The facility currently holds a Three Star License issued May 18, 2022, and had a compliance history score of 100% prior today’s visit. The facility’s last Annual Compliance Visit was February 7, 2023. The facility is "current/active" with the Secretary of State; compliance met. I was greeted by the owner/operator, Ms. Karen Watson, and I explained the purpose of the visit; no one else was present in the home during the visit. Ms. Watson provides first shift and second shift child care. She stated that she does not have any children enrolled on second shift. There were five (5) children present during today's visit. The permit restriction met compliance. Upon arrival, the four (4) children were having independent play. One (1) infant arrived during the visit. The infant fell asleep in a carrier after arrival, and a violation was cited. I observed appropriate handwashing at appropriate times, such as arrival, before and after eating, food handling, and during diapering and after diapering. The facility was monitored today with the Family Child Care Home Monitoring Checklist and the Family Child Care Home Item Number Listing. A copy of the checklist was provided to Ms. Watson after the visit. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, First Aid Sheet, Activity Plan, Safe Sleep Poster, Safe Sleep Policy, and the Emergency Medical Care Plan. Monthly Fire Drills, Shelter-in-Place/Lockdown Drills, and Playground Inspections were observed and compliance was met. Ms. Watson is using an approved curriculum, the Sunshine Express and Ms. Watson uses Buttercups. The daily attendance and arrival and departure times were reviewed and met compliance. The child care facility, including the bathroom, child care room, kitchen, and outdoor play area was monitored during the visit. Soap and toilet paper were available in the bathroom for use. The toys and equipment were in good repair. In the kitchen, there was a working fire extinguisher, working thermometer in the refrigerator, and smoke detectors. Ms. Watson's file was monitored and observed for IT-SIDS training, Health Questionnaire, Emergency Information, First Aid and CPR, and Criminal Qualifying Letters; Mr. Watson has a current CBC letter on file and a current Health Questionnaire; no one else resides in the home. Ms. Watson met the required number of training hours; compliance met. The children’s files were monitored today, and the children's records met compliance. I observed Infant Feeding Plans and Infant Safe Sleep logs, and compliance was met. Ms. Watson does not have any pets. There are no children enrolled with allergies, and there are no children on medication or emergency medication. The outdoor play area was observed, and there were no hazards observed. The outdoor play area was clean and the toys were in good repair; balls, push toys, and other toys were available for outdoor play. Ms. Watson does not provide transportation and a vehicle was available in case of an emergency. The Written Plan of care was verified. An approved Sanitation Inspection was conducted on October 30, 2023, with a demerit score of zero (0). The Emergency Preparedness and Response Plan (EPR) was reviewed, and the Plan was updated January 9, 2024. Two (2) violations were cited. A sleeping infant was not removed after falling asleep in a carrier. .1724(a)(11) 1991 Microwaves were used to thaw or warm breast milk, baby food, formula, or other bottled beverages. A bottle was observed warmed in the microwave. .1706(p) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before February 19, 2024, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Volunteers, as defined in this Rule, are not staff members. Refer to Child Care Rule: 10A NCAC 09 .0102 (52) Definitions: (52) "Volunteer" means a person who works in a child care facility and is not counted in staff/child ratio, does not have unsupervised contact with children, and is not monetarily compensated by the facility. A person who is at least 13 years of age, but less than 16 years of age, may work on a volunteer basis, as long as he or she is supervised by and works with a staff person who is at least 21 years of age and meets staff qualification requirements. -Refer to Child Care Rule 10A NCAC 09 .0701 Health Standards For Child Care Providers, Substitute Providers, Volunteers, and Uncompensated Providers, for required forms. -Ongoing training hours were discussed with Ms. Watson. According to information in Works, Ms. Watson has her North Carolina Early Childhood Credential and has twenty years of child care experience. Ms. Watson was informed that she will have to meet ten (10) hours of on-going training hours annually. -Infants are not allowed to sleep in sitting devices such as car-seats (carriers). Upon arrival, immediately remove infants from car-seats, and do not allow to sleep in devices. Refer to Child Care Rule 10A NCAC 09 .1721 (a)(11-12): (11) Specifies that infants aged 12 months or younger shall be prohibited from sleeping in sitting devices, including car safety seats, strollers, swings, and infant carriers. Infants that fall asleep in sitting devices shall be moved to a crib, bassinet, play pen, mat, or cot; and (12) specifies any other steps the operator shall take to provide a safe sleep environment for infants aged 12 months or younger. -Make sure to place sleeping infants initially on their backs for sleep, and continue to provide supervised “tummy time.” Also, continue to document sleep for infants on sleep charts. -A sample certificate, “I Can Roll Over,” was provided (emailed) to use for infants that begin to roll-over during sleep. The facility’s last Annual Compliance Visit was February 7, 2023. The facility is "current/active" with the Secretary of State; compliance met. I was greeted by the owner/operator, Ms. Karen Watson, and I explained the purpose of the visit; no one else was present in the home during the visit. Ms. Watson provides first shift and second shift child care. She stated that she does not have any children enrolled on second shift. There were five (5) children present during today's visit. The permit restriction met compliance. Upon arrival, the four (4) children were having independent play. One (1) infant arrived during the visit. The infant fell asleep in a carrier after arrival, and a violation was cited. I observed appropriate handwashing at appropriate times, such as arrival, before and after eating, food handling, and during diapering and after diapering. The facility was monitored today with the Family Child Care Home Monitoring Checklist and the Family Child Care Home Item Number Listing. A copy of the checklist was provided to Ms. Watson after the visit. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, First Aid Sheet, Activity Plan, Safe Sleep Poster, Safe Sleep Policy, and the Emergency Medical Care Plan. Monthly Fire Drills, Shelter-in-Place/Lockdown Drills, and Playground Inspections were observed and compliance was met. Ms. Watson is using an approved curriculum, the Sunshine Express and Ms. Watson uses Buttercups. The daily attendance and arrival and departure times were reviewed and met compliance. The child care facility, including the bathroom, child care room, kitchen, and outdoor play area was monitored during the visit. Soap and toilet paper were available in the bathroom for use. The toys and equipment were in good repair. In the kitchen, there was a working fire extinguisher, working thermometer in the refrigerator, and smoke detectors. Ms. Watson's file was monitored and observed for IT-SIDS training, Health Questionnaire, Emergency Information, First Aid and CPR, and Criminal Qualifying Letters; Mr. Watson has a current CBC letter on file and a current Health Questionnaire; no one else resides in the home. Ms. Watson met the required number of training hours; compliance met. The children’s files were monitored today, and the children's records met compliance. I observed Infant Feeding Plans and Infant Safe Sleep logs, and compliance was met. Ms. Watson does not have any pets. There are no children enrolled with allergies, and there are no children on medication or emergency medication. The outdoor play area was observed, and there were no hazards observed. The outdoor play area was clean and the toys were in good repair; balls, push toys, and other toys were available for outdoor play. An approved Sanitation Inspection was conducted on October 30, 2023, with a demerit score of zero (0).
