A full assessment of child care requirements was conducted. Your program currently operates with a Five-star license and is approved to care for children 0-12 years of age. Today’s visit was conducted with you, Ms. Lisa Ware, Center Director. You accompanied me throughout my walkthrough of the facility today. I monitored six classrooms in use for compliance with staff/child ratios, supervision, capacity, group size and staff interaction/discipline. Two playgrounds were also monitored today. The facility was monitored for health and safety requirements both indoors and outdoors. I observed 3 infants present today. They were all awake and engaged in floor activities while I was in their classroom. I observed the children throughout the rest of the building playing outside, engaged in centers, participating in circle and story time, engaged in art projects and eating lunch. Today, I observed the staff moving about the classrooms, actively engaged in the children’s activities and providing appropriate supervision. Program requirements were monitored today. All inspections and drills were current. Children and staff records were monitored, and the information was documented on the children’s records form and staff and training worksheets. The facility was licensed on April 29, 2019, for 188 children on first shift. One violation was cited today and must be corrected immediately. Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The child care operator has not linked her staff in the Automated Background Check Management System. G.S. 110-90.2 & .2703(r) TECHNICAL ASSISTANCE: *ABCMS- As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. You stated that you will complete the training and send me your certificate with the compliance letter. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. Should you need assistance please contact the Criminal Background Check Unit at (919) 814-8401 and someone will assist you. I sent you instructions for how to connect applications during the visit. * Linking Criminal Background Checks – Staff need to log into the Criminal Background Check Portal on the DCDEE website and link to the facility license number. Review Criminal History Record Check Requirements for Child Care Centers in the NC Child Care Requirements 10A NCAC 09 .2703. *Attendance – Currently the facility staff have three places to complete daily attendance, a handwritten monthly and daily attendance form and an electronic attendance on the ipad. I encouraged the director, Ms. Ware, to identify one attendance protocol that must be completed at all times and have all the staff follow the same protocol. All areas were found to be in compliance today. It is very important for staff to maintain accurate attendance throughout the day, so they are aware of how many children are present in the event of an emergency and who they need to account for. *I discussed the importance of paying close attention to the temperature to confirm it is safe to take the children outside and for how long they should stay outside. I also reminded the facility administrative team of the importance of making sure the outdoor play equipment is NOT too hot to the touch that children could receive burns if they play on the equipment. The facility director, Ms. Ware, ordered a heat gun to be able to confirm the outdoor play equipment is safe to the touch. And we discussed the importance of making sure there is water available for all children and staff and the staff encourage play under shaded areas during the hot summer months. I observed Weather Watch Charts posted throughout the facility today and the staff utilizing them to plan their outdoor play time for the children in their classes. *LEAD WATER TESTING -Centers are required to have their water tested every 3 years by the Clean Water for Carolina Kids™ program. Your last water testing was completed on March 1, 2024, and the results came back in normal range. You are due to have your water tested before March 1, 2027. *RATED LICENSE Director, Ms. Ware, has reached out to NCRLAP to request a mock assessment before requesting the actual assessment be conducted. Your program currently operates with a Five Star License issued on April 29, 2019. Today’s visit was conducted with both assistant directors, Ms. Jessica Hawkins & Ms. Valerie Horton, and Ms. Lisa Ware, owner/director. During today’s visit, I monitored all indoor and outdoor spaces occupied by the children. Ms. Horton visited each indoor and outdoor space with me. I monitored all classrooms in use for supervision, staff/child ratios, materials, equipment, medications and required postings. Staff files were monitored today. A selection of children’s files was monitored. Throughout today’s visit, the children present were observed engaged in indoor and outdoor activities, eating lunch, napping, and completing transitions. Staff assisted children with materials, met their developmental needs, and facilitated daily activities. This facility operates five (5) NC Pre-K programs and one (1) Wake Three program, all of which were not in session today. These programs will be monitored during the facilities Routine Unannounced visit in 2025. This facility does provide a school age summer camp and they take the school age children on field trips over the course of the summer camp program. All transportation requirements were monitored during today's visit and found to be in compliance. A checklist was used to note the requirements that were monitored today. The completed checklist was emailed to the facility director on 7/10/2024. The following two (2) violations of childcare requirements were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 504 Perishable foods were not stored to protect against spoilage. Lunches boxes were stored in a portable refrigerator in the school age summer camp room and there was no thermostat to confirm the internal temperature of the refrigerator. 15A NCAC 18A .2806 847 Parent's medication authorization did not include required information. One bottle of sunscreen was observed missing the name of the child it was for (classroom 5), two sunscreen bottles did not have the required medication authorization form completed and posted for review (classroom 1 and classroom 4) and one sunscreen had an expired parent permission form (classroom 4). CONSULTATION: Transportation: Bright Beginnings Child Development Center offers a summer only school age care program. We reviewed the rules associated with transportation and I suggested the administrative team and summer school age staff complete free transportation trainings available on Teaching Strategies, quorumlearning.com and review the rules and laws governing transportation in licensed child care programs. This will allow for an opportunity for the staff to be reminded of all requirements that are required to be met since this program only operates during the summer months. PLAYGROUND SAFETY While monitoring the playgrounds today, I discussed the importance of checking the temperature of the playground equipment and ground cover to confirm it is not too hot to the touch BEFORE the children are allowed outside. I left two hand outs with the facility management team regarding playground safety as it pertains to the temperature of outdoor play equipment. We also discussed the use of a heat gun to confirm if the equipment and/or ground cover is too hot to use. RATED LICENSE Ms. Ware and I discussed the Rated License Cohort system during the routine unannounced visit conducted on 3/26/2024. Bright Beginnings Child Development Center is in Cohort 2. I suggested Ms. Ware begin requesting each staff member’s “status letter” found in the employees WORKS account. This is a good way to confirm all staff have an active account and to confirm each staff member has their most up to date transcript uploaded into their WORKS account. Ms. Ware stated she plans to meet with her management team to discuss when they would like to have their Environmental Rating Scales conducted and begin to put together a plan to assist the staff in preparation for the upcoming assessments from NCRLAP. I suggested Ms. Ware reach out to Wake County Smart Start or Child Care Services to assist with the preparation for their upcoming assessments. UPDATES/RESOURCES: Today I discussed information regarding the Clean Classrooms for Carolina Kids program to identify and eliminate exposure to lead and asbestos hazards in child care. Ms. Ware completed the water test for her facility and the results were returned with suggestions to maintain identified lead within normal limits. Ms. Ware has implemented the suggestions. This facility was built after 1978 and therefore does not have to be tested for lead and asbestos in the paint. Be sure to visit DCDEE’s website and access the What’s New section for the newest child care rules that were effective January 1, 2024. You may visit MOODLE and complete training for the new child care requirements effective January 1, 2024. Your program currently operates with a Five Star License issued on April 29, 2019. Today’s visit was conducted with both assistant directors, Ms. Jessica Hawkins & Ms. Valerie Horton, and Ms. Lisa Ware, owner/director. During today’s visit, I monitored all indoor and outdoor spaces occupied by the children. Ms. Horton visited each indoor and outdoor space with me. I monitored all classrooms in use for supervision, staff/child ratios, materials, equipment, medications and required postings. Staff files were monitored today. A selection of children’s files was monitored. Throughout today’s visit, the children present were observed engaged in indoor and outdoor activities, eating lunch, napping, and completing transitions. Staff assisted children with materials, met their developmental needs, and facilitated daily activities. This facility operates five (5) NC Pre-K programs and one (1) Wake Three program, all of which were not in session today. These programs will be monitored during the facilities Routine Unannounced visit in 2025. This facility does provide a school age summer camp and they take the school age children on field trips over the course of the summer camp program. All transportation requirements were monitored during today's visit and found to be in compliance. A checklist was used to note the requirements that were monitored today. The completed checklist was emailed to the facility director on 7/10/2024. The following two (2) violations of childcare requirements were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 504 Perishable foods were not stored to protect against spoilage. Lunches boxes were stored in a portable refrigerator in the school age summer camp room and there was no thermostat to confirm the internal temperature of the refrigerator. 15A NCAC 18A .2806 847 Parent's medication authorization did not include required information. One bottle of sunscreen was observed missing the name of the child it was for (classroom 5), two sunscreen bottles did not have the required medication authorization form completed and posted for review (classroom 1 and classroom 4) and one sunscreen had an expired parent permission form (classroom 4). All required documentation must be updated immediately. 10A NCAC 09 .0803(4)(6-9) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent.
