I was greeted by Site Coordinator, Ms. Pauline Spears, and I explained the purpose of the visit. I observed two (2) groups of children. The children arrived to the ASEP at 3:15 p.m. After arrival the children, used the restrooms and washed hands. After arrival, the children participated in the following centers: Writing, Homework, Math, Reading, Science, and Career Development; a cozy area was available. The materials in the centers were in good repair. After play in the gym, the children washed their hands for snack and staff provided adequate supervision. The following posted menu items were served: Educational Crackers, 100% Apple Juice; 1% Milk. After snack the children washed their hands. The facility has a Four-Star Rated License issued April 7, 2017. The last annual compliance visit was conducted November 6, 2023. The sanitation inspection was completed July 22, 2024, with a Demerit Score of seven (7) The fire inspection was conducted April 23, 2024. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-seven (97) percent as of October 23, 2024. The facility was monitored today with the Child Care Center Monitoring Checklist and the Child Care Center Item Number Listing. A copy of the checklist was provided to Ms. Spears after the visit. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, Activity Plan, First Aid Sheet, and Emergency Numbers. Monthly Fire Drills, Shelter-in-Place/Lockdown Drills, Playground Inspections, the Emergency Medical Care Plan, Incident log, and the Emergency Preparedness and Response (EPR) Plan (Crisis Plan) were observed. The fire drills and shelter-in-place/lockdown drills met compliance; the outdoor play inspections met compliance. The daily attendance and arrival and departure times were reviewed and met compliance. Soap, paper towels, and toilet paper were available in the bathroom for use. The toys and equipment were in good repair. In the kitchen, there was a working thermometer in the refrigerator. Electrical outlets were not covered in the gym and a violation was cited. Staff files were monitored and compliance was met. The children’s files were monitored today and the files met compliance. The program is not using the outdoor play area. Toys were available to support gross motor play, and the toys were in good repair; compliance was met. There are no children enrolled with allergies, and there are no children with medication. One (1) violation was cited. This law extends the hold harmless status for facilities operating with a star rated license until June 30, 2024. Additionally, it extends the reduced percentage of lead teachers that must meet the point levels from 75% to 50% until June 30, 2026. Scales are voluntary at this time. The following Technical Assistance (TA) was provided: -Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third editions. These third editions come with a spiral binding at the top, replacing the current revised editions. Visit the NCRLAP’s website for more information about updated resources, credit hour trainings, and outreach assessment opportunities to help you become familiar with these tools. For official environment rating scale assessments for a NC Star Rated License, the NCRLAP will use the Revised editions until February 1, 2025. -The program continues to test child care centers for lead in water at every tap used for drinking or cooking every three years (15A NCAC 18A .2816) and requires family child care homes to have testing completed by January 1, 2025 (10A NCAC 09 .1725(a)). The program also reviews child care facilities’ documentation and other information to determine and coordinate any steps needed to identify and eliminate lead-based paint and asbestos hazards (10A NCAC 41C.1001-1007). Licensed child care centers operating within a public school (i.e., afterschool programs, Head Starts, Pre-K, etc.) should coordinate with school staff to complete the lead in water section of the program so the entire school can be tested at once. -CBC Provider Portal Technical Assistance & Notification to the Division of New Hires or Residents Technical Assistance Guidance: • As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. • The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. •Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. I was greeted by Site Coordinator, Ms. Pauline Spears, and I explained the purpose of the visit. I observed two (2) groups of children. The children arrived to the ASEP at 3:15 p.m. After arrival the children, used the restrooms and washed hands. After arrival, the children participated in the following centers: Writing, Homework, Math, Reading, Science, and Career Development; a cozy area was available. The materials in the centers were in good repair. After play in the gym, the children washed their hands for snack and staff provided adequate supervision. The following posted menu items were served: Educational Crackers, 100% Apple Juice; 1% Milk. After snack the children washed their hands. The facility has a Four-Star Rated License issued April 7, 2017. The last annual compliance visit was conducted November 6, 2023. The sanitation inspection was completed July 22, 2024, with a Demerit Score of seven (7) The fire inspection was conducted April 23, 2024. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-seven (97) percent as of October 23, 2024. The facility was monitored today with the Child Care Center Monitoring Checklist and the Child Care Center Item Number Listing. A copy of the checklist was provided to Ms. Spears after the visit. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, Activity Plan, First Aid Sheet, and Emergency Numbers. Monthly Fire Drills, Shelter-in-Place/Lockdown Drills, Playground Inspections, the Emergency Medical Care Plan, Incident log, and the Emergency Preparedness and Response (EPR) Plan (Crisis Plan) were observed. The fire drills and shelter-in-place/lockdown drills met compliance; the outdoor play inspections met compliance. The daily attendance and arrival and departure times were reviewed and met compliance. Soap, paper towels, and toilet paper were available in the bathroom for use. The toys and equipment were in good repair. In the kitchen, there was a working thermometer in the refrigerator. Electrical outlets were not covered in the gym and a violation was cited. Staff files were monitored and compliance was met. The children’s files were monitored today and the files met compliance. The program is not using the outdoor play area. Toys were available to support gross motor play, and the toys were in good repair; compliance was met. There are no children enrolled with allergies, and there are no children with medication. One (1) violation was cited. The following Technical Assistance (TA) was provided: -Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third editions. These third editions come with a spiral binding at the top, replacing the current revised editions. The facility had a Four Star License issued April 7, 2017 and an eighteen-month compliance history of 90% prior to today’s visit. I was greeted by the Site Coordinator, Ms. Pauline Spears, and I explained the purpose of the visit. I observed two (2) groups of children on the playground for outdoor play. The children arrived to the ASEP from a field trip at the Schiele Museum at 2:30 p.m.; permission forms for the field trip was verified by signed forms. After arrival the children participated in outdoor play. At 3:30 p.m., the children used the restrooms and washed hands and prepared for snack. The following posted menu items were served: Little Squares Gram Crackers 100% Apple Juice; 1% Milk. After snack the children washed their hands. After snack the children participated in the following centers: Writing and Homework, Math, Art, Science and Social Studies, and Dramatic Play. The materials in the centers were in good repair. The children's files were reviewed today with the children's records form. The DPI forms were completed for the children's files. The children's files met compliance. Staff files were reviewed and met compliance. The staff files were reviewed using the staff and training worksheets and staff files. All required items were posted. Fire Drill logs and Shelter-in-Place/Lockdown were complete and up to date. Playground Inspections were reviewed, and the inspections were up to date. The outdoor play area was in good repair; mulch was recently added in August 2023. All medications were observed properly stored. There was not a permission to administer for a child's medication; a violation was cited. - The last Sanitation Inspection was conducted on November 6, 2023, with a Superior rating and zero (0) demerits. - The last Fire Inspection was completed March 14, 2023. Emergency Preparedness and Response Plan (EPR) was on file and was reviewed. One (1) violation was cited. For any child with a chronic health condition, refer to Child Care Rule .0803(6)(a-i) for permission to administer for chronic health conditions: A parent may give a caregiver standing authorization for up to six (6) months to administer prescription or over-the counter mediation to a child, when needed, for chronic medical conditions, such as asthma, and for allergic reactions. The authorization shall be in writing and shall contain: the child's name, the subject medical condition or allergic reactions, the names of the authorized over-the counter medications, the criteria for the administration of the medication, the amount and frequency of the dosages, the manner in which the medication shall be administered, the signature of the parent, the date the authorization was signed by the parent, and the length of time the authorization is valid, if less than six (6) months. -The ASEP substitute must complete Recognizing and Responding to Child Maltreatment Training within ninety (90) days from August 31, 2023.
