The facility has a Five Star Rated License issued November 01, 2019 and an eighteen month compliance history of 99% prior to today’s visit. The license and NC child care law summary were posted. The following was monitored using the March 2024 FCCH Item Number Listing: supervision, capacity, staff/child ratios, adequate and approved space, criminal background checks, CPR, First Aid, special training, new staff records, storage of hazardous products, and storage of medication. Upon arrival I was greeted at the entrance of the facility by Ms. E. Hill, additional caregiver, and I explained the purpose of my visit. I inquired if the facility was operating on its normal schedule, as there was a severe weather alert for the area. Ms. Hill stated that the facility was currently operating as usual. I then informed her that I would gather my personal items from my vehicle and begin the visit as planned. Upon entry, Ms. Hill was observed present with six (6) enrolled children with one child under twelve months old present. The program is licensed to follow enhanced ratios of one caregiver to five children when there is an infant under twelve months present. I inquired if Ms. B. Hill-White, owner/operator was present and I was informed that she had stepped out and would return shortly. Ms. Hill shared that she was currently in Space #2 with all the children, as she was about to start the process of changing a child’s diaper. I told her that I would place my personal items in Space #1 and begin a walk-through of the program. Shortly thereafter Ms. Hill-White returned to the facility and informed me that she had to unexpectedly go to the store to get more milk for the facility. There are currently six (6) preschool-aged children enrolled on first shift and one School-Aged child. There are also two (2) preschool-aged children and three (3) enrolled on second shift. Children were observed engaging in a variety of activities including free play, personal care routines and table toys. During today’s visit one (1) licensed child care room, the program’s bathroom, the program’s kitchen and spaces adjacent to these areas and along the path of travel were monitored. Each found to be in compliance. During the visit caregivers were observed engaging in activities with the children and providing a nurturing environment. Two staff files were reviewed, and it was observed that each staff member had current CPR, First Aid and SIDS certifications on file. It was also observed that all staff members and additional household members had current Criminal Background Checks (CBC) on file. Arrival and departure times documented and maintained as required. Emergency medication was monitored and it was shared that there are currently no enrolled children that require medication and there is no medication being stored onsite for use with enrolled children. Hazardous products were observed stored as required. Program records were monitored. It was observed that both fire and emergency drills were current and being conducted as required. The monthly outdoor inspections were monitored and found to be in compliance. The last Sanitation inspection was conducted on August 02, 2024 with no demerits cited and receiving a Superior. The last Fire Inspection was conducted and approved on January 05, 2024. During today’s visit caregivers were reminded that per the program’s state issued license they should always be operating within the guidelines of meeting enhanced ratios and this is one caregiver to five children when there is a child under twelve months present. In Ms. Hill-White’s absence the program was not meeting that standard, as Ms. Hill was supervising six (6) children alone. There was one (1) violation cited today. Violation Number Comment Rule 1756 Enhanced staff/child ratios and group sizes were not met. Ms. Hill was observed present with six (6) enrolled children with one child under twelve months old present. The program is licensed to follow enhanced ratios of one caregiver to five children when there is an infant under twelve months present. 10A NCAC 09 .2818 Corrective Action: All violations must be corrected immediately. The childcare provider is expected to maintain all applicable childcare requirements at all times. The provider will send me a compliance letter explaining how she corrected today’s violation and the steps she put in place to ensure on going compliance on or before Thursday October 10, 2024 to the email listed below. Failure to correct the violation and send the written statement by the due date listed above may result in an unannounced follow-up visit being conducted or an administrative action may be recommended. Based on Child Care Rule 10A NCAC 09 Section .2200, the Division of Child Development may take administrative action against the license and/or impose civil penalties based on the failure of the operator to correct any documented violations within the established time period. Technical Assistance Provided and General Discussion: - It was discussed that all requirements of the facility’s current license should be always fulfilled and the required child to staff ratio must be maintained at all times. -Please continue to check your email on a regular basis for updates and resources shared from both your consultant and the NC Division of Child Development and Early Education.
