Upon my arrival I was greeted by the Director. The facility currently operates under a Five Star License that was issued on October 26, 2022. The last annual compliance visit was conducted on July 10, 2025. The last sanitation inspection was completed July 9, 2025 with a “Superior” classification. The last fire inspection was conducted on December 17, 2025. I completed a walk-through of the classrooms, attendance was documented, and observations were made. The children were interacting with the teachers, participating in free play outside on their designated playgrounds and having group time. During today’s visit, a partial assessment of applicable Child Care Requirements was conducted which included, General Licensing Requirements, Program Requirements, New Staff Records, Staff Child Ratio, Supervision, Medications and General Safety. There was one new staff. Today I observed the following violation(s) regarding the Child Care Requirements Violation Number Comment Rule 721 All equipment and furnishings were not in good repair. In the classroom for two year olds there was a cracked clear plastic container that is used to store seashells. G.S. 110-91(6); .0601(b) The violation was corrected during today’s visit. You were provided an opportunity to ask questions regarding interpretation and implementation of all child care requirements. Child care licensing rules and regulations are established to ensure a safe and healthy environment for children in care. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. Both are available on the DCDEE website https://ncchildcare.ncdhhs.gov/ , on the home page under the ‘Services’ tab. Preparing for North Carolina's New QRIS System We spoke about the QRIS and the Director is undecided at the moment on which pathway she wants to do. We discussed the major differences between pathway 1 and 2. Start working on your family and community engagement policies and your CQI requirements for your center and staff. On the Division’s website look under the “SERVICES” tab for “DCDEE Moodle”. These trainings are free, and participants will receive training certificates when completed. A checklist was used to note the childcare requirements monitored today, and a copy was left with you. The last annual compliance visit was conducted 7/16/24. Currently this program operates with a five (5) Star License, issued 10/26/22. The facility earned seven (7) points in staff education, six (6) points in program standards, and one (1) quality point for education options met. The center director, Andrea Edmonds, assisted me today. I conducted an unassisted walk-through of the center. The last sanitation inspection was completed 7/9/25 with a ‘Superior’ classification and 6 demerits. The last fire inspection was conducted on 12/16/24. Children were observed playing in activity areas, large group activities, eating lunch, and routine care activities. A full assessment of childcare rules was completed today. The following violation(s) were documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). The letters for S. Dillard and P. Moore were dated after the expiration date of the last letter on file. Technical assistance was provided. G.S. 110-90.2(b) & .2703(n)&(o) You were provided an opportunity to ask questions regarding interpretation and implementation of all childcare requirements. Each violation cited was discussed with Ms. Edmonds. The violation(s) documented above must be corrected immediately. A signed and dated letter of compliance must be received on or before 7/24/25. The letter must include the following: *Facility Name and ID number *List of each violation number *How each violation was corrected All items must be included, or the corrective action letter will be returned for corrections. All requested documentation must accompany the Corrective Action Letter. The letter can be emailed to lori.rierson@dhhs.nc.gov. CONSULTATION: All licensed childcare facilities are currently under the ‘Hold-Harmless’ state for their license from DCDEE. Once QRIS is implemented, you will receive information from DCDEE regarding the new pathways for licensure and your timeframe for completing your license renewal. The NCRLAP website, https://ncrlap.org, has trainings geared towards the new ITERS3 and ECERS3 assessment scales. These will introduce you to the updated assessment scale and provide tips for completing the new scale. The medical report for one new staff member was not on file. 10A NCAC 09 .0701(a) 1898 Staff did not complete the health and safety training within one year of employment. The trainings for B. Mims and T. Gaines were not completed within one year of employment.
