Name of Operation: ALSTON RIDGE ELEMENTARY Facility ID: 92003584 Consultant: KIMBERLY GIROUARD Operation Type: Center Case Number: Visit Date: 11/6/2023 Number Present: 26 Completed Date: 11/6/2023 Age: From 4 To 5 Total Minutes: 355 Time In: 09:50 AM Time Out: 03:45 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to monitor the program during an annual compliance visit. There are two NC Pre-K classrooms operating at Alston Ridge Elementary School. Currently, this program operates with a 4-star license issued on June 17, 2019. This program is approved for 18 children ages 4-5 years in each classroom. The visit was conducted with Ms. Ashley Patterson (LT – RM 206) and Ms. Kimberly Roseboro (LT- RM. 204). Classroom 204 had a substitute assistant teacher and a new PT assistant teacher today. Classroom 206 had both their lead teacher and assistant teacher present today. CLASSROOM OBSERVATIONS Upon my arrival, the children were observed finishing morning snack and then transitioned to circle time. I observed 13 children present in classroom #204. The children in space #204 were finishing group time and transitioning outside. There were 13 children observed present in #206. I observed the children in rm. 206 engaged in morning circle time, centers, paying outside and napping. The children were cared for in approved spaces with adequate supervision. The staff were observed actively engaged in the children’s activities. Materials and equipment were of sufficient quantity and in good repair. Equipment was observed to be child sized. No safety concerns were observed. ATTENDANCE Attendance was monitored and found to be in compliance. Arrival and departure times are documented in the NC Pre-K notebook. POSTINGS/PROGRAM RECORDS All required postings were found to be in compliance. The lesson plans were posted and found to be in compliance. Staff/Child ratios were posted, and the class was found to be in compliance with ratios. Fire inspections and sanitation inspections were current and on file. The incident log is kept in the NC Pre-K notebook in each classroom. STAFF RECORDS Staff and training worksheets were completed and reviewed during my visit today. There are some records which are stored in an offsite location and were documented accordingly. Criminal Record letters were monitored. CHILDREN RECORDS A spot check of children’s files was monitored. I observed children’s portfolios which are maintained in the Teaching Strategies Gold platform. Anecdotal notes are taken throughout the year. VIOLATIONS Two violations of childcare requirements were observed today. Violation Number Comment Rule 1041 Prior to employment a Criminal Background Check was not completed. Two staff members in classroom 204, one assistant substitute teacher and one new part time assistant teacher, did not complete the required criminal background check prior to working in the NC Pre-K classroom. G.S. 110-90.2(b) COMPLIANCE HISTORY According to NC General Statute all Childcare programs must maintain a compliance history of at least seventy-five percent (75%) for the past 18 months or during the length of time the facility has operated, whichever is less. Any violations documented during visits to your program may have an impact on the total compliance history score and cause your score to drop below the mandated level. **Prior to today’s visit, the compliance history score for the NC PRE-K program was 96%. Any violations cited during today's visit may affect this percentage. TECHNICAL ASSISTANCE/REMINDERS *I had lengthy discussions with Meredith Broyles-Bello, NC Pre-K Coordinating Teacher for NC Pre-K Licensing and Quality Enhancement, principal, Mr. Schutte and Assistant Principal Ms. Katie Hacker regarding the need to create a substitute pool with individuals that have a DCDEE Criminal Background check and a protocol to follow when NC Pre-K staff are absent. I also suggested to the lead NC Pre-K teachers that they follow up with the school office when they know they are going to be out or one of their staff is going to be out to confirm a substitute with the correct DCDEE criminal background check is found. *Please continue to update your DCDEE Licensing “purple” notebook and I will monitor it again during my next visit. CONSULTATION/RATED LICENSE We discussed your rated license/environmental scale assessment timeframe. We will continue to discuss your time line for this assessment as your planning year approaches. To stay up to date with the rated license process I recommended you visit https://ncrlap.org/Resources/. This website has a lot of good resources to help you continue your preparation for your Environmental Rating Scales. I recommend you create a Rated License Notebook to refer to as you progress through your planning and preparation time period. It is very important that you continue to submit any staff education as they complete additional semester credit hours or degrees, to WORKS. When it is time to complete your rated license evaluation, we will only be able to use the education that is documented in each staff members personal WORKS account. Please submit a corrective action letter for the above violations. While the Division allows you time to explain how you have corrected violations when they are documented, it is expected that you correct all violations immediately. Your corrective action letter must include the following: Name of your program, Id number of your program, Date of Letter, Violation(s) number(s), and How and When each violation was corrected. Your letter is due no later than November 20, 2023, and should be emailed to Kimberly Girouard at Kimberly.Girouard@dhhs.nc.gov .
