The facility was currently operating with a Three Star Rated License issued on March 22, 2018, and earned 5 points in the staff education component, 3 points in the program component meeting enhanced ratios, and 1 quality point for staff benefits package and an infrastructure of parent involvement. The facility had an eighteen (18) month compliance history score of 97% prior to today’s visit. The March 2024 Center Item Number Listing and the May 2023 Annual Compliance Checklist were used to monitor today. The license and NC Summary of the Law were prominently posted on the parent board inside the cafeteria. Upon arrival I signed in at the school’s main office. I walked to the cafeteria where I was greeted by Ms. H. Anderson, Group Leader, and I explained the purpose of the visit. No children were present as school had not been dismissed. I walked to the ASEP office where I met Ms. R. King, Program Coordinator. Ms. King stated there were currently five (5) children enrolled. She stated funding for the program changed over the summer and the program was currently working through a waitlist of newly qualified students. I monitored two (2) staff files. Both were employed at the site last year. Each employee had current CPR/First Aid training and current CBC background qualifications. Health and Safety trainings were current for both employees. The playground was monitored today. The playground was listed as a restriction on the license indicating it did not meet the safety standards. Several items of concern were metal pegs securing the border were observed raised posing a tripping hazard for children. I recommend hammering them down to be flush with the border. Picnic tables were observed rusted and sharp, rusted metal was exposed where the plastic covering was peeled. I recommended repairing the tables and benches and/or not allowing children to access them until repaired. I also observed several low hanging branches in the play area of the small, shaded playground posing a hazard to children. No violations were cited for these items as CMS ASEP stated they wanted the playground restriction added to the permit. Four (4) activity centers were available for children. Children ate supper upon arriving to afterschool. They washed hands and used the restroom. Restrooms were monitored and met compliance. Children participated in free choice activities and the group leader was observed engaged with students. Materials were observed in good repair. All children were listed on the DPI form and attendance was documented as required. The parent board was monitored. The NC Summary of the Law was posted during the visit today. Staff were listed on the DPI forms. Ms. King stated that no child required emergency medication or medication of any kind. Fire drills were completed and documented as required. The program did not operate during the month of July and a fire drill was conducted on 8/30/24. A shelter-in-place or lockdown drill was documented in February 2024. The next documented drill was 8/30/24. A drill should have been conducted in May 2024. Shelter-in-place and/lockdown drills should be completed every 3 months. The last sanitation inspection was completed 4/24/24 and received a “Superior” classification. The last fire inspection was completed. 4/8/24. The program was operated by Charlotte-Mecklenburg Board of Education. Violation Number Comment Rule 115 A summary of the NC Child Care Law was not posted in a prominent place in the center. The summary of NC Child Care Law was not posted on the parent board. G.S. 110-102 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. A shelter-in-place or lockdown drill was not completed every 3 months. A drill was documented in February 2024 and the next drill was documented in August 2024. .0604(u);.0302(d)(8) Corrective Action: Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before Tuesday, September 17, 2024, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. Facilities are not required to proceed with the rated license assessment at this time unless they voluntarily choose to proceed. – QRIS update: Get ready for the 3s Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third edition. Information regarding the transition can be found by visiting https://ncrlap.org/Resources/pages/get-ready-for-3s. These third editions come with a spiral binding at the top, replacing the current revised editions. Visit the NCRLAP’s website, https://ncrlap.org/. for more information about updated resources, credit hour trainings, and outreach assessment opportunities to help you become familiar with these tools. For official environment rating scale assessments for a NC Star Rated License, the NCRLAP will use the Revised editions until February 1, 2025. - I recommend conducting a compliance walkthrough of the gym and media center prior to children using those spaces to ensure no hazardous products are within reach, doors are locked to closets, and electrical safety plugs are in place.
