Courtney Collins, Administrator, assisted me with the visit. Your program currently operates with a Notice of Compliance, issued March 9, 2022. Restrictions are daytime care only, ages 0-12, capacity of 56 children. The last annual compliance visit was conducted February 5, 2025. The sanitation inspection was completed August 5, 2025 with an "Approved" classification. The last fire inspection was conducted February 18, 2025 and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety six percent as of January 27, 2026. You visited each indoor and outdoor space with me. Children were observed having story time, having tummy time and interacting with staff, completing an art project, having free play in centers, preparing for and eating lunch. Lunch was observed and consisted of cheese pizza, green beans, corn and milk. The following violation(s) were documented and discussed with Ms. Collins. Violation Number Comment Rule 1065 Child care providers scheduled to work in the infant room, did not complete ITS-SIDS training within two months of employment or did not complete the training every three years. Child care administrators did not complete the ITS-SIDS training within 90 days of employment and every three years thereafter. ITS-SIDS certification had expired for two teachers in the classroom for infants. The administrator does have current ITS-SIDS certification. .1102(f) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. Restrictions are capacity of 56 children, ages 0 to 12, daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety five percent as of October 8, 2025. The Notice of Compliance was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. The children were observed having free play, morning circle time, toileting, playing outside and preparing for lunch. Lunch consisted of turkey and cheese sandwiches, sliced apples, sliced carrots and milk. Supervision and staff interaction were adequate. There were two violations today. Violation Number Comment Rule 808 The child care center premises, including the outdoor learning environment, was not clean, drained to minimize standing water, free of litter and hazards, and/or maintained in a manner which does not create conditions that attract or harbor pests. Vines and limbs were growing through the fence on playground #1. 15A NCAC 18A .2832(a) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. Name of Operation: SOWING SEEDS CHILD DEVELOPMENT CENTER Facility ID: 63000537 Consultant: DEBORAH DAVIS Operation Type: Center Case Number: 0425-160L Visit Date: 4/24/2025 Number Present: 29 Completed Date: 4/24/2025 Age: From 0 To 5 Total Minutes: 115 Time In: 09:50 AM Time Out: 11:45 AM Time In: Time Out: List to Use: Center Type Of Visit: Complaint Visit Announced/Unannounced: Unannounced Reporter stated there are allegations of violations of child care requirements regarding sanitation, nutrition, staff qualifications and supervision. Staff who were previously in the classroom for infants are no longer employed. Ms. Collins and Ms. Hamilton, Co-Administrators, take turns working in the classroom along with the cook, Ms. Potter. Nutrition-One infant was enrolled that required a infant feeding schedule. I monitored the schedule and it was up to date. According to the daily feeding forms the infant feeding schedule has been followed. This part of the complaint is not substantiated. Sanitation- Administrators were not aware of staff mixing morning and lunch time milk. However, staff have been giving used bottles to the infant if it's within an hour of the initial feeding. I contacted Moore County Environmental Health Supervisor Crystal Hodges regarding this. She referred me to the following- Rule .2804(h)- (h) After the completion of each feeding, any leftover formula, human milk, or other bottled beverages used during the feeding shall be discarded or sent home with the child whose name is on the label for the formula, human milk, or bottled beverage at the end of each day. Feeding is complete when the child care center employee has stopped feeding the child and the child has been removed from the feeding area in the child care center and returned to other activities. Bottles previously used for feeding shall not be returned to communal mechanical refrigeration. Nothing in these Rules shall prohibit human milk from being sent home at the end of the day with the child whose name is on the label for the human milk instead of being discarded when the child's parent or guardian has given the child care center written permission to send the human milk home. I discussed this with Ms. Hamilton and Ms. Collins and they are now aware of the requirement change for bottle feeding. This part of the complaint is substantiated. Staff qualifications-Ms. Potter, the cook/floater, was verified to have up to date ITS-SIDS, CPR and First Aid qualifications. This part of the complaint is not substantiated. Supervision regarding a child being bitten- Neither Ms. Collins or Ms. Hamilton were aware of a child being bitten. Incident reports were reviewed and there was not one on file for a biting on March 24, 2025. Based on information obtained and interviews with staff, only one part of the complaint was substantiated regarding sanitation requirements for feeding bottles to infants. There was one violation documented and discussed with Ms. Collins. Violation Number Comment Rule 9995 A violation has been found for which there is no item number. After the completion of each feeding, any leftover formula, human milk, or other bottled beverages used during the feeding shall be discarded or sent home with the child whose name is on the label for the formula, human milk, or bottled beverage at the end of each day. Children and parents/guardians must enter the space through the door that does not exit into the playground. They cannot enter through the front door of the facility or any door that enters through any of the playgrounds. 3. It is recommended the therapist complete a criminal background check and the letter shall be kept on file at the facility. 4. Ms. Hamilton shall submit the above plan in writing to me before using the space as a therapy room. Ms. Hamilton and Ms. Collins and I discussed the sanitation requirements regarding not giving used bottles to children within an hour timeframe. Sanitation Rule 15A NCAC 18A.2804(h) was discussed at length. Both administrators stated they understand the requirements and will maintain compliance with the requirement. The program’s compliance history was eighty eight percent as of March 25, 2024. The Notice of Compliance was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. The children were observed having morning group time, completing an art activity, preparing for and eating lunch. Lunch consisted of beans and cheese tacos, corn, oranges, and milk. Supervision and staff interaction were adequate. There was one violation today. Technical Assistance- The Governor signed Senate Bill 425 (now Session Law 2024-34), Health and Human Services Omnibus Bill, which includes the Quality Rating Improvement System (QRIS) Modifications recommended to the Legislature by the NC Child Care Commission to update QRIS and create additional pathways for licensed child care facilities to earn star rated licenses. The Child Care Commission is currently in the process of drafting proposed child care rule language to begin the rulemaking process for implementing the new requirements. The rulemaking process will include publishing of proposed revised rules as well as a public hearing and public comment period. Hold Harmless provisions have been extended and star rated license assessments for licensed child care providers will be conducted by provider request only, until the QRIS rulemaking process has been completed. Star rated license assessments are still required for new child care programs. We discussed the possibility of the center becoming licensed. I explained staff must register in the NCID system on the DCDEE website and submit official transcripts to DCDEE to begin the process. Once staff education is verified a rated license visit will be scheduled. At the completion of the visit, this visit summary was printed, reviewed, and a copy was left with you. The sanitation inspection was completed November 30, 2023 with a “Superior” classification. The last fire inspection was conducted January 31, 2024 and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was eighty two percent as of February 12, 2024. You visited each indoor and outdoor space with me. Children were observed having story time, playing in centers, completing Valentine’s Day crafts, preparing for and eating lunch and napping.
