I arrived at the facility and was greeted by the front desk receptionist. I started to state the purpose of my visit and, program coordinator walked out. I stated the purpose of my visit and then Ms. B. Gibson, (Ruby Red), program coordinator and, Ms. Sandra McPaul assisted me with the walk-through of the facility. The program operates with a five-star license. All contact information was reviewed, and it was reported that no changes had been made. Observations: Children were observed interacting in a group activity which consisted of a game on health and body in the green room. The red room was observed playing in activity centers as well as a small group activity with the group leaders. Children were served crackers and apple juice for snack. I conducted a walkthrough of the facility, and the following items were monitored: supervision, staff/child ratio, CPR/first aid, IT-SIDS, CBC qualification, Emergency Medical Care Plan, administration of medication, storage of hazardous products, storage of medication, general safety, discipline, adequate/approved space, program records, license posted, permit restrictions, safe arrival, and departure, and all required posted documents. The facility does not provide transportation and the indoor pool was monitored and the sanitation report was added to this visit. Please remember to send the outside pool sanitation report once the poll is opened and inspected. No staff files were monitored today. During the visit I viewed potential additional spaces to be used by children during the summer, as well as the space to potentially be used by Mecklenburg Pre K program. In February and again around March 12th I received questions about changing the age range from five to 12 years of age to four years of age to 12 years of age. This facility would like to start having a Mecklenburg Pre-K classrooms during the day. I will provide more information in the technical assistance section on next steps. Violation Number Comment Rule 415 A current schedule was not posted for each group of children for reference. The schedule posted was only for afterschool, children have been present for a full day. GS 110-91(12);.0508(a) Comments: It is important for licensed providers to be knowledgeable of all the licensing requirements that apply to their type of program. Child care consultants can make unannounced visits at any time. It is the provider's responsibility to be in compliance with all the applicable laws and rules. Any Violations observed today were discussed with you and documented on the visit summary and left with you at the conclusion of this visit. The following violations of child care requirements were cited during today’s visit and must be corrected immediately. Technical assistance on how to maintain compliance with the violations cited today was provided. Technical Assistance: 1. Meck PreK/lower age range: in orders to lower age range, I will need information from Sanitation, Fire, building/coding to make sure your facility is equipped and approved for the lower age. A map of the facility to be updated. This can be email/letterhead statement or actual inspection stating from the inspectors. This will be for any space that the four year olds will have access to or use. 2. Decide if you want to increase capacity. 3. Before you open the classroom: a. Meck PreK/lower age range: in orders to lower age range, I will need information from Sanitation, Fire, building/coding to make sure your facility is equipped for the lower age. This can be an email statement or actual inspection. Let them know you are decreasing your age to four-year-olds, (requirements are slightly different). b. Hire a Lead teacher (must have early childhood credentials or equivalent), I would suggest someone with more education because to maintain your four/five stars the education needs to be at least five points or more. c. Purchase of and add age-appropriate materials for the four-year-olds (see Early Childhood Environmental Rating scales (NCRLAP.org), you may also need to get a step stool for the toilet or purchase a lower one for four-year-olds. (furniture is already purchased). d. Make sure you have an administrator/director onsite that meets the criteria for the Director. 4. Once you have done one, contact me via email and I will do a visit to approve the space for four-year-olds. The email must state what your are wishing to achieve/request: i.e. lower the age range to four years of age, approve space for Meck PreK, Capacity change/increase and the amount you would like to increase, (88?). 5. Also note, once you have added the Meck PreK program you will use the Early Childhood Environmental rating scale assessment and have a Before/afterschool assessment. CBC Provider Portal: FYI As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. I arrived at the front desk and stated the purpose of my visits, the front desk clerk made Ms. Sandra McPhaul, Administrator/Operations Manager aware. Ms. McPhaul and Ms. “Ruby Red”, greeted me and I restated the purpose of my visit. I proceeded with the monitoring visit assisted by both Ms. McPhaul, and Ms. “Ruby Red”, Program Coordinator. The program operated with a five-star license issued June 27, 2018. Restriction: Daytime care only; School Age Care only; Meets enhanced ratios; Meets enhanced space; Meets all En. Requirements and reduced ratios. The age range is 5-12 years of age and the capacity is 69. Facility Contact information and Ownership: The NC Secretary of State website was viewed before the visit and the Owner, SoSid 0165793, was current/active as of 03/18/1973. If any changes to the corporation need to be made or you decide to sell your business, then you must notify your consultant at least thirty days prior to any changes occurring. Upon arrival in the classrooms children were observed transitioning to the large gym for active gross motor play. Co-group leaders were cleaning the classrooms and two children were sitting at the tables waiting. INSPECTIONS: The last sanitation inspection was conducted 8-06-2024. The last fire inspection was conducted.10-24-2024 The last documented fire drill was conducted 10-09-2024. The last documented shelter-in-place or lockdown drill was conducted 10-24-2024. The last documented playground inspection was conducted 10-25-2024. The last documented compliance prior to today’s visit was 95% I monitored the following items today: Supervision, Staff/child ratio, health, safety, program and management. The Staff and Training worksheet was received during this visit and Children files were monitored. This facility currently does not provide transportation. The Pool has passed Sanitation and has the permit expires 5/31/24. The outdoor environment was not monitored today due to active precipitation and will be monitored at the next visit. The attached checklist was used to note the requirements we monitored today. During this visit we discussed you decreasing the age range to include four-year-old children. It was stated that you were interested in housing a Mecklenburg preschool classroom (Meck PreK), in the Red room which is an approved space. Please contact Environmental health, building/code enforcement, hire a teacher with that is Lead Teacher qualified, and purchase age-appropriate materials for four year olds. Upon arrival the receptionist greeted me, I stated the purpose of my visit. He stated that the coordinator was in an interview. I asked him to let him know that I was here, and I began my walk-through. During the walk-through, Mr. Z. Holmes arrived in the classroom. I restated my purpose, and the rest of the visit was conducted with you, Mr. Z. Holmes, Family Service coordinator. This facility currently operates with a five-star rated license effective June 27, 2018. The facility has three spaces.
