The last unannounced visit for this facility was conducted on September 10, 2025 which was a Temporary Time period visit. This facility began operation on April 2, 2025. The compliance history percentage for the 18-month period is 99%. The facility currently holds a five-star license. Upon arrival, I was greeted by Ms. Sheleah Davidson, administrator. I shared the reason for the visit. Ms. Davidson assisted me with today’s visit. The Secretary of State’s website was monitored and Alliance Center for Education, Inc. was current and active. I used the “Annual Compliance Monitoring Checklist for Child Care Centers” as a monitoring tool during today’s visit. I observed postings, indoor and outdoor spaces, safety and program management. I observed the children engaged in choice activities and table activities with teachers. Two (2) staff files and three (3) children’s files were monitored during the visit for compliance with NC Childcare Rules. There was one (1) new staff member hired since the facility’s last visit on 9/10/25. The childcare consultant made notes on the staff and training worksheets and initialed where notes were made on the documents completed by the administrator. The Emergency Preparedness and Response Plan was reviewed and last updated on 8/7/25. Medication is currently administered at this facility. The storage of the emergency medication/creams/ointments and parent authorization forms were monitored during the visit. Transportation is not provided at this facility. The last sanitation inspection was conducted on 10/29/25 with four (4) demerits and a superior classification. The last fire inspection was conducted on 3/5/26. A copy of the computer-generated visit summary and enrollment worksheet were provided during the visit along with a copy of the “AC Monitoring Checklist for Child Care Centers”. The violation observed during the visit was discussed with Ms. Davidson and documented in the visit summary. The following violation was observed: Violation Number Comment Rule 847 Parent's medication authorization did not include required information. A child's medication authorization for did not include the parent's signature. 10A NCAC 09 .0803(4)(6-9) Because the one (1) violation was corrected during today’s visit, a compliance letter is not due to be submitted to the DCDEE. Technical Assistance/Resources: • During the visit, I discussed the requirement for a staff member’s medical file to be kept separate from the personnel file. Although health information may be in its own file, the actual file must be separate from the personnel file. Please see rule .0701 (d) on page 23 of the NC Childcare Rules for details. • During today’s visit, I discussed with Ms. Davidson that the required time for new staff orientation is 16 hours over a 6-week period with 6 of the 16 hours being completed within the first 2 weeks of employment. Please see rule .1101 (a) on page 38 of the NC Childcare Rules. • During the visit, I discussed line 25 of the staff and training worksheet with Ms. Davidson and clarified the difference between the “training date” and “review date”. • During the visit, I reviewed with Ms. Davidson the conversion of CEU’s and semester credit hours into clock hours for staff on-going training hours. One (1) CEU is equal to 10 clock hours and One (1) SH is equal to 16 clock hours. • During the visit, Ms. Davidson asked for clarification on requirements for staff who do not work directly with children, in regards to on-going and health and safety training hours.     Name of Operation: Alliance Center for Education-University Facility ID: 60004391 Consultant: RASHEKA WHEELER Operation Type: Center Case Number: Visit Date: 5/8/2025 Number Present: 23 Completed Date: 5/8/2025 Age: From 1 To 5 Total Minutes: 115 Time In: 09:00 AM Time Out: 10:55 AM Time In: Time Out: List to Use: Center Type Of Visit: Temp Time Period Announced/Unannounced: Unannounced The purpose of my unannounced visit was to monitor compliance with the applicable childcare requirements for a first temporary time period visit. I met Ms. Sheleah Davidson, Administrator, about today’s temp time period visit. Ms. Davidson, stated that she was in ratio and due to staff being out. I asked if she had any other individual that can maintain ratio for Ms. Davidson to conduct the walk-through of the facility and to retrieve required paperwork. Currently this center operates with a Temporary License, issued on April 2, 2025. The restrictions include daytime care only; Restricted age 1-5 years of age and children less than 2 ½ years in age are in rooms with direct exits. The NC Secretary of State website was viewed before the visit and Alliance Center for Education, Inc, active/current December 10, 1965. If any changes to the corporation need to be made or you decide to sell your business, then you must notify your consultant at least thirty days prior to any changes occurring. The license cannot be bought, sold, subleased, transferred to another person or location or inherited. Indoor Learning Environment: Upon arrival, staff/child ratio was observed in the room that was monitored. In space #1, (1/2) year old children were participating in free choice play at the table. Children later, clean up materials and went to participate in an art activity. All required posting was present. I monitored space #2 during today’s visit as well; there were eleven (11) children participating in a large group activity on the carpet. Children transitioned into free choice play during the observation. Outdoor Learning Environment: The outdoor learning environment was monitored for compliance. I observed a total of nine (9) preschool age children engaged in gross motor play while on the OLE. A fire drill took place on April 10, 2025, and the playground inspection was completed for April 22, 2025. Transportation: Transportation requirements were monitored and in full compliance. Records: Three children’s records were reviewed during today’s visit, with no violations found. All staff records were reviewed during today’s visit, with no violations found. Nutrition: The children will be served fruit and cheerios for breakfast. The menu posted did not identify fruit as an option. The nutritionist stated the change was made earlier because they were out of raisins. Weapons: Your facility is in compliance with Child Care Requirements regarding firearms. The following violation were observed and corrected during today’s visit. Violation Number Comment Rule 526 Menus for all meals and snacks were not current or posted where easily seen by parents and cook. A posted menu was not updated with the current information regarding a substitution made for the fruit option on menu. 10A NCAC 09 .0901(b) Compliance History: The next two Temporary Time Period visits will be unannounced. During those visits a full assessment of the center's ability to maintain compliance with all applicable Child Care Requirements will be conducted. Please note that any violations cited today or during future visits will negatively impact your compliance history. North Carolina General Statute 110-90(4)(d) requires all child care facilities to maintain a compliance history of at least seventy-five percent (75%) for the past 18 months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action against the facility's license. Rated License: I discussed the two-component rated license process briefly with Ms. Davidson. She stated they are interested in getting the rated license completed. I encourage Ms. Davidson to seek out ERS support from the local Resource and Referral at 704-376-6697 and ask to speak with a Specialist working with Quality Everyday for ERS training. If desires to complete the Environment Rating Scale completed, I recommended that you visit www.ncrlap.org for supplemental materials for preparing for the Environment Rating Scale Assessments. Additional notes to the Early Childhood Environment Rating Scale Revised Edition can be obtained on this website. NCRLAP also offers Webinar trainings for staff. I would recommend that you register staff now for the upcoming Webinar trainings listed on the ncrlap.org website. You can order the Environment Rating Scale Books ( ITERS-R 3, ECERS-R 3and SACERS) from vendors such as Kaplan, Lakeshore, ABC School Supply or Discount School Supply. As discussed, at the end of your temporary license period you must be at least a three (3) star facility in order to continue to provide care for children who receive subsidy. Ms. Davidson stated the Alliance Center for Education is a Head Start Program and families receive funding base of a selection criteria. WORKS: If haven’t done so as of today, please make sure your staff establish an NCID for entering their information in the DCDEE WORKS system. Once all staff have completed entering their information in the DCDEE WORKS system, then mail the official transcripts to the Workforce and let me know when they are mailed. Refer to the information on the Division’s website for detailed instructions regarding how to use DCDEE WORKS. Emergency Preparedness and Response: The rules are designed to assist licensed child care programs to be adequately prepared to respond to the needs of children and others in the event of disasters and emergencies. As these rules will have an impact on your facility, please review the information below carefully and let me know if you have any questions. You have already completed Emergency Preparedness and Response training as of 8/14/24. I spoke about make sure you update EPR plan on the Portal to avoid any possible violations in the near future. * Detailed information about the new emergency preparedness and response rules can be found at: http://ncchildcare.nc.gov/providers/pv_emergency.asp . * One person from your facility has taken the Emergency Preparedness and Response in Child Care training. A copy of the Emergency Preparedness and Response Training documentation must be on file for review. * Once the training is completed, the trained staff must complete an EPR Plan on a template at the following website https://rmp.nc.gov/portal/portal.aspx within four (4) months. o If you do not have a computer, you may access one at a public library. o To get on the template you will need an email address and an NCID. Detailed instructions for getting an NCID and for accessing the template are on the Division’s website on the Emergency Preparedness tab. * After you complete the Emergency Preparedness and Response in Child Care training, you must conduct either a shelter-in-place or a lockdown drill every three months. A new form has been created to document these additional drills as well as the fire drills. It is under the Provider Documents tab titled, “Emergency Drill Log.” Health and Safety Trainings: (Some staff are beginning to work on these required trainings. Please make sure you keep track of all received trainings. The Child Care Development Block Grant (CCDBG), also called the Child Care Development Fund (CCDF), is a federal grant which provides funding for child care subsidies for low income working families and improvements in child care quality. The recent reauthorization of CCDBG, Child Care and Development Block Grant Act of 2014, brought for the first time in 18 years new state requirements. These requirements promote the health and safety of children in child care, create continuity of access to subsidies for low-income families, better educate parents and the general public about the child care choices available to them, and improve the overall quality of early care and education programs. States must have pre-service or orientation and on-going minimum health and safety training requirements in place for child care providers. The trainings must cover the following content areas: * Administration of medication * Appropriate precautions in transporting children * Building and physical premises safety * Pediatric First Aid and CPR appropriate for the ages of children in care * Prevention and control of infectious diseases, including immunizations * Prevention of and response to emergencies due to food and allergic reactions * Prevention of shaken baby syndrome and abusive head trauma * Prevention of SIDS and use of safe sleeping practices * Recognizing and Responding to child abuse and neglect * Handling and storage of hazardous materials and the appropriate disposal of bio-contaminants * Emergency preparedness and response planning for emergencies To help child care providers meet the new training requirements, the Division of Child has free Moodle online training modules.
