Name of Operation: PRECIOUS LIL TOTS DAYCARE Facility ID: 01000463 Consultant: ANITA GRAHAM Operation Type: Family CC Home Case Number: Visit Date: 5/16/2024 Number Present: 1 Completed Date: 5/16/2024 Age: From 2 To 2 Total Minutes: 200 Time In: 11:30 AM Time Out: 02:50 PM Time In: Time Out: List to Use: Family CC Home Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced Today, I conducted an unannounced Annual Compliance visit to monitor for compliance with child care requirements for the family childcare home. The last annual compliance visit was conducted on May 30, 2023. This facility operates with a Four (4) Star License, issued on August 9, 2017. Upon arrival to the facility, I was greeted by the owner Renita Yao. I explained the purpose of my visit. I conducted a walkthrough of the facility. One child is present during today’s visit. The child was observed resting, having snack and participating in free play activities. During today’s visit a full assessment of child care requirements was conducted. I monitored, supervisions, staff/child ratio, new children’s file and program records. There were two violation observed, cited and technical assistance was provided. Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. Bleach, and disinfectant cleaning products. .1719 (a)(7) 1410 Operator did not safely store all combustible materials. A candle was observed burning on a table in the care space. .1719(4) The above violations must be corrected immediately. A corrective action letter must be drafted describing how and when the violations were corrected. Please include the name and identification number of your facility, as well as your electronic signature. The letter must be received by my office on or before May 30, 2024. You may email it to anita.c.graham@dhhs.nc.gov or mailed to the following address: PO Box 665, Pleasant Garden, NC 27313. If I do not receive your letter by May 30, 2023, a return visit may be necessary to ensure the violations has been adequately corrected. Additional violations may be documented if the violations have not been corrected or addressed. TECHNICAL ASSISTANCE: 10A NCAC 09 .1719 REQUIREMENTS FOR A SAFE INDOOR/OUTDOOR ENVIRONMENT (a) The operator of a family child care home (operator) shall provide a physically safe and healthy indoor and outdoor environment that meets the developmental needs of children in care, including but not limited to the following: (4) store all combustible materials that may create a fire hazard according to the instructions on the product label; Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled must be kept in locked storage when children are care. You were provided an opportunity to asked questions regarding child care requirements. We discussed each of the violations cited this date. All substances with two or more warnings must be kept in locked storage. Thank you for your assistance during today’s visit. The last annual compliance visit was conducted on May 30, 2023. This facility operates with a Four (4) Star License, issued on August 9, 2017. Upon arrival to the facility, I was greeted by the owner Renita Yao. I explained the purpose of my visit. I conducted a walkthrough of the facility. Two children are present during today’s visit. The children were observed being cared for by the provider and resting. During today’s visit a partial assessment of child care requirements was conducted. I monitored, supervisions, staff/child ratio, provider health and emergency trainings, four new children’s records and program records. The following violation was observed, cited and technical assistance was offered. Violation Number Comment Rule 1853 The operator did not conduct a monthly fire drill. Documentation indicated the November 2023 fire evacuation drill was not conducted. .1719(a)(15) & .1721( e)(2) The above violation must be corrected immediately, and a compliance letter drafted listing the violation cited and stating how it has been corrected. The letter must reach my office on or before December 30, 2023. You should submit the letter with your program name, ID number and your electronic signature, to my email: at anita.c.graham@dhhs.nc.gov. You were provided an opportunity to ask questions regarding child care requirements. We discussed each of the items of non-compliance. 10A NCAC 09 .1721 REQUIREMENTS FOR RECORDS (e) The family child care home operator shall complete and maintain records that include: (e)(2) documentation that monthly fire drills are practiced. The documentation shall include the date each drill is held, the time of day, the length of time taken to evacuate the home, and the operator's signature. AGENCY NEWS: Licensing Fee There are a few changes to the Annual License Fee process this year: All invoices emailed, and no paper copies will be sent through the U.S. Postal Service. All invoices emailed by December 1, 2023 and included the invoice number and total amount due. All payments are due no later than December 31, 2023. Payments must be submitted online only through the Division’s website using a Mastercard or Visa debit or credit card, or by e-check. Providers will need their Facility ID number and their 2023 Invoice number to complete the payment process. Failure to pay the license fee is a violation of NCGS § 110-90(1a) and can result in a revocation of your child care license. In addition, unpaid license fees will be assessed a 10% late fee and accrued interest as established by NCGS § 147-86.23. RESOURCES -You will find the childcare rules on the DCDEE website, https://ncchildcare.ncdhhs.gov/ Child care licensing rules and regulations are established to ensure a safe and healthy environment for children in care. Therefore, it is important for you to be knowledgeable of all the licensing requirements applicable to your program. It is your responsibility to maintain compliance with all applicable laws and rules, always. To ensure that you are meeting all requirements, periodically review the child care law and rules for any updates. -Child care programs can order free posters from the NC Child Care Health and Safety Resource Center at https://healthychildcare.unc.edu/ -The Health and Safety Trainings are now being offered on the DCDEE website https://ncchildcare.ncdhhs.gov/ free of charge. Look for the ‘DCDEE Moodle’ tab under the ‘Services’ tab on the website. Health and Safety Trainings should be renewed every five (5) years. Thank you for your assistance during today’s visit.
