A checklist was used to note the requirements I monitored today, including staff and children’s files. Child Care Consultant, Heather Elliott, accompanied me on this visit. Your facility operates with a Five Star License issued September 10, 2019, earning 7 points in Education, 6 points in Program, and 1 quality point for choosing a Programmatic Option. Restrictions on the license include daytime and overnight, capacity of 8 children aged 0-12, maximum of 5 preschool children at any time, and no more than 2 children under the age of one. The license was posted, and the restrictions were in compliance. The last annual compliance visit was conducted at this facility on August 14, 2024. As of today, your facility has an 18-month compliance history of 98%; this information was reviewed with you during today’s visit. Child Care programs are expected to always achieve and maintain compliance and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Owner/Operator, Vanessa Carr, was present and caring for the children. There were nine (9) children enrolled, including drop ins, and two (2) children, a preschool and school-age child, were present today. Ms. Carr has a room set up exclusively for child care. A bathroom is located through a door and to the right from the child care space/room. All areas used by the children were monitored. A daily schedule and current activity plan were observed posted. Age-appropriate materials and activities were provided for all children. Ms. Carr and children were sitting at the table playing an alphabet Bingo game and afterwards, they practiced numbers and played number games. Children also participated in free choice activities and sang songs. The children were adequately supervised. Caregiver and children interacted in a positive and appropriate manner. The information on the Verification of Required Information for Operator and Additional Caregivers Form was verified and/or updated as needed. There were two violations observed today. All violations must be corrected immediately. Continued compliance with applicable child care requirements is required. A checklist was used to note the requirements I monitored today. Your facility operates with a Five Star License issued September 10, 2019, earning 7 points in Education, 6 points in Program, and 1 quality point for choosing a Programmatic Option. Restrictions on the license include daytime and overnight, capacity of 8 children ages 0-12, maximum of 5 preschool children at any time, and no more than 2 children under the age of one. The license was posted, and the restrictions were in compliance. The last annual compliance visit was conducted at this facility on August 23, 2023. As of August 12, 2024, your facility has an 18-month compliance history of 100%; this information was reviewed with you during today’s visit. Owner/Operator, Vanessa Carr, was present and caring for the children. Seven (7) children ranging in ages of four(4) through ten (10) years of age are present and ten(10) children, including drop ins, are enrolled. Ms. Carr has a room set up exclusively for child care. A bathroom is located through a door and to the right from the child care space/room. All areas used by the children were monitored. Age-appropriate materials and activities were provided for all children. Upon arrival to the home, children were completing bathroom routines and preparing for nap/rest time. Mats were appropriately spaced, and soft music played. The children were adequately supervised. Caregiver and child interacted in a positive and appropriate manner. A daily schedule was observed posted. Ensure your activity plan contains evidence that you are using the North Carolina Foundations for Early Learning. During today’s visit, the FCCH Operator’s Statements of Responsibility and the Verification of Required Information for Operator and Additional Caregivers Form was completed. There were two violations observed today. All violations must be corrected immediately. Continued compliance with applicable child care requirements is required. Rated License Reassessment Information - Your facility’s three-year rated license reassessment was due to be completed in September 2022. As discussed during previous visit, DCDEE developed a 3-Cohort system. There are three cohorts, and each includes a preparation year and a reassessment year. You are in Cohort 2. Placement in this cohort means you will have from July 1, 2024, to June 30, 2025, to plan and prepare for your reassessment, with your reassessment having to be completed between July 1, 2025, and June 30, 2026. In your planning year, you may review resources available at www.ncrlap.org and contact Smart Start of Pender County and Region 4 for assistance with completion of the self-study component. During today’s visit, we discussed the “hold harmless” state of rated license reassessments has been extended until the new Quality Rating Improvement System standards are put in place. This means that you are not required to have a reassessment according to timeline discussed previously, however you may request one voluntarily. Today I encouraged you to review information about the new standards as it becomes available and to plan on training your additional caregivers on new assessment tools if you are still interested in Environment Rating Scales assessments. The new tools are the “3” versions, and I will share more information about training opportunities as they become available. Reminders: Enrollment/Capacity - You currently have a total of ten(10) children enrolled at your facility on first , including drop ins. You cannot have more than eight children, five preschool children and three school age children, present at any time, no exceptions. A sample document can be found on the DCDEE website under Provider Documents and Forms; however, you may develop your own PDP as long as all requirements are met. You should also update your EPR plan at least once a year. Once you have completed your annually updated, print the front page of your EPR plan and it will have the date that it was updated. That date is used to verify your annually update. Other Information: Health and Safety Training- These training topics outlined in Child Care Rule 10A NCAC 09 .1703(b) must be completed within the first year of employment for new staff, with the exception of Recognizing and Responding to Suspicions of Child Maltreatment – it must be completed within 90 days of hire. After initial completion of Health and Safety Trainings, they must be completed every five years. Use the Health and Safety Training Record which is found on the DCDEE website under Provider Documents and Forms to track the completion of these trainings. You completed these trainings in August 2022; therefore, you will need to completed these trainings again by August 2027. Completing, refreshing, and updating the required Health and Safety Training increases your awareness and knowledge regarding child development and safety. Clean Classrooms for Kids Program – All child care programs must have their water tested for lead and your building tested for lead and asbestos hazards. May 1, 2024, was the initial deadline to enroll your facility in the Clean Classrooms for Carolina Kids program to identify and eliminate exposure to lead and asbestos hazards in building infrastructure. Facilities that have not yet enrolled should complete the process by November 1, 2024. This program is an expansion of Clean Water for Carolina Kids, which previously tested all child care centers in the state for lead in water at drinking and food preparation taps. As this is a legislatively mandated effort, facilities are required to meet rule requirements to have tap water tested every three years(centers) and to have inspections for lead paint and asbestos if applicable. This facility completed the lead water test on July 3, 2024. Please see steps below: 1. To gain access to the Provider Portal complete the ABCMS Child Care Provider Portal Training on DCDEE's Moodle. The training consists of watching a short video then taking a test about the video. A certificate will be issued upon successful completion of the test. Email the certificate along with your full name, position, and Facility ID to DCDEE_ABCMS_Provider@dhhs.nc.gov to get access to the portal. Access will then be granted within 2 business days. Child Care programs are expected to always achieve and maintain compliance and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Child care licensing requirements are established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules always whether they have been monitored or specifically discussed with you in the past. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. Rated License Reassessment Information - Your facility’s three-year rated license reassessment was due to be completed in September 2022. As discussed during previous visit, DCDEE developed a 3-Cohort system. There are three cohorts, and each includes a preparation year and a reassessment year. You are in Cohort 2. Placement in this cohort means you will have from July 1, 2024, to June 30, 2025, to plan and prepare for your reassessment, with your reassessment having to be completed between July 1, 2025, and June 30, 2026. In your planning year, you may review resources available at www.ncrlap.org and contact Smart Start of Pender County and Region 4 for assistance with completion of the self-study component. During today’s visit, we discussed the “hold harmless” state of rated license reassessments has been extended until the new Quality Rating Improvement System standards are put in place. This means that you are not required to have a reassessment according to timeline discussed previously, however you may request one voluntarily. Today I encouraged you to review information about the new standards as it becomes available and to plan on training your additional caregivers on new assessment tools if you are still interested in Environment Rating Scales assessments. The new tools are the “3” versions, and I will share more information about training opportunities as they become available. Reminders: Enrollment/Capacity - You currently have a total of ten(10) children enrolled at your facility on first , including drop ins. You cannot have more than eight children, five preschool children and three school age children, present at any time, no exceptions. Children who attend PreK programs at local elementary schools are considered preschool children until they complete their first day of kindergarten. If you have or are legal guardian of a preschool children, they count in your total number of preschool children allowed at one time. It is vital that you keep accurate sign in/out sheets and attendance records to verify times when children are in attendance. Professional Development Plan(PDP) & Emergency Preparedness and Response (EPR) Plan - You must update your Professional Development Plan and EPR plan annually. Revised child care rules also require that family child care home operators complete a PDP at least annually. Early childhood research shows that caregiver education is directly related to children’s success as they prepare for and enter school. A sample document can be found on the DCDEE website under Provider Documents and Forms; however, you may develop your own PDP as long as all requirements are met. You should also update your EPR plan at least once a year. Once you have completed your annually updated, print the front page of your EPR plan and it will have the date that it was updated. That date is used to verify your annually update. Other Information: Health and Safety Training- These training topics outlined in Child Care Rule 10A NCAC 09 .1703(b) must be completed within the first year of employment for new staff, with the exception of Recognizing and Responding to Suspicions of Child Maltreatment – it must be completed within 90 days of hire. After initial completion of Health and Safety Trainings, they must be completed every five years. Use the Health and Safety Training Record which is found on the DCDEE website under Provider Documents and Forms to track the completion of these trainings. You completed these trainings in August 2022; therefore, you will need to completed these trainings again by August 2027. Completing, refreshing, and updating the required Health and Safety Training increases your awareness and knowledge regarding child development and safety. Clean Classrooms for Kids Program – All child care programs must have their water tested for lead and your building tested for lead and asbestos hazards. May 1, 2024, was the initial deadline to enroll your facility in the Clean Classrooms for Carolina Kids program to identify and eliminate exposure to lead and asbestos hazards in building infrastructure. Facilities that have not yet enrolled should complete the process by November 1, 2024. This program is an expansion of Clean Water for Carolina Kids, which previously tested all child care centers in the state for lead in water at drinking and food preparation taps. As this is a legislatively mandated effort, facilities are required to meet rule requirements to have tap water tested every three years(centers) and to have inspections for lead paint and asbestos if applicable. To gain access to the Provider Portal complete the ABCMS Child Care Provider Portal Training on DCDEE's Moodle. The training consists of watching a short video then taking a test about the video. A certificate will be issued upon successful completion of the test. Email the certificate along with your full name, position, and Facility ID to DCDEE_ABCMS_Provider@dhhs.nc.gov to get access to the portal. Access will then be granted within 2 business days. A checklist was used to note the requirements I monitored today. Your facility operates with a Five Star License issued September 10, 2019, earning 7 points in Education, 6 points in Program, and 1 quality point for choosing a Programmatic Option. Restrictions on the license include daytime and overnight, capacity of 8 children ages 0-12, maximum of 5 preschool children at any time, and no more than 2 children under the age of one. The license was posted, and the restrictions were in compliance. The last annual compliance visit was conducted at this facility on August 23, 2023. As of August 12, 2024, your facility has an 18-month compliance history of 100%; this information was reviewed with you during today’s visit. Owner/Operator, Vanessa Carr, was present and caring for the children. Seven (7) children ranging in ages of four(4) through ten (10) years of age are present and ten(10) children, including drop ins, are enrolled. Ms. Carr has a room set up exclusively for child care. A bathroom is located through a door and to the right from the child care space/room. All areas used by the children were monitored. Age-appropriate materials and activities were provided for all children. Upon arrival to the home, children were completing bathroom routines and preparing for nap/rest time. Mats were appropriately spaced, and soft music played. The children were adequately supervised. Caregiver and child interacted in a positive and appropriate manner. A daily schedule was observed posted. Ensure your activity plan contains evidence that you are using the North Carolina Foundations for Early Learning. During today’s visit, the FCCH Operator’s Statements of Responsibility and the Verification of Required Information for Operator and Additional Caregivers Form was completed. There were two violations observed today. All violations must be corrected immediately. Continued compliance with applicable child care requirements is required.
