The center operates with a Four-Star license and an 18-month compliance history score of 97%, effective April 28, 2017. The Secretary of State website was checked before the visit and Fran Inc. was current and active. The restrictions include: First and Second Shift; School age children only; Meets enhanced space Upon arrival, I was greeted by P. Holit, Administrator, I discussed the Annual Compliance Monitoring guidelines with Ms. Holit. We completed the walkthrough of the center together and Ms. Holit assisted me with the visit. The following items were posted within the center/ classrooms: Daily schedules, activity plans, staff/child ratio worksheets, emergency numbers, emergency procedures, arrival/ departure procedures, summary of law and menus. Indoor Learning Environment: Staff/child ratio, supervision, capacity, group size and space were observed in compliance today. Children were observed during indoor/ outdoor free play and transitions. There was one (1) child present today. There is one (1) child enrolled in the center. The center is only providing care for first shift currently. Outdoor Learning Environment: The outdoor learning environment was monitored today and in compliance. Inspections: The outdoor inspections and fire drills were monitored. The last fire drill was conducted on 8/13/25. The centers last shelter in place/ lockdown drill was conducted on 7/16/25. The last monthly playground inspection was conducted on 7/14/25. The center last had a sanitation inspection on 1/2/25. The center received four (4) demerits and received a superior classification. The inspection was completed by the Mecklenburg County Health Department. The center last had a fire inspection on 5/28/25. Transportation: The center does not provide transportation. Nutrition: Meals met nutritional value during today’s visit. Files: Children records were monitored today and in compliance. Staff files were monitored today and in compliance. There were three (3) violations cited during today's visit. Violation Number Comment Rule 721 All equipment and furnishings were not in good repair. I observed the hand rail on the ramp to enter the building not in good repair. G.S. 110-91(6); .0601(b) 862 The EMC plan was not reviewed with all staff annually and whenever the plan was revised. One staff member (PH) did not have documentation of completing the EMC plan since annually since it expired on 8/19/25. 10A NCAC 09 .0802(a) 1824 The trained staff did not review the EPR Plan annually or when information in the plan changed to ensure all information was current. One staff member (PH) did not have documentation of completing the EPR plan since annually since it expired on 8/19/25. .0607(e) Violations must be corrected immediately. A signed and dated letter of compliance must be emailed to me by 9/16/2025, stating how each violation was corrected and how compliance will be maintained in the future include the violation number, statement of compliance, license ID and your signature in the letter or e-mail. Failure to correct the violations and send the written statement by the due date listed above may result in an unannounced follow-up visit being conducted or an administrative action may be recommended. Based on Child Care Rule 10A NCAC 09 Section .2200, the Division of Child Development and Early Education may take administrative action against the license and/or impose civil penalties based on the failure of the operator to correct any documented violations within the established time period. The center currently has a Four-Star rated license, the 18-month compliance history score is 89%. The center license and Summary of the Law was prominently posted. I was greeted by C. Holit, provider. I informed Mr. Holit the reason for my visit. Mr. Holit assisted me with the walkthrough of the center. Permit information-the program operates with a Four- Star license, issued April 28, 2017. The center has seven (7) points for education, two (2) points for program standards and one (1) quality point. License restriction include: First and Second Shift; School age children only; Meets enhanced space. The program is still located at: 1308 Beatties Ford Road, Charlotte, NC 28216. The phone number is (704) 372-7850. The center had (1) children present, and two (2) children enrolled. The following items were monitored: Supervision, S/C Ratio, Storage of Hazardous Substances, Storage of Medication, Adequate Approved Space, Program Records, License Posted and Permit Restrictions. The center has hired one new staff member since their last visit. Staff file was monitored and in compliance. The center’s last fire drill was documented for 4/8/2024. The center’s last lockdown drill was on 3/22/2024. The last sanitation inspection was completed on 11/7/2023 with 4 demerits, receiving a superior rating. The center playground inspections were conducted and documented as required, the center’s last playground inspection was documented on 4/4/24. There were two (2) violations cited during todays visit. Violation Number Comment Rule 539 When screen time was provided to school-aged children, it was not offered as a free-choice activity; not used to meet a developmental goal; was not limited to 30 minutes per day and no more than a total of two and a half hours per week, per child; and/or was not documented on a cumulative log or the activity plan that is available for review. The child that was present during today's visit was on their phone, the provider did not have a screen time log. .2508(e)(1-5) 807 A safe indoor and outdoor environment was not provided for the children. Upon entering the building, I observed an overgrowth of a plant outside the OLE gate, English Ivy, which is considered poisonous. 10A NCAC 09 .0601(a) Technical Assistance: 1. A child was on their phone when I entered the center, there was no documentation of screen time at the center. A screen time log was left with the provider today. When screen time was provided to school-aged children, it must be documented on a cumulative log or the activity plan that is available for review. Violations must be corrected immediately. A signed and dated letter of compliance must be emailed to me by 4/13/24, stating how each violation was corrected and how compliance will be maintained in the future include the violation number, statement of compliance, license ID and your signature in the letter or e-mail. The NC Secretary of State website was viewed before the visit FRAN INC. was current and active. I was greeted by P. Holit, Administrator. I discussed with you, Ms. Holit, the Annual Compliance Monitoring guidelines. Staff/child ratio, supervision, capacity, group size and space were observed in compliance today. Fire drills, Shelter-in place, Lock-down drills and Playground Safety inspections were reviewed and in compliance. The center last had a sanitation inspection on 2/2/2023. The center received 0 demerits and received superior classification. The inspection was completed by the Mecklenburg County Health Department. The center last had a fire inspection on 5/11/23. There is one (1) child enrolled and there was one (1) child in attendance today. The center currently is not providing care for second shift. The center does provide transportation, the vehicle used to transport children is in compliance. Staff files and children's records were monitored today and in compliance.
