porch. The planks are coming up, creating a tripping hazard. The kitchen floor is sinking in is substantiated. There were 2 violations cited during today’s visit. Violation Number Comment Rule 603 All floors and floor coverings were not constructed of nonabsorbent material and/or were not kept clean and in good repair.     Name of Operation: KIDDIE COLLEGE PRESCHOOL Facility ID: 60003138 Consultant: MICHELLE CUTHBERTSON Operation Type: Center Case Number: Visit Date: 5/7/2024 Number Present: 7 Completed Date: 5/7/2024 Age: From 0 To 4 Total Minutes: 135 Time In: 09:15 AM Time Out: 11:30 AM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to monitor the center for annual compliance. The facility currently has a four-star license and an 18 month compliance history of 94%. The license and NC childcare law summary were prominently posted. The Secretary of State database was monitored, and STEPPING STONES LEARNING ACADEMY & AFTERSCHOOL, I. is current and active. I was greeted by L. Morrison, the teacher. Ms. Drayton, director/owner was working in the infant/toddler classroom. I conducted a walkthrough of the facility. Staff/child ratio, supervision, capacity, group size and space were observed in compliance today. The center’s Emergency Drill Log and Report was reviewed. Fire drills were documented monthly as required. Shelter-in-place and Lock-down drills were documented quarterly as required. The playground safety inspections were reviewed and documented. The center last had a sanitation inspection on 3/11/24. The center received 18 demerits and received approved classification. The inspection was completed by the Mecklenburg County Health Department. The center last had a fire inspection on 5/1/2024. There were 7 children present during the walkthrough. I observed the children participating in free play. The playground was monitored during today’s visit. A playground diagram was created and added to the facility’s file. Currently, the facility is not providing transportation. Ms. Drayton shared that transportation will be provided during the summer for school age children that are enrolled for field trips. I monitored the Dodge caravan, ford expedition and jeep that may be used to transport children this summer. I monitored the transportation binder. I monitored insurance and registration for all vehicles. Ms. Drayton showed me the first aid kits and fire extinguishers that will be added to the vehicles prior to use. There have been 3 new staff since my last visit. Ten percent of existing staff files were monitored. Ten percent of the enrolled children’s files were monitored at random today. There were 4 violations cited during the visit. Violation Number Comment Rule 428 A current activity plan was not posted for each group of children for reference. In space #2, there was no current activity plan posted. GS 110-91(12); .0508(a) 707 Equipment and furnishings not meeting the requirements outlined in child care .0601(b) and (c) were not removed or made inaccessible. In space #1, there was a stain diaper changing pad. .0601(d) 1067 Each new employee did not complete, within the first two weeks of employment, six clock hours of training in required topic areas. A new employee documentation of orientation form did not show that 6 hours of training hours were completed within 2 weeks of employment. .1101(a)(b) 1232 Each employee's personnel file did not contain an annual staff evaluation and a staff development plan. A staff member file did not contain an annual staff development plan. 10A NCAC 09 .0514(f) Technical Assistance: I shared with Ms. Drayton to keep staff medical, TB and health questionnaire in a separate file. This center has a four star license and an 18 month compliance history score of 93%. The license and NC child care law summary were prominently posted. Upon arrival, I was greeted by S. Drayton, director. I conducted a walkthrough of the facility. There were 8 children in attendance today. The children were observed participating in free play. During the walkthrough, I spent time observing space #1, the classroom for children 2 and 3 years of age. I observed the teacher encouraging the children to be creative with playdoh. During the walkthrough, I spent time observing space 2, the classroom for infants/toddlers. I observed the teacher holding an infant. The following items were monitored today: supervision, staff/child ratios, permit restrictions, license posted, approved space, storage of hazardous products, storage of medication, staff records and program records. There is 1 new staff since my last visit. I monitored the new staff file. The staff and training worksheets were reviewed to confirm existing staff were still current with CPR, First Aid, ITS-SIDS training and criminal background qualifying letters. The center’s Emergency Drill Log and Report was reviewed. Fire drills were documented monthly as required. Shelter-in-place and Lock-Down drills were documented quarterly as required. The playground safety inspections were reviewed. Reports were documented monthly as required. There was 1 violation cited during today’s visit. The violation was corrected during the visit. Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. In space #1, there was an electrical outlet not covered. 10A NCAC 09 .0604(c) Technical Assistance: License fee collection moved to December There are a few changes to the Annual License Fee process this year: • All invoices will be emailed, and no paper copies will be sent through the U.S. Postal Service. • All invoices will be emailed by December 1, 2023 and will include the invoice number and total amount due. • All payments are due no later than December 31, 2023 Payments must be submitted online only through the Division’s website using a Mastercard or Visa debit or credit card, or by e-check. Providers will need their Facility ID number and their 2023 Invoice number to complete the payment process. Annual license fees do not apply to state or public-school operated child care facilities, or to religious sponsored facilities operated pursuant to a Notice of Compliance. Failure to pay the license fee is a violation of NCGS § 110-90(1a) and can result in a revocation of your child care license. In addition, unpaid license fees will be assessed a 10% late fee and accrued interest as established by NCGS § 147-86.23.
