Name of Operation: ARMC FAMILY ENRICHMENT CENTER Facility ID: 01000324 Consultant: MONA NDIAYE Operation Type: Center Case Number: Visit Date: 7/21/2025 Number Present: 85 Completed Date: 7/21/2025 Age: From 0 To 5 Total Minutes: 305 Time In: 09:15 AM Time Out: 02:20 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s visit was to monitor childcare requirements applicable to a child care center during an unannounced annual compliance visit. Upon my arrival I was greeted by the Assistant Director, Jacquline Demary she assisted me during today’s visit. I completed a walk-through of the classroom spaces, enrollment and attendance were documented, and observations were made. The infants were observed participating in free play in their classrooms, some infants were napping in their cribs and being held by teachers. The older children were observed participating in free play in their classrooms and outside. They were also observed participating in group time activities such as gross motor movement activities. The children were observed eating am snack which consisted of cereal, peaches and milk. The last annual compliance visit was conducted on August 14,2024. The center is operating with a 5-star license that was issued July 11, 2017. The last sanitation inspection was conducted July 2, 2025, and the center received a Superior rating. Fire drills and playground inspections were monitored. The last fire inspection was conducted on December 5, 2024. New staff files were monitored along with ten children’s files were monitored. Your compliance history is 100%, this may change following today’s visit. During today’s visit, a full assessment of applicable Child Care Requirements was conducted. I observed the following violations during today’s visit. Violation Number Comment Rule 802 Safe pick-up and delivery procedures were not communicated to parents and/or were not posted where they can be seen by the parents. There was no safe arrival and departure procedures posted. .1003(b) 807 A safe indoor and outdoor environment was not provided for the children. In classroom KP, there was a packaging tape dispenser with a sharp edge used for cutting the tape. 10A NCAC 09 .0601(a) 1320 Children's records that include an application for enrollment, medical and immunization records, and permission to seek emergency medical care was not on file for each child. One child did not have a medical report on file that was readable. GS 110-91(1);.0302(d)(2); .0304(g) The above violations must be corrected immediately, and a letter must be sent to me no later than August 4, 2025 stating how each item was corrected and a plan to maintain compliance with the requirement. The following information must be included in your signed and dated compliance letter: • the name of your center • facility ID number • date • title of the person who signs the letter • each violation number(s) • describes accurately and in detail how and when you corrected each violation and your plan to keep each item in compliance. If I do not receive your letter by August 4, 2025 and/or if you do not address all violations, a return visit to your program will be made to monitor for compliance of violations and to obtain your compliance letter. Additional violations may be documented if the violations have not been corrected or addressed. You were provided an opportunity to ask questions regarding interpretation and implementation of all child care requirements. Child care licensing rules and regulations are established to ensure a safe and healthy environment for children in care. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. Both are available on the DCDEE website https://ncchildcare.ncdhhs.gov/ , on the home page under the ‘Services’ tab. Consultation During today’s visit your staff and training worksheets were not completed, I have emailed a blank copy of the form to you during today’s visit. Keep a blank copy of this form on file. Send the completed forms to me by 7/28/25. Remember to sign the forms before sending them. A legal designee form was left with you during today’s visit, complete this form and return it to me by 7/28/2025. Technical Assistance Today, your fire drill log was monitored, remember to conduct at least one fire drill per year close to the beginning or end of rest time. Also conduct a drill in the afternoon. The temperatures have been very hot, review the following information. 1.Safety Check & Maintenance Inspect equipment: Check for loose bolts, rust, splinters, or cracks on play structures, swings, and slides. Surface check: Ensure mulch, rubber mats, or sand are evenly spread and thick enough to cushion falls. Fence & gate: Inspect for damage or sharp edges and make sure gates latch securely. Pest control: Check for bees/wasp nests, ant hills, or signs of other pests. 2. Sun Protection Shade structures: Install or check canopies, sails, or umbrellas over play areas and seating. Natural shade: Trim trees for safety but keep them healthy to provide extra sun coverage. Sunscreen policy: Have a plan for applying sunscreen (with parent permission) and ensure staff follows it. 3. Hydration Station Water access: Ensure water is available with disposable cups. Encourage water breaks: Schedule regular hydration times during play. 4. Outdoor Activities & Toys Summer-appropriate toys: Add water tables, sand toys, sports equipment, or ride-ons. Rotate toys: Keep the environment fresh and engaging by rotating outdoor toys. Nature-based play: Include items like gardening tools, pots, or sensory bins with natural materials. 5. Cleanliness Sanitize outdoor toys regularly—especially anything children put in their mouths. Tidy up landscaping: Remove any debris, broken branches, or trash. 6. Safety from Heat Playtime schedule: Shift outdoor play to cooler times (morning or late afternoon). Cooling activities: Plan for cooling breaks with misting bottles, or popsicle breaks. Watch for signs of heat exhaustion in children and staff (lethargy, excessive sweating, etc.). 7. Communication Notify parents about changes in outdoor routines, sunscreen application, and clothing suggestions (hats, water shoes, etc.). Staff training: Review summer safety protocols with your teachers. RESOURCES The Health and Safety Trainings are offered on the DCDEE Moodle format. On the Division’s website look under the “SERVICES” tab for “DCDEE Moodle”. These trainings are free, and participants will receive training certificates when completed.
