The site coordinator, Ms. D. Robertson, was present and assisted me with today’s visit. Your facility currently operates with the following star rated license: 3-star license earned with 2 points in Program Standards, 5 points in Education standards The last sanitation inspection was completed on February 9, 2026, with a “Superior” classification. The last fire inspection was conducted in August of 2025, and the facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was 91% as of 2/18/26. Child Care programs are expected to always achieve and maintain compliance and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Children were observed arriving in the cafeteria, eating snack and engaging in homework free play activities. The last fire drill was conducted on 1/21/26. The last shelter-in-place and lock down drill were conducted on 1/21/26. A Staff and Training Worksheet was e-mailed to the staff prior to today’s visit. I received the Staff and Training Worksheet and reviewed it for compliance. A sampling of Children’s files was not able to be reviewed today. A checklist was used to note the requirements I monitored today. The following violation was observed during the visit. Violation Number Comment Rule 1320 Children's records that include an application for enrollment, medical and immunization records, and permission to seek emergency medical care was not on file for each child. No children's files were present or available for review during the visit. GS 110-91(1);.0302(d)(2); .0304(g) The violation(s) documented must be corrected immediately. On or before 3-4-26, your child care consultant must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Also, please provide information regarding how the facility will maintain compliance in the future. Please be aware that any information submitted by you is considered legal documentation. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The program has chosen to have the environmental scales done for the first time. Gilette will submit the Application for an Assessment for a Two Component Star Rated License and Environmental Rating Scale Assessment Request once the form is received by Shelby Hunt. I will contact the North Carolina Rated License Assessment Project to request the Environmental Rating Scale Assessment. Once she receives the results of the Environmental Rating Scale Assessment she will make another visit to the facility to review the results of the assessment and to process the paperwork to update the license. Ensure that all education information is current in the W.O.R.K.S. database. Education evaluations can take some time to process so beginning the process early will help to ensure we have the accurate information needed when it is time to complete the rated license assessment. TECHNICAL ASSISTANCE: Children’s files should be kept in a designated location so that information is easily accessible. Records should be kept on file for the duration of the child’s enrollment and for 1 year from their disenrollment in the program. REMINDERS: The following staff need training hours by 8/19/26: D.     Name of Operation: Butner Stem's Before and After School Program Facility ID: 39000272 Consultant: GILETTE PARKER Operation Type: Center Case Number: Visit Date: 8/19/2025 Number Present: 34 Completed Date: 8/19/2025 Age: From 5 To 12 Total Minutes: 165 Time In: 02:30 PM Time Out: 05:15 PM Time In: Time Out: List to Use: Center Type Of Visit: Temp Time Period Announced/Unannounced: Unannounced The purpose of today's unannounced visit was to conduct the first temporary time period visit. The temporary time period license was issued on 8/7/25 and expires on 2/7/26. Upon arrival, I was greeted by the program director D. Robertson. I did a walkthrough of the one main area and observed the children eating snacks, using the restroom, doing homework and playing games. I reviewed all employee files and three children’s records (based on the number of children present in care) during today's visit. The center had the following items posted, however they need to be located in a prominent place in the center for parents and I for review: * Center's license * Current and nutritious menu * Summary of the NC Child Care Law posted * Daily Schedule/activity plan INSPECTIONS: The fire drill was conducted 8/18/25 but it was not documented on the emergency drill log. The lockdown drill or shelter-in-place has not been completed at this time due to school just starting. One is due by 8/31/25. Six violations cited during today's visit. Violation Number Comment Rule 319 Staff/child ratios applicable to a classroom, were not posted in each classroom. The staff child ratio sheet was not posted. .0713(a)(10), (c) & (f)(3); .2818(e) 434 The materials and equipment indoors and outdoors were not sufficient to provide a variety of play experiences to promote the children's emotional and social development, health and physical development, approaches to play and learning, language and communication development, and cognitive development. Most of the materials needed for the after school program were located in the library and not accessible to children during today's visit. 10A NCAC 09 .0509(2) 805 Fire drills were not practiced monthly and/or the drill record was incomplete. A fire drill was conducted however it was not documented on the emergency drill log. .0604(t); .0302(d)(5) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. Electrical outlets and power strips not in use did not have a safety outlet cover. 10A NCAC 09 .0604(c) 832 There was no written emergency medical care (EMC) plan. There was no emergency medical care plan filled out or posted. 10A NCAC 09 .0802(a) 1757 A valid qualification letter was not on file and available to review at the facility. A valid qualification letter was not on file for T. Meadows. Meadows is qualified until 12-12-27. G.S. 110-90.2(b) & (d) & .2703(e) The provider had a chance to ask questions to ensure staying in compliance and technical assistance, and resource links were offered. It is your responsibility to read, learn, and maintain all Child Care Requirements that apply to your licensed facility. It is also your responsibility to ask Division staff questions for clarification of requirements you do not understand and to monitor your staff to ensure that all requirements are maintained at all times. TECHNICAL ASSISTANCE AND CONSULTATION The following items were discussed during today's visit: 1) Please refer to the Staff and Training Worksheets to continue to keep all staff members current with their upcoming due dates for CPR/First Aid training, child maltreatment training, and health and safety training requirements. 2) Please refer to the What’s New Section of the DCDEE website for the new rules and other updates. Record keeping is one of the most time-consuming tasks associated with administering a childcare program. It is an important part of licensure. Review staff and children's files often to ensure the program is maintaining accurate licensing records. Organization and completeness of records is important to ensure easy access to information in emergency situations. We discussed making sure that you develop a record keeping system for staff and children’s records that promotes organization and efficiency. Administrative staff must allow time to review all necessary documentation prior to employment of staff and prior to enrolling children to ensure accuracy. 10A NCAC 09 .0604 SAFETY REQUIREMENTS FOR CHILD CARE CENTERS When not in use, electrical outlets and power strips located in space used by children shall have safety outlets or be covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. 10A NCAC 09 .0713 STAFF/CHILD RATIOS FOR CENTERS (10) the staff/child ratio applicable to a classroom as described in this Paragraph shall be posted in that classroom in an area that parents are able to view at all times. 15A NCAC 18A .2812 CLEANING, SANITIZING, AND DISINFECTING EQUIPMENT, UTENSILS, AND OTHER AREAS (i) An approved disinfectant shall be provided for cleaning purposes. Throughout this Section, when an approved disinfectant is used in a child care center, the manufacturer's Safety Data Sheets for the disinfectant product shall be kept on file at the child care center and the instructions for use of the disinfectant product shall be followed. When a chlorine solution is prepared by a child care center employee for use as an approved disinfectant, then the solution shall be prepared for use within 24 hours and a testing method shall be used to ensure compliance with the prescribed chlorine concentration. To achieve the maximum germ reduction with a chlorine disinfecting solution, the surface being disinfected shall be made wet with the chlorine disinfecting solution and allowed to air dry or be dried only after the surface has been in contact with the chlorine disinfecting solution for a minimum of two minutes. (j) A sanitizing solution shall be provided for cleaning purposes. Throughout this Section, when a sanitizing solution is used in a child care center, the manufacturer's Safety Data Sheet shall be kept on file at the child care center and the instructions for use of the sanitizing solution shall be followed. When a chorine solution is used in a child care center it shall be prepared for use within 24 hours and a testing method or kit shall be used to ensure compliance with the prescribed chlorine concentration. To achieve the maximum germ reduction with a chlorine solution, the cleaned surfaces shall be left wet with the chlorine solution and allowed to air dry or be dried only after a minimum contact time of at least two minutes. 15A NCAC 18A .2818 LAVATORIES (a) In child care centers, lavatories shall be kept clean and in good repair and shall not be used for storage. Lavatories shall be mounted at an appropriate height to accommodate children or otherwise made accessible to children. Water from a handwash lavatory shall not be used for consumption. Lavatories with flush-rimmed sinks or with an attached operable drinking fountain shall not be used for handwashing. (b) Lavatories shall be equipped with hot and cold water or tempered water provided through mixing faucets or pre-mixing devices which provide water in the temperature range specified in Rule .2815(e) of this Section. (c) Lavatories shall be cleaned and disinfected with each change of use, when visibly soiled, and at least daily. Change of use occurs when a handwash lavatory is used outside of its original intent. Change of use includes, but is not limited to, a classroom handwash lavatory used for rinsing toothbrushes, a food preparation handwash lavatory used for toy cleaning, or a classroom handwash lavatory used for diaper changing handwashing. (d) Liquid soap and disposable towels or other hand-drying devices shall be provided at every handwash lavatory area. (e) Handwash signs shall be posted at every handwash lavatory area. The signs shall instruct children and child care center employees to wash their hands in accordance with Rule .2803 of this Section. 10A NCAC 09 .2703 CRIMINAL HISTORY RECORD CHECK REQUIREMENTS FOR CHILD CARE PROVIDERS Child care providers, as defined in G.S. 110-90.2(a), shall have a valid qualification letter prior to employment or living in a child care facility and the qualification letter shall be kept on file at the facility for review by representatives of the Division. 10A NCAC 09 .0802 EMERGENCY MEDICAL CARE Each child care center shall have a written plan that sets forth the steps to follow in the event of a child medical emergency. The plan shall be reviewed with all staff annually and whenever the plan is revised. 10A NCAC 09 .0302 APPLICATION FOR A LICENSE FOR A CHILD CARE CENTER records of monthly fire drills documenting the date and time of each drill, the length of time taken to evacuate the building, and the signature of the person who conducted the drill as required by NC Fire Code 405.5; A copy of the form may be found on the Division's website at http://ncchildcare.ncdhhs.gov/pdf_forms/EPR_EmergencyDrillLog_Centers.pdf; 10A NCAC 09 .2508 AGE APPROPRIATE ACTIVITIES Child care facilities that provide care to school-age children shall provide a balance of teacher directed and free choice activities appropriate to the age, needs, and interests of the children. 10A NCAC 09 .0509 LEARNING ENVIRONMENT The learning environment consists of the indoor and outdoor area which encourages child initiated and teacher supported activities as follows: (1) each center shall have developmentally appropriate equipment and materials accessible on a daily basis; (2) the materials and equipment indoors and outdoors shall be sufficient to provide a variety of play experiences that promote the children's emotional and social development, health and physical development, approaches to play and learning, language development, and communication and cognitive development; Program Reminders T. Meadows needs to call 919-754-6000 to get help with her NCID. Once she gets that information, she will need to login to the ABCMS website and print off her current qualification letter. I emailed Amy Matthews about T. Meadows CPR and First Aid cards. Amy said once the cards are ready, she will issue them. R. Robertson needs to create a WORKS account. Once you fill out the EMC, post it on your parent board. Staff will need to also review this for the 2025 school year. Safe and arrival departure needs to be posted. Get the rest of the parents to sign off on the summary of laws and discipline forms. One child in attendance at Butner-Stem after school is registered at C.G. Credle after school. Keep in mind that child did not have any paperwork on file and in case of an emergency, no power or internet loss, the staff would not have any emergency contact information for that child. (I was able to see it on the tablet). List the staff names on the staff off-site records form and the children’s names on the children’s off-site records form. Move the parent board to a location where the parents can see the board during pick up. Two spray bottles are needed for sanitizing tables before and after snack. One bottle for soap and water and one for sanitizing. RATED LICENSE APPLICATION INFORMATION Once you have achieved a full six (6) months of operation, your program will be eligible for a Voluntary Enhanced Rated License. The award of this Rated License will occur at the end of the 6-month Temporary License Time Period. Please go to the NCRLAP website, www.ncrlap.org, to learn more about the third edition of the scale booklets and the Environmental Rating Scale Process. The third edition of the scales will be used for all assessments conducted. If your program will go through the SACERS assessment. Ensure that all new staff members’ education information is current in the W.O.R.K.S. database. Each staff member must register with the WORKS system as soon as they are hired at any location. Education evaluations can take some time to process so beginning the process early will help to ensure we have the accurate information needed when it is time to complete the rated license assessment before the end of the temporary time period. I also discussed today in detail the new QRIS and what options you will have regarding the three Pathways. The temporary time period license was issued on 8/7/25 and expires on 2/7/26. Upon arrival, I was greeted by the program director D. Robertson. I did a walkthrough of the one main area and observed the children eating snacks, using the restroom, doing homework and playing games. I reviewed all employee files and three children’s records (based on the number of children present in care) during today's visit. The center had the following items posted, however they need to be located in a prominent place in the center for parents and I for review: * Center's license * Current and nutritious menu * Summary of the NC Child Care Law posted * Daily Schedule/activity plan INSPECTIONS: The fire drill was conducted 8/18/25 but it was not documented on the emergency drill log. The lockdown drill or shelter-in-place has not been completed at this time due to school just starting. One is due by 8/31/25. Six violations cited during today's visit. Violation Number Comment Rule 319 Staff/child ratios applicable to a classroom, were not posted in each classroom. The staff child ratio sheet was not posted. .0713(a)(10), (c) & (f)(3); .2818(e) 434 The materials and equipment indoors and outdoors were not sufficient to provide a variety of play experiences to promote the children's emotional and social development, health and physical development, approaches to play and learning, language and communication development, and cognitive development. Most of the materials needed for the after school program were located in the library and not accessible to children during today's visit. 10A NCAC 09 .0509(2) 805 Fire drills were not practiced monthly and/or the drill record was incomplete. A fire drill was conducted however it was not documented on the emergency drill log. .0604(t); .0302(d)(5) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. Electrical outlets and power strips not in use did not have a safety outlet cover. 10A NCAC 09 .0604(c) 832 There was no written emergency medical care (EMC) plan. There was no emergency medical care plan filled out or posted. 10A NCAC 09 .0802(a) 1757 A valid qualification letter was not on file and available to review at the facility. A valid qualification letter was not on file for T. Meadows. Meadows is qualified until 12-12-27. G.S. 110-90.2(b) & (d) & .2703(e) The provider had a chance to ask questions to ensure staying in compliance and technical assistance, and resource links were offered. The violation(s) documented must be corrected immediately. On or before 9-2-25, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Also, please provide information regarding how the facility will maintain compliance in the future. Please be aware that any information submitted by you is considered legal documentation. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. It is also your responsibility to ask Division staff questions for clarification of requirements you do not understand and to monitor your staff to ensure that all requirements are maintained at all times. TECHNICAL ASSISTANCE AND CONSULTATION The following items were discussed during today's visit: 1) Please refer to the Staff and Training Worksheets to continue to keep all staff members current with their upcoming due dates for CPR/First Aid training, child maltreatment training, and health and safety training requirements. 2) Please refer to the What’s New Section of the DCDEE website for the new rules and other updates. Record keeping is one of the most time-consuming tasks associated with administering a childcare program. It is an important part of licensure. Review staff and children's files often to ensure the program is maintaining accurate licensing records. Organization and completeness of records is important to ensure easy access to information in emergency situations. We discussed making sure that you develop a record keeping system for staff and children’s records that promotes organization and efficiency. Administrative staff must allow time to review all necessary documentation prior to employment of staff and prior to enrolling children to ensure accuracy. 10A NCAC 09 .0604 SAFETY REQUIREMENTS FOR CHILD CARE CENTERS When not in use, electrical outlets and power strips located in space used by children shall have safety outlets or be covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. 10A NCAC 09 .0713 STAFF/CHILD RATIOS FOR CENTERS (10) the staff/child ratio applicable to a classroom as described in this Paragraph shall be posted in that classroom in an area that parents are able to view at all times. 15A NCAC 18A .2812 CLEANING, SANITIZING, AND DISINFECTING EQUIPMENT, UTENSILS, AND OTHER AREAS (i) An approved disinfectant shall be provided for cleaning purposes. Throughout this Section, when an approved disinfectant is used in a child care center, the manufacturer's Safety Data Sheets for the disinfectant product shall be kept on file at the child care center and the instructions for use of the disinfectant product shall be followed. When a chlorine solution is prepared by a child care center employee for use as an approved disinfectant, then the solution shall be prepared for use within 24 hours and a testing method shall be used to ensure compliance with the prescribed chlorine concentration. To achieve the maximum germ reduction with a chlorine disinfecting solution, the surface being disinfected shall be made wet with the chlorine disinfecting solution and allowed to air dry or be dried only after the surface has been in contact with the chlorine disinfecting solution for a minimum of two minutes. (j) A sanitizing solution shall be provided for cleaning purposes. Throughout this Section, when a sanitizing solution is used in a child care center, the manufacturer's Safety Data Sheet shall be kept on file at the child care center and the instructions for use of the sanitizing solution shall be followed. When a chorine solution is used in a child care center it shall be prepared for use within 24 hours and a testing method or kit shall be used to ensure compliance with the prescribed chlorine concentration. To achieve the maximum germ reduction with a chlorine solution, the cleaned surfaces shall be left wet with the chlorine solution and allowed to air dry or be dried only after a minimum contact time of at least two minutes. 15A NCAC 18A .2818 LAVATORIES (a) In child care centers, lavatories shall be kept clean and in good repair and shall not be used for storage. Lavatories shall be mounted at an appropriate height to accommodate children or otherwise made accessible to children. Water from a handwash lavatory shall not be used for consumption. Lavatories with flush-rimmed sinks or with an attached operable drinking fountain shall not be used for handwashing. (b) Lavatories shall be equipped with hot and cold water or tempered water provided through mixing faucets or pre-mixing devices which provide water in the temperature range specified in Rule .2815(e) of this Section. (c) Lavatories shall be cleaned and disinfected with each change of use, when visibly soiled, and at least daily. Change of use occurs when a handwash lavatory is used outside of its original intent. Change of use includes, but is not limited to, a classroom handwash lavatory used for rinsing toothbrushes, a food preparation handwash lavatory used for toy cleaning, or a classroom handwash lavatory used for diaper changing handwashing. (d) Liquid soap and disposable towels or other hand-drying devices shall be provided at every handwash lavatory area. (e) Handwash signs shall be posted at every handwash lavatory area. The signs shall instruct children and child care center employees to wash their hands in accordance with Rule .2803 of this Section. 10A NCAC 09 .2703 CRIMINAL HISTORY RECORD CHECK REQUIREMENTS FOR CHILD CARE PROVIDERS Child care providers, as defined in G.S. 110-90.2(a), shall have a valid qualification letter prior to employment or living in a child care facility and the qualification letter shall be kept on file at the facility for review by representatives of the Division. 10A NCAC 09 .0802 EMERGENCY MEDICAL CARE Each child care center shall have a written plan that sets forth the steps to follow in the event of a child medical emergency. The plan shall be reviewed with all staff annually and whenever the plan is revised. 10A NCAC 09 .0302 APPLICATION FOR A LICENSE FOR A CHILD CARE CENTER records of monthly fire drills documenting the date and time of each drill, the length of time taken to evacuate the building, and the signature of the person who conducted the drill as required by NC Fire Code 405.5; A copy of the form may be found on the Division's website at http://ncchildcare.ncdhhs.gov/pdf_forms/EPR_EmergencyDrillLog_Centers.pdf; 10A NCAC 09 .2508 AGE APPROPRIATE ACTIVITIES Child care facilities that provide care to school-age children shall provide a balance of teacher directed and free choice activities appropriate to the age, needs, and interests of the children. 10A NCAC 09 .0509 LEARNING ENVIRONMENT The learning environment consists of the indoor and outdoor area which encourages child initiated and teacher supported activities as follows: (1) each center shall have developmentally appropriate equipment and materials accessible on a daily basis; (2) the materials and equipment indoors and outdoors shall be sufficient to provide a variety of play experiences that promote the children's emotional and social development, health and physical development, approaches to play and learning, language development, and communication and cognitive development; Program Reminders T. Meadows needs to call 919-754-6000 to get help with her NCID. Once she gets that information, she will need to login to the ABCMS website and print off her current qualification letter. I emailed Amy Matthews about T. Meadows CPR and First Aid cards. Amy said once the cards are ready, she will issue them. R. Robertson needs to create a WORKS account. Once you fill out the EMC, post it on your parent board. Staff will need to also review this for the 2025 school year. Safe and arrival departure needs to be posted. Get the rest of the parents to sign off on the summary of laws and discipline forms. One child in attendance at Butner-Stem after school is registered at C.G. Credle after school. Keep in mind that child did not have any paperwork on file and in case of an emergency, no power or internet loss, the staff would not have any emergency contact information for that child. (I was able to see it on the tablet). List the staff names on the staff off-site records form and the children’s names on the children’s off-site records form. Move the parent board to a location where the parents can see the board during pick up. Two spray bottles are needed for sanitizing tables before and after snack. One bottle for soap and water and one for sanitizing. RATED LICENSE APPLICATION INFORMATION Once you have achieved a full six (6) months of operation, your program will be eligible for a Voluntary Enhanced Rated License. The award of this Rated License will occur at the end of the 6-month Temporary License Time Period. Please go to the NCRLAP website, www.ncrlap.org, to learn more about the third edition of the scale booklets and the Environmental Rating Scale Process. The third edition of the scales will be used for all assessments conducted. If your program will go through the SACERS assessment. Ensure that all new staff members’ education information is current in the W.O.R.K.S. database. Each staff member must register with the WORKS system as soon as they are hired at any location. Education evaluations can take some time to process so beginning the process early will help to ensure we have the accurate information needed when it is time to complete the rated license assessment before the end of the temporary time period. I also discussed today in detail the new QRIS and what options you will have regarding the three Pathways. The lockdown drill or shelter-in-place has not been completed at this time due to school just starting. One is due by 8/31/25. Six violations cited during today's visit. Violation Number Comment Rule 319 Staff/child ratios applicable to a classroom, were not posted in each classroom. Most of the materials needed for the after school program were located in the library and not accessible to children during today's visit. 10A NCAC 09 .0509(2) 805 Fire drills were not practiced monthly and/or the drill record was incomplete. A fire drill was conducted however it was not documented on the emergency drill log. .0604(t); .0302(d)(5) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. G.S. 110-90.2(b) & (d) & .2703(e) The provider had a chance to ask questions to ensure staying in compliance and technical assistance, and resource links were offered. The violation(s) documented must be corrected immediately. On or before 9-2-25, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Also, please provide information regarding how the facility will maintain compliance in the future. Please be aware that any information submitted by you is considered legal documentation. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. We discussed making sure that you develop a record keeping system for staff and children’s records that promotes organization and efficiency. Throughout this Section, when an approved disinfectant is used in a child care center, the manufacturer's Safety Data Sheets for the disinfectant product shall be kept on file at the child care center and the instructions for use of the disinfectant product shall be followed. When a chlorine solution is prepared by a child care center employee for use as an approved disinfectant, then the solution shall be prepared for use within 24 hours and a testing method shall be used to ensure compliance with the prescribed chlorine concentration. To achieve the maximum germ reduction with a chlorine disinfecting solution, the surface being disinfected shall be made wet with the chlorine disinfecting solution and allowed to air dry or be dried only after the surface has been in contact with the chlorine disinfecting solution for a minimum of two minutes. (j) A sanitizing solution shall be provided for cleaning purposes. Throughout this Section, when a sanitizing solution is used in a child care center, the manufacturer's Safety Data Sheet shall be kept on file at the child care center and the instructions for use of the sanitizing solution shall be followed. When a chorine solution is used in a child care center it shall be prepared for use within 24 hours and a testing method or kit shall be used to ensure compliance with the prescribed chlorine concentration. (b) Lavatories shall be equipped with hot and cold water or tempered water provided through mixing faucets or pre-mixing devices which provide water in the temperature range specified in Rule .2815(e) of this Section. (c) Lavatories shall be cleaned and disinfected with each change of use, when visibly soiled, and at least daily. Change of use occurs when a handwash lavatory is used outside of its original intent. Meadows needs to call 919-754-6000 to get help with her NCID. Once she gets that information, she will need to login to the ABCMS website and print off her current qualification letter. I emailed Amy Matthews about T. Meadows CPR and First Aid cards. Amy said once the cards are ready, she will issue them. R. Robertson needs to create a WORKS account. Once you fill out the EMC, post it on your parent board. Staff will need to also review this for the 2025 school year. Safe and arrival departure needs to be posted. Get the rest of the parents to sign off on the summary of laws and discipline forms. One child in attendance at Butner-Stem after school is registered at C.G. Credle after school. Keep in mind that child did not have any paperwork on file and in case of an emergency, no power or internet loss, the staff would not have any emergency contact information for that child. (I was able to see it on the tablet). List the staff names on the staff off-site records form and the children’s names on the children’s off-site records form. Move the parent board to a location where the parents can see the board during pick up. Two spray bottles are needed for sanitizing tables before and after snack. One bottle for soap and water and one for sanitizing. RATED LICENSE APPLICATION INFORMATION Once you have achieved a full six (6) months of operation, your program will be eligible for a Voluntary Enhanced Rated License. The award of this Rated License will occur at the end of the 6-month Temporary License Time Period. Please go to the NCRLAP website, www.ncrlap.org, to learn more about the third edition of the scale booklets and the Environmental Rating Scale Process. The third edition of the scales will be used for all assessments conducted. If your program will go through the SACERS assessment. Ensure that all new staff members’ education information is current in the W.O.R.K.S. database. Each staff member must register with the WORKS system as soon as they are hired at any location. Education evaluations can take some time to process so beginning the process early will help to ensure we have the accurate information needed when it is time to complete the rated license assessment before the end of the temporary time period. We discussed making sure that you develop a record keeping system for staff and children’s records that promotes organization and efficiency. When a chlorine solution is prepared by a child care center employee for use as an approved disinfectant, then the solution shall be prepared for use within 24 hours and a testing method shall be used to ensure compliance with the prescribed chlorine concentration. To achieve the maximum germ reduction with a chlorine disinfecting solution, the surface being disinfected shall be made wet with the chlorine disinfecting solution and allowed to air dry or be dried only after the surface has been in contact with the chlorine disinfecting solution for a minimum of two minutes. Meadows needs to call 919-754-6000 to get help with her NCID. Once she gets that information, she will need to login to the ABCMS website and print off her current qualification letter. I emailed Amy Matthews about T. Meadows CPR and First Aid cards. Amy said once the cards are ready, she will issue them. R. Robertson needs to create a WORKS account. Once you fill out the EMC, post it on your parent board. Staff will need to also review this for the 2025 school year. Safe and arrival departure needs to be posted. Get the rest of the parents to sign off on the summary of laws and discipline forms. One child in attendance at Butner-Stem after school is registered at C.G. Credle after school. Keep in mind that child did not have any paperwork on file and in case of an emergency, no power or internet loss, the staff would not have any emergency contact information for that child. (I was able to see it on the tablet). List the staff names on the staff off-site records form and the children’s names on the children’s off-site records form. Move the parent board to a location where the parents can see the board during pick up. Two spray bottles are needed for sanitizing tables before and after snack. One bottle for soap and water and one for sanitizing. RATED LICENSE APPLICATION INFORMATION Once you have achieved a full six (6) months of operation, your program will be eligible for a Voluntary Enhanced Rated License. The award of this Rated License will occur at the end of the 6-month Temporary License Time Period. Please go to the NCRLAP website, www.ncrlap.org, to learn more about the third edition of the scale booklets and the Environmental Rating Scale Process. The third edition of the scales will be used for all assessments conducted. If your program will go through the SACERS assessment. Ensure that all new staff members’ education information is current in the W.O.R.K.S. database. Each staff member must register with the WORKS system as soon as they are hired at any location. Education evaluations can take some time to process so beginning the process early will help to ensure we have the accurate information needed when it is time to complete the rated license assessment before the end of the temporary time period. We discussed making sure that you develop a record keeping system for staff and children’s records that promotes organization and efficiency. I emailed Amy Matthews about T. Meadows CPR and First Aid cards. Amy said once the cards are ready, she will issue them. R. Robertson needs to create a WORKS account. Once you fill out the EMC, post it on your parent board. Staff will need to also review this for the 2025 school year. Safe and arrival departure needs to be posted. Get the rest of the parents to sign off on the summary of laws and discipline forms. One child in attendance at Butner-Stem after school is registered at C.G. Credle after school. Keep in mind that child did not have any paperwork on file and in case of an emergency, no power or internet loss, the staff would not have any emergency contact information for that child. (I was able to see it on the tablet). List the staff names on the staff off-site records form and the children’s names on the children’s off-site records form. Move the parent board to a location where the parents can see the board during pick up. Two spray bottles are needed for sanitizing tables before and after snack. One bottle for soap and water and one for sanitizing. RATED LICENSE APPLICATION INFORMATION Once you have achieved a full six (6) months of operation, your program will be eligible for a Voluntary Enhanced Rated License. The award of this Rated License will occur at the end of the 6-month Temporary License Time Period. Please go to the NCRLAP website, www.ncrlap.org, to learn more about the third edition of the scale booklets and the Environmental Rating Scale Process. The third edition of the scales will be used for all assessments conducted. If your program will go through the SACERS assessment. Ensure that all new staff members’ education information is current in the W.O.R.K.S. database. Each staff member must register with the WORKS system as soon as they are hired at any location. Education evaluations can take some time to process so beginning the process early will help to ensure we have the accurate information needed when it is time to complete the rated license assessment before the end of the temporary time period. Meadows needs to call 919-754-6000 to get help with her NCID. Once she gets that information, she will need to login to the ABCMS website and print off her current qualification letter. I emailed Amy Matthews about T. Meadows CPR and First Aid cards. Amy said once the cards are ready, she will issue them. R. Robertson needs to create a WORKS account. Once you fill out the EMC, post it on your parent board. Staff will need to also review this for the 2025 school year. Safe and arrival departure needs to be posted. Get the rest of the parents to sign off on the summary of laws and discipline forms. One child in attendance at Butner-Stem after school is registered at C.G. Credle after school. Keep in mind that child did not have any paperwork on file and in case of an emergency, no power or internet loss, the staff would not have any emergency contact information for that child. (I was able to see it on the tablet). List the staff names on the staff off-site records form and the children’s names on the children’s off-site records form. Move the parent board to a location where the parents can see the board during pick up. Two spray bottles are needed for sanitizing tables before and after snack. One bottle for soap and water and one for sanitizing. RATED LICENSE APPLICATION INFORMATION Once you have achieved a full six (6) months of operation, your program will be eligible for a Voluntary Enhanced Rated License. The award of this Rated License will occur at the end of the 6-month Temporary License Time Period. I reviewed all employee files and three children’s records (based on the number of children present in care) during today's visit.
