A checklist was used to note the requirements I monitored today. This Family Child Care Home (FCCH) currently operates with a Three Star license issued on June 11, 2019. Upon arrival to the FCCH, I was greeted by the owner and operator Mr. Stacy Pettress and additional caregiver T. Pettress were present. Both assisted me during my visit today. A full assessment of child care requirements was conducted. Emergency drills were documented and current. I reviewed the operator’s files and children’s files. Today you stated that you do transport the children enrolled in the family child care home. I reviewed the required information for the vehicle. To verify compliance with specific requirements, you were given a Verification of Required Information for Operator and Additional Caregivers form and FCCH and Centers Located in a Residence Operator’s Statements of Responsibility form to complete. I received the signed forms during today’s visit. Your signature on these forms will serve as verification of the information provided is accurate and complete. One child was present during today's visit. I observed the child resting on a cot. There was one violation of child care requirements cited during this visit. Violation Number Comment Rule 801 Bacteriological analysis indicating the water is free of bacteria had not been performed on a sample of water from each well used for the children's water supply every two years. Results were not kept on file in the home. 10A NCAC 09 .1725(a)(1) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation documented must be corrected immediately. A signed and dated letter of compliance must be emailed to me on or before November 6, 2025. The letter of compliance should contain the following information: 1. Facility Name 2. Facility ID 3. Date of the letter 4. The violation number. The date each violation was corrected. How the violation was corrected. 5. Signature of the person preparing the letter. If sufficient information is not received by November 6, 2025, a follow-up visit may be completed. We specifically went over the updated rules in Section .3200 regarding the Standards for Two through Five Star Rated facilities. We discussed each of the available pathway options: the Program Assessment Pathway, the Classroom and Instructional Quality Pathway, and the Accreditation and Head Start Pathway. Today I shared the DCDEE webpage with the QRIS links and resources. Today you stated that you are considering the Program Assessment Pathway but needed more time to review the information. This (FCCH) currently operates with a Three Star License effective June 11, 2019. Upon my arrival, I was greeted by the licensed provider Stacy Pettress, the FCCH/caregiver. I completed a walk-through of the indoor and outdoor areas of the residence used for child care. Three (3) children were present during today’s visit. During today’s visit the children were observed resting in the main room of the FCCH. A partial assessment of applicable child care requirements was conducted during today’s visit. Limited monitoring of operator files was conducted for the purpose of reviewing training regarding CPR/First Aid, EPR, Special Training including Health and Safety Training and Criminal Background Checks. The following violations were observed and documented. Violation Number Comment Rule 508 Operator did not successfully complete a first aid course as referenced in Rule.1702(b)(2) First aid training was not renewed on or before the expiration of the certification. The provider and the additional caregiver did not have current First Aid training. .1703(a)(2) 511 Operator did not successfully complete a CPR course as referenced in Rule.1702(b)(2) CPR training was not renewed on or before the expiration of the certification. The provider and the additional caregiver did not have current CPR training. .1703(a)(3) 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). G.S. 110-90.2 & .2703(n) & (o) 2019 Operator did not complete Recognizing and Responding to Suspicions of Child Maltreatment training within the required time frame. The provider and the additional caregiver did not have current Child Maltreatment training as required. .1703(a)(5) 2023 Operator and/or staff who work with children, did not complete health and safety training as part of on-going training so that every five years, all the topic areas were covered. The provider and the additional caregiver did not have updated Health & Safety training as required. .1703(d)(2) Child Care facilities must maintain compliance with applicable childcare requirements at all times. In order to maintain compliance with North Carolina childcare laws and rules, the above violation must be corrected immediately. Please email me this letter by June 24, 2024. RATED LICENSE UPDATE: The hold harmless legislation was extended and signed into law on Monday June 12, 2023. This legislation allows facilities to remain at their current star level without a reassessment until June 30, 2024. To prepare for the reassessment process, DCDEE has developed a cohort system. There are three cohorts, and each includes a preparation year and a reassessment year. Your facility is in Cohort Two, the preparation year for Cohort Two begins July 1, 2024 and the reassessment year will begin July 1, 2025. I will reach out to you prior to the beginning of the preparation year of your assigned cohort and will provide guidance to assist you as you begin the process. It is recommended that you use your preparation months to determine steps you need to take to maintain or increase your current star rating. Make sure all staff have updated their WORKS accounts. This is also a great time to encourage staff to take additional college coursework. I recommend you consider completing the following tasks and activities that will help prepare you for your reassessment year, which will be sometime between July 1, 2025, and June 30, 2026. --Have all staff update their WORKS account to reflect all currently completed coursework (DCDEE-WORKS) --Determine whether you wish to have the Environment Rating Scale (ERS) Assessment conducted. --Request technical assistance with your child care consultant and local partners --Participate in local CCR&R and NCPC quality related training/workshops (CCRR Information) --Reach out to your local Community College to discuss educational opportunities To increase your points in the program component, you may wish to consider the Environment Rating Scale (ERS). If you would like to have the ERS conducted and need assistance with this preparation I am available to assist you with this preparation. You can also visit ncrlap.org website for information about the North Carolina Rated License Assessment Project. --Review NCRLAP website ERS resources (www.NCRLAP.org). To help review ERS requirements and think carefully about the current characteristics and practices in your program and classrooms, check out the Thinking More worksheets. A worksheet is available for each subscale of each rating scale. --Consider requesting an ERS assessment (free of charge) during the preparation year. Remember the scores can be used in a variety of ways. ERS assessments can be requested during the preparation year and scores can be used as guidance to enhance program quality. If desired, assessment scores can be used during the preparation year if the operator wants to move forward with a rated license reassessment. Assessment scores can be saved to use during the reassessment year. Facilities can request another ERS assessment (free of charge) in your reassessment year for any ERS assessment scoring less than a 5.0.
