The program currently operates with a Three-Star Child-Care License that was issued on August 16th, 2019. The last Annual Compliance Visit was conducted on April 3rd, 2024. Upon arrival at the home, I was greeted by the provider, who was present with six children. The children were observed enjoying circle time, and free play, with an assortment of toys and materials. During the visit I monitored indoor and outdoor spaces. In the home the dining room/playroom is the primary care area and includes a variety of age-appropriate toys and materials. The outdoor play area also contained a variety of toys. The provider’s license and parental information were posted on a bulletin board in the kitchen. The provider’s file, children’s files, outdoor inspection, and fire drill reports were reviewed. Transportation is not provided. During today’s visit, a partial assessment of applicable Child Care Requirements was conducted. I reviewed 2 newly enrolled children’s files. The last fire drill was conducted on 11/4/24. The last shelter and lock down drills were on 9/9/24, the next one is due by 12/31/24. The outdoor inspection was done on 11/1/24. Two (2) violations were cited during today’s visit; the provider had a chance to ask questions to ensure staying in compliance. You, Mrs. Henderson, assisted me with the visit. Your program currently operates with a Three-Star issued August 16th, 2019. The home's compliance history was reviewed with the operator. The program’s compliance history was one hundred percent as of 4/3/24. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed six (6) children in the indoor learning environment and found supervision and staff/child ratios to be in compliance. The children at the facility were participating in free play and a group activity. The caregiver was interacting and meeting the developmental needs of the children. The following items were observed in compliance during today's visit: license posted, and restrictions followed, summary of law posted, attendance taken daily, emergency medical care plan, emergency numbers posted, activity plans, first aid poster posted, safe sleep policy posted, daily schedule, menus, allergies posted, storage of hazardous materials and substances, CPR/First Aid and SIDS training completed as required, and Criminal Record Checks completed as required. The last fire drill was conducted on 4/1/24. The last shelter-in-place and lock down drills were conducted on 1/5/24. The next one is due by the end of April 2024. The last Outdoor inspection was completed on 4/1/24. All staff and children’s files were monitored during today’s visit. A checklist was used to note the requirements I monitored today. One violation was cited during today’s visit. Consultation 10A NCAC 09 .1102 HEALTH AND SAFETY TRAINING REQUIREMENTS (g) The child care administrator and all staff members shall complete Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment. This training shall count toward requirements set forth in Rule .1103 of this Section. Recognizing and Responding to Suspicions of Child Maltreatment training is available at https://www.preventchildabusenc.org/services/trainings-and-professional-development/rrcourse. A certificate of each staff member's completion of this course shall be maintained in the staff member's file in the center. 10A NCAC 09 .0510 ACTIVITY AREAS (d) When preschool children three years old and older are in care the following shall apply: (1) the materials and equipment in an activity area shall be in sufficient quantity to allow at least three children to use the area regardless of whether the children choose the same or different activities; and (2) when screen time is provided on any electronic media device with a visual display, it shall be: (A) offered to stimulate a developmental domain in accordance with the North Carolina Foundations for Early Learning and Development as referenced in Rule .0508 of this Section; (B) limited to 30 minutes per day and no more than a total of two and a half hours per week, per child; and (C) documented on a cumulative log or the activity plan that shall be available for review by the Division. 10A NCAC 09 .0802 EMERGENCY MEDICAL CARE 10A NCAC 09 .1727 DISCIPLINE POLICY (a) The family child care home operator shall provide a written copy of and explain the operator's discipline practices to each child’s parent at the time of enrollment. (b) The operator shall obtain a statement signed and dated by the parent that attests that a copy of the written discipline policy was given to, and discussed with him or her. (c) That statement shall include the following: (1) the child’s name; (2) the date of enrollment; and (3) if different, the date the parent signs the statement. The signed, dated statement must be in the child’s record and must remain on file as long as the child is enrolled. (d) If an operator changes the discipline policy at any time, the operator must give written notice of such a change to the child’s parent, guardian, or full-time custodian 14 days prior to the implementation of the new policy and the parent, guardian or full-time custodian must sign a statement that attests that a copy of the new policy was given to and discussed with him or her. You, Mrs. Henderson, assisted me with the visit. Your program currently operates with a Three-Star issued August 16th, 2019. The home's compliance history was reviewed with the operator. The program’s compliance history was one hundred percent as of 4/3/24. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed six (6) children in the indoor learning environment and found supervision and staff/child ratios to be in compliance. The children at the facility were participating in free play and a group activity. The caregiver was interacting and meeting the developmental needs of the children. The following items were observed in compliance during today's visit: license posted, and restrictions followed, summary of law posted, attendance taken daily, emergency medical care plan, emergency numbers posted, activity plans, first aid poster posted, safe sleep policy posted, daily schedule, menus, allergies posted, storage of hazardous materials and substances, CPR/First Aid and SIDS training completed as required, and Criminal Record Checks completed as required. The last fire drill was conducted on 4/1/24. The last shelter-in-place and lock down drills were conducted on 1/5/24. The next one is due by the end of April 2024. The last Outdoor inspection was completed on 4/1/24. All staff and children’s files were monitored during today’s visit. A checklist was used to note the requirements I monitored today.
