Upon arrival, I rang the doorbell and was greeted by Maria Cardarelli, Director/owner. I stated the purpose of my visit, and we conducted a walk-through of the facility. This facility follows Charlotte Mecklenburg schools’ system calendar and closings. The hours of operation are 8:00am-12:00pm. The four-Star license was effective 02/17/20224 with a capacity of 36 children aged three to five years of age. This facility does not provide food, only milk. Families are required to provide food and snacks. The North Carolina Secretary of State Corporation website was viewed prior to the visit and The Children of the World Learning is active. If any changes to the corporation need to be made or you decide to sell your business, then you must notify your consultant at least thirty days prior to any changes occurring. The license cannot be brought sole, subleased, transferred to another person or location or inherited. Science, blocks, books, writing, Art, dramatic play, fine motor, and social studies are interest areas provided for children. I observed two classrooms and the playground area. Children were engaged with a Hispanic Heritage month activity making tortillas from scratch. Parents volunteered to assist in these activities. I conducted a walkthrough of the facility, and the following items were monitored, CPR/first aid, IT-SIDS, CBC qualification, Emergency Medical Care Plan, storage of hazardous products, storage of medication, general safety, discipline, adequate/approved space, program records, license posted, permit restrictions, supervision, staff/child ratio, safe arrival and departure , and all required posted documents. A monitoring checklist that was used was left with the administrator. INSPECTIONS: The last sanitation inspection was conducted 08/28/25 The last fire inspection was conducted 09 -03 -25. The last documented fire drill was conducted 8-16-25. The last documented shelter-in-place or lockdown drill was conducted 5-2-25. The last documented playground inspection was conducted 9-16-25. Last compliance history was 92% prior to today’s visit. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. Fire inspection was completed on 09-03-25, consultant received at the visit. 10A NCAC 09 .0304(a) REQUIRED RESPONSE: You are required to always maintain compliance with all applicable child care rules and regulations. NC GS 110-90(4)(d) requires all child care facilities to maintain a compliance history score of at least 75% for the past 18 months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action. If any violations cited today may negatively affect this score. Comments: It is important for licensed providers to be knowledgeable of all the licensing requirements that apply to their type of program. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. Upon arrival I knocked on the door and a staff waved at me, abiut five minutes later the administrator opened the door. I was greeted in the lobby by Ms. Cardarelli, administrator, I stated the purpose of my visit, and we conducted a walk-through of the facility. I observed the children actively engaged in activity centers, blocks, dramatic play, manipulative, art, music; and science. Teachers also engaged children in circle time and gross motor activities. I conducted a walkthrough of the facility, and the following items were monitored: supervision, staff/child ratio, CPR/first aid, IT-SIDS, CBC qualification, Emergency Medical Care Plan, administration of medication, storage of hazardous products, storage of medication, general safety, discipline, adequate/approved space, program records, license posted, permit restrictions, safe arrival and departure, and all required posted documents. INSPECTIONS: The last sanitation inspection was conducted. 11/22/2023 The last fire inspection was conducted on 08-19-2023 The last documented fire drill was conducted 03-25-2024. It have a form on file. .0801(b) 1890 Each staff member did not have the required medical report, proof of tuberculosis test or screening and/or completed health questionnaire in a medical file, maintained separately from the staff member's individual personnel file. Name of Operation: Children Of The World Learning Center Facility ID: 60004288 Consultant: RASHEKA WHEELER Operation Type: Center Case Number: Visit Date: 9/19/2023 Number Present: 30 Completed Date: 9/19/2023 Age: From 3 To 5 Total Minutes: 150 Time In: 09:20 AM Time Out: 11:50 AM Time In: Time Out: List to Use: Center Type Of Visit: Temp Time Period Announced/Unannounced: Unannounced The purpose of my unannounced visit was to monitor for compliance with applicable childcare requirements for a first temporary time period visit. Maria Cardarelli, Administrator, assisted me with the visit today. Currently this center operates with a Temporary License, issued on August 16, 2023. The restrictions include daytime care only and no children in diapers. Age ranging from 3-5 years of age. The NC Secretary of State website was viewed before the visit and Care for Charlotte was current/active as of February 22, 2019. If any changes to the corporation need to be made or you decide to sell your business, then you must notify your consultant at least thirty days prior to any changes occurring. The license cannot be bought, sold, subleased, transferred to another person or location or inherited. Indoor Learning Environment: Upon arrival, Ms. Cardarelli greeted me at the door and after signing in, I stated the purpose of today’s visit. Thirty (30) children were observed present during the visit. There are thirty-five (35) children enrolled at this program. During the morning arrival children were engaged in free choice play, small and large group time activities. The fire drill report was discussed today and was observed in compliance with the latest date of 9/15/2023. The playground inspection was not observed completed during today’s visit. The administrator inquired on how to complete the document because she checks the playground daily. I reviewed the document with the administrator and allowed her to correct this violation during today’s visit. The last fire inspection was conducted on 1/24/23 and approved for daytime care only. The last sanitation inspection was conducted on 09/15/23 with a Superior Rating and six (6) demerits. Transportation: This program does not participate in transportation. The outdoor learning environment was monitored during today’s visit and observed in compliance with child care rules/laws. Records: Three (3) child’s record was reviewed during today’s visit. No violation was observed. All staff’s records were reviewed during today’s visit. Nutrition: The program requires all families to meet the meal requirements for their children’s meals. All families have completed the nutrition opt out form to remain in compliance. Weapons: Your facility is in compliance with Child Care Requirements regarding firearms. Violations observed today were discussed with you and documented on the Visit Summary left with you at the conclusion of this visit. The next two Temporary Time Period visits will be unannounced. During those visits a full assessment of the center's ability to maintain compliance with all applicable Child Care Requirements will be conducted. Please note that any violations cited today or during future visits will negatively impact your compliance history. North Carolina General Statute 110-90(4)(d) requires all child care facilities to maintain a compliance history of at least seventy-five percent (75%) for the past 18 months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action against the facility's license. Rated License: We discussed the two-component rated license process. You stated that you want to apply for the rated license and have the Environment Rating Scale assessment completed. I explained and discussed enhanced ratios and enhanced space with you. I explained that if you receive a four or five-star license, then you will be required to have an approved curriculum for children four years of age. We discussed you are using Creative Curriculum for Preschoolers. As discussed, at the end of your temporary license period you must be at least a three (3) star facility in order to continue to provide care for children who receive subsidy. Environment Rating Scale: Since you want to have the Environment Rating Scale completed, I recommended that you visit www.ncrlap.org for supplemental materials for preparing for the Environment Rating Scale Assessments. Additional notes to the Early Childhood Environment Rating Scale Revised Edition can be obtained on this website. NCRLAP also offers Webinar trainings for staff. I would recommend that you register staff now for the upcoming Webinar trainings listed on the ncrlap.org website. WORKS: Emergency Preparedness and Response: The rules are designed to assist licensed child care programs to be adequately prepared to respond to the needs of children and others in the event of disasters and emergencies. As these rules will have an impact on your facility, please review the information below carefully and let me know if you have any questions. * Detailed information about the new emergency preparedness and response rules can be found at: http://ncchildcare.nc.gov/providers/pv_emergency.asp . * One person from your facility must take the Emergency Preparedness and Response in Child Care training. A copy of the Emergency Preparedness and Response Training documentation must be on file for review. * Once the training is completed, the trained staff must complete an EPR Plan on a template at the following website https://rmp.nc.gov/portal/portal.aspx within four (4) months. If you do not have a computer, you may access one at a public library. To get on the template you will need an email address and an NCID. Detailed instructions for getting an NCID and for accessing the template are on the Division’s website on the Emergency Preparedness tab. * After you complete the Emergency Preparedness and Response in Child Care training, you must conduct either a shelter-in-place or a lockdown drill every three months. A new form has been created to document these additional drills as well as the fire drills. It is under the Provider Documents tab titled, “Emergency Drill Log.” Health and Safety Trainings: The facility’s staff members are currently and continuing receiving trainings on all the health and safety trainings. Please continue to take the required training in the following content areas: The trainings must cover the following content areas: * Administration of medication * Appropriate precautions in transporting children * Building and physical premises safety * Pediatric First Aid and CPR appropriate for the ages of children in care (Required) * Prevention and control of infectious diseases, including immunizations * Prevention of and response to emergencies due to food and allergic reactions * Prevention of shaken baby syndrome and abusive head trauma * Prevention of SIDS and use of safe sleeping practices * Recognizing and Responding to child abuse and neglect (Required Training) * Handling and storage of hazardous materials and the appropriate disposal of bio-contaminants * Emergency preparedness and response planning for emergencies Violation Number Comment Rule 859 Monthly playground inspections were not completed and/or they were not completed by an individual trained in playground safety requirements. The monthly playground inspection was not observed documented for the month of September 2023. .0605(q) 1032 Child care providers and uncompensated providers who are not substitute providers or volunteers, including the director did not have a medical report on file prior to employment that was signed by a health care professional and/ or the medical report was older than 12 months. A new staff member hired on 8/15/2023 did not complete this requirement prior to employment. The new staff member received the medical report on 8/25/2023. 10A NCAC 09 .0701(a) 1033 On or before the first day of work, all staff, including the director and individuals who volunteer more than once per week did not provide results indicating that they were free of active TB and/or TB test or screening was older than 12 months. A new staff member hired on 8/15/2023 did not complete this health requirement prior to employment. The new staff member received a read TB Test on 8/25/2023. .0701(a) 1034 All staff, including the director, did not have an annual health questionnaire on file following the initial medical statement. Two (2) staff members (hired on 8/15/23 and 7/19/2023) did not have a completed annual health questionnaire on file during today's visit. .0701(a) 1045 New staff, who had contact with children, did not receive at least 16 hrs. orientation within first 6 weeks. One new staff member hired 07/19/2023 did not have a completed documented orientation sheet on file during today's visit. .1101(a) 1897 The child care administrator and all staff did not complete the Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment. One staff member S.M)(hired on 8/17/2022 did not have receipt of receiving the required Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment .1102(g) 1908 A child's file did not have a statement with parent signature acknowledging receipt and explanation of the Prevention of Shaken Baby Syndrome and Abusive Head Trauma policy and/or the acknowledgement did not have all the required information. Three (3) children's files did not contain parents signatures acknowledging receipt and explanation of the Prevention of Shaken Baby Syndrome and Abusive Head Trauma policy .0608(b)(1-6) The following violations were cited during today’s visit. Technical Assistance: 1. Please make sure you stay on track with documenting on the outdoor learning environment form on a monthly basis. 2. Staff and training worksheets should be updated and completed every time an update is necessary, i.e. new staff, new training received, etc. I will request a copy of the updated staff and training worksheet through the temporary time period. Please make sure any new staff have all the required paperwork to be on file and completed. 3. We discuss the staff /child ratio sheet will be updated when the program decides on their enhance standards. I modeled the changes needed to for any update during today’s visit. 4. During today’s visit, we discuss the difference between the incident logs and the incident report. I stated all incidents that are severe or children need to be taken to the hospital will need to be completed and sent to me within 72 hours. You are currently minimum ratio requirements at this time. The following staff/child ratios and maximum group sizes apply to your facility: 0 to 12 Months ~ 1 staff / 5 children ~ 10 group 1 to 2 Years ~ 1 staff / 6 children ~ 12 group 2 to 3 Years ~ 1 staff / 10 children ~ 18 group 3 to 4 -Years ~ 1 staff / 15 children ~ 20 group 4 to 5 Years ~ 1 staff /20 children ~ 25 group 5 to Older ~ 1 staff / 25 children ~ 25 group It is important for licensed providers to be knowledgeable of all of the licensing requirements that apply to their type of program. Child care consultants can make unannounced visits at any time. It's the provider's responsibility to be in compliance with all of the applicable laws and rules. REQUIRED RESPONSE: You shall correct the violation(s) immediately. Send two (2) signed corrections letters to the address below by 10/03/23.
