The last Annual Compliance Visit was conducted on May 9, 2023. The center currently operates with a Five Star Child Care License that was issued on February 26, 2018. Upon arrival, I signed in at the school’s main office and then proceeded to the after-school program where I was greeted by the site director Mr. Bush. He accompanied me on a walk-through of the facility where attendance was documented, and observations made. During today’s visit, a full assessment of applicable Child Care Requirements was conducted. I observed children in the indoor and outdoor learning environment and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in snack time, homework, transitions, and personal care routines and playing in the gym. The caregivers were interacting and meeting the developmental needs for each of the children. I reviewed all staff files during today’s visit. A sampling of Children’s files (ten percent of enrollment) was reviewed today. Emergency drill log: Shelter and lock down drills: 2/13/24. Fire drill: 4/15/24. Fire Inspection (2/26/24) Sanitation (5/23/23) inspection remain current. A checklist was used to note the requirements we monitored today. The center's compliance history was reviewed with the operator. The program’s compliance history was one hundred percent (100%) as of 5/1/24. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. One violation was cited during today’s visit. However technical assistance was given to the provider to ensure compliance. Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. 10A NCAC 09 .0604(c) The above violation(s) must be corrected immediately, and a compliance letter must be received by the consultant no later than (5/14/24) stating how each item was corrected and a plan to maintain compliance with the requirement. Please include your facility ID, date, your name, and your title. If I do not receive your letter by 5/14/24 and/or if you do not address all violations, a return visit to your program will be made to monitor for compliance of violations and to obtain your compliance letter. Additional violations may be documented if the situation has not been corrected or addressed. Please be aware any information submitted by you is considered legal documentation. If you email the compliance letter, it must be sent from the email address registered with the DCDEE (this serves as your signature). Technical Assistance 10A NCAC 09 .0304 ON-GOING REQUIREMENTS FOR A LICENSE (a)Each operator shall schedule and obtain a fire inspection within 12 months of the center's previous fire inspection. The operator shall notify the local fire inspector when it is time for the center's annual fire inspection. The operator shall submit the original of the approved annual fire inspection report to the Division within one week of the inspection visit on the form provided by the Division. 10A NCAC 09 .0604 SAFETY REQUIREMENTS FOR CHILD CARE CENTERS (u) A "shelter in place drill" or "lockdown drill" as defined in 10A NCAC 09 .0102 shall be conducted at least every three months and records shall be maintained as required by 10A NCAC 09 .0302(d)(8). records of lockdown or shelter-in-place drills as defined in 10A NCAC 09 .0102, giving the date each drill was held, the time of day, the length of time taken to get into designated locations and the signature of the person who conducted the drill. You and your staff were provided with an opportunity to ask questions regarding interpretation and implementation of all child care requirements. Child care licensing rules and regulations are established to ensure a safe and healthy environment for children in care. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. The last Annual Compliance Visit was conducted on May 9, 2023. The center currently operates with a Five Star Child Care License that was issued on February 26, 2018. Upon arrival, I signed in at the school’s main office and then proceeded to the after-school program where I was greeted by the site director Mr. Bush. He accompanied me on a walk-through of the facility where attendance was documented, and observations made. During today’s visit, a full assessment of applicable Child Care Requirements was conducted. I observed children in the indoor and outdoor learning environment and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in snack time, homework, transitions, and personal care routines and playing in the gym. The caregivers were interacting and meeting the developmental needs for each of the children. I reviewed all staff files during today’s visit. A sampling of Children’s files (ten percent of enrollment) was reviewed today. Emergency drill log: Shelter and lock down drills: 2/13/24. Fire drill: 4/15/24. Fire Inspection (2/26/24) Sanitation (5/23/23) inspection remain current. A checklist was used to note the requirements we monitored today. The center's compliance history was reviewed with the operator. The program’s compliance history was one hundred percent (100%) as of 5/1/24. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. One violation was cited during today’s visit. However technical assistance was given to the provider to ensure compliance. Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. 10A NCAC 09 .0604(c) The above violation(s) must be corrected immediately, and a compliance letter must be received by the consultant no later than (5/14/24) stating how each item was corrected and a plan to maintain compliance with the requirement. Please include your facility ID, date, your name, and your title. If I do not receive your letter by 5/14/24 and/or if you do not address all violations, a return visit to your program will be made to monitor for compliance of violations and to obtain your compliance letter. Additional violations may be documented if the situation has not been corrected or addressed. Please be aware any information submitted by you is considered legal documentation. If you email the compliance letter, it must be sent from the email address registered with the DCDEE (this serves as your signature). Technical Assistance 10A NCAC 09 .0304 ON-GOING REQUIREMENTS FOR A LICENSE (a)Each operator shall schedule and obtain a fire inspection within 12 months of the center's previous fire inspection. The operator shall notify the local fire inspector when it is time for the center's annual fire inspection. The operator shall submit the original of the approved annual fire inspection report to the Division within one week of the inspection visit on the form provided by the Division. 10A NCAC 09 .0604 SAFETY REQUIREMENTS FOR CHILD CARE CENTERS (u) A "shelter in place drill" or "lockdown drill" as defined in 10A NCAC 09 .0102 shall be conducted at least every three months and records shall be maintained as required by 10A NCAC 09 .0302(d)(8). records of lockdown or shelter-in-place drills as defined in 10A NCAC 09 .0102, giving the date each drill was held, the time of day, the length of time taken to get into designated locations and the signature of the person who conducted the drill. You and your staff were provided with an opportunity to ask questions regarding interpretation and implementation of all child care requirements. Child care licensing rules and regulations are established to ensure a safe and healthy environment for children in care. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. All staff who still need on-going training have until 5/9/24 to get it completed. UPDATES -CBC qualifying letters are now valid for five (5) years regardless of the date of issue. New letters will not be sent out. Rated License Information The facility is in cohort 1. Preparation Year: July 1, 2023-June 30, 2024. Reassessment Year: July 1, 2024-June 30, 2025. If possible, we will align the reassessment with your annual compliance visit timeframe. Once you are ready to have the assessment done, please complete the request form I left with you today.
