I was greeted by Owner/operator Ms. Cathey Hailey. No one else was present in the home during the visit, and no one else resides in the home with Ms. Hailey. The facility had a Three-Star Rated License issued May 16, 2019, and an eighteen-month compliance history score of 96% prior to today’s visit. The last Annual Compliance visit was completed on March 13, 2024. When I arrived I found the children already asleep for naptime. Two (2) child got up during naptime, and adequate supervision was provided. There are no children enrolled on second shift. The following child care requirements were monitored and observed today using the Family Child Care Home Checklist and the Master Family Child Care Home Item Number Listing: Supervision: The children were adequately supervised during the visit. Nurturing tones were heard when Ms. Hailey spoke with children. Staff/Child Ratio: The ratios were maintained during today’s visit. CPR: Ms. Hailey was current with CPR. First Aid: Ms. Hailey was current First Aid. Special Training: Ms. Hailey is continuing to complete required in-service on-going training. ITS-SIDS:Ms. Hailey's ITS-SIDS training is current. The Safe Sleep logs were not reviewed, because there are no infants currently enrolled. The Safe Sleep Policy and Poster were posted. CBC Qualification: Ms. Hailey was current with CBC qualification. Emergency Medical Care Plan: The Emergency Care Plan was posted. Administration of Medication: There are no children with medication. Storage of Hazardous Substances: An air freshener plug-in was in an electrical outlet in the foyer entrance to the facility. Hand sanitizer and hand lotion were on a counter, and a violation was cited. Storage of Medication: No medications were stored. General Safety: There were no safety concerns. Discipline: There were no discipline concerns; appropriate discipline was provided. Adequate/Approved Space: The children were observed in licensed approved space. Program Records: I reviewed all information required to be posted and found meeting compliance. The monthly fire drill was complete and up to date, and the quarterly drill (shelter-in-place) was complete and up to date. The playground inspections were up to date. License Posted: The license was observed posted on the information board. Permit Restrictions: All permit restrictions were observed meeting compliance today. The last Sanitation Inspection was completed March 26, 2024, with a total demerit score of six (6). Outdoor play materials were clean and good repair. One (1) violations was cited during the visit; corrected during the visit. Violation Number Comment Rule 1940 Hazardous cleaning supplies and other items that might be poisonous e.g. toxic plants, were not out of reach or in locked storage when children were in care. Additionally, it extends the reduced percentage of lead teachers that must meet the point levels from 75% to 50% until June 30, 2026. -Starting on February 1, 2025, the ECERS-3, ITERS-3, and FCCERS-3—also known as the "3s"—will be used for DCDEE environment rating scale assessments. The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the third editions. Training is provided to help child care facilities complete the registration process, and the enrollment surveys can be completed in approximately 15 minutes per section. -The program continues to test child care centers for lead in water at every tap used for drinking or cooking every three years (15A NCAC 18A .2816) and requires family child care homes to have testing completed by January 1, 2025 (10A NCAC 09 .1725(a)). I observed two (2) children present upon arrival, and the children were observed having independent play. Four (4) children arrived during the visit, and I observed the children washing their hands after arrival. The facility operates with a three-star license that was issued on May 16, 2019. The last annual compliance visit was conducted March 16, 2024. The sanitation inspection was completed March 21, 2023 with a “Superior” classification. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-five (95) percent as of 3/12/2024. The children's files were reviewed and compliance was met. Ms. Hailey's file was reviewed and compliance was met. Th file was monitored and observed for Health Questionnaire, Emergency Information, First Aid and CPR, and Criminal Qualifying Letters. Ms. Hailey met the required number of training hours, The child care facility, including the bathroom, child care room, kitchen, and outdoor play area was monitored during the visit. Soap and toilet paper were available in the bathroom for use. The toys and equipment were in good repair. In the kitchen, there was a working fire extinguisher, working thermometer in the refrigerator, and smoke detectors. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, Activity Plan, and Emergency Numbers. Monthly Fire Drills, Shelter-in-Place/Lockdown Drills, Playground Inspections, the Emergency Medical Care Plan, Incident log, and the Emergency Preparedness and Response (EPR) Plan was observed; EPR Plan was updated January 28, 2024. The outdoor play area was clean and the toys were in good repair. Outdoor push toys, balls, toys, and dramatic play items are used for outdoor play; the slide/outdoor play structure is not used. Ms. Hailey does not provide transportation; a vehicle is available in case of an emergency. Two (2) violations were cited. Violation Number Comment Rule 1804 Safe sleep policy and poster about safe sleep practices was not posted in a prominent place in the infant sleeping room or area where parents and caregivers are able to view daily. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-five (95) percent as of 3/12/2024. The children's files were reviewed and compliance was met. Ms. Hailey's file was reviewed and compliance was met. Th file was monitored and observed for Health Questionnaire, Emergency Information, First Aid and CPR, and Criminal Qualifying Letters. Ms. Hailey met the required number of training hours, The child care facility, including the bathroom, child care room, kitchen, and outdoor play area was monitored during the visit. Soap and toilet paper were available in the bathroom for use. The toys and equipment were in good repair. In the kitchen, there was a working fire extinguisher, working thermometer in the refrigerator, and smoke detectors. The following was observed posted: Current License, NC Summary of Child Care Law, Schedule, Activity Plan, and Emergency Numbers. Monthly Fire Drills, Shelter-in-Place/Lockdown Drills, Playground Inspections, the Emergency Medical Care Plan, Incident log, and the Emergency Preparedness and Response (EPR) Plan was observed; EPR Plan was updated January 28, 2024. The outdoor play area was clean and the toys were in good repair. Outdoor push toys, balls, toys, and dramatic play items are used for outdoor play; the slide/outdoor play structure is not used. Ms. Hailey does not provide transportation; a vehicle is available in case of an emergency. Two (2) violations were cited. I was greeted by Owner/operator Ms. Cathey Hailey. No one else was present in the home during the visit, and no one else resides in the home with Ms. Hailey. The facility had a Three-Star Rated License issued May 16, 2019, and an eighteen-month compliance history score of 95% prior to today’s visit. The last Annual Compliance visit was completed on March 16, 2023. When I arrived I found the children already asleep. During the visit, the children woke up from their naps. Ms. Hailey changed a child's diaper, and assisted the other toddler with using the bathroom/handwashing. Snacks were served. There are no children enrolled on second shift. The following child care requirements were monitored and observed today using the Family Child Care Home Checklist and the Master Family Child Care Home Item Number Listing: Supervision: The children were adequately supervised during the visit. Nurturing tones were heard when Ms. Hailey spoke with children. Staff/Child Ratio: The ratios were maintained during today’s visit. CPR: Ms. Hailey was current with CPR. First Aid: Ms. Hailey was current First Aid. Special Training: Ms. Hailey is continuing to complete required in-service on-going training. ITS-SIDS:Ms. Hailey's ITS-SIDS training is current. The Safe Sleep logs were not reviewed, because there are no infants currently enrolled. A violation was cited for the Safe Sleep Poster and Safe Sleep Policy not posted. CBC Qualification: Ms. Hailey was current with CBC qualification. Emergency Medical Care Plan: The Emergency Care Plan was posted. Administration of Medication: There are no children with medication. Storage of Hazardous Substances: I did not observe any hazardous substances that were accessible, they were observed stored properly during the visit. Storage of Medication: No medications were stored. General Safety: There were no safety concerns. Discipline: There were no discipline concerns; appropriate discipline was provided. Adequate/Approved Space: The children were observed in licensed approved space. Program Records: I reviewed all information required to be posted and found meeting compliance. The monthly fire drill was complete and up to date, and the quarterly drill (shelter-in-place) was complete and up to date. The playground inspections were up to date. License Posted: The license was observed posted on the information board. Permit Restrictions: All permit restrictions were observed meeting compliance today. The last Sanitation Inspection was completed March 21, 2023, with a total demerit score of six (6). One (1) violations were cited during the visit.
