The last Annual Compliance visit was conducted on March 28, 2025. The program operates with a 5-star rated license issued July 12, 2022, earning 7 points for education standards, 5 points for program standards, and one quality point for complying with an educational option. License restrictions include: 1st and 2nd shift, meets enhanced ratios and space. Today’s visit was conducted with the owner, Delois Wright and Administrator, Edrissa Wright. The Annual Compliance Monitoring Checklist for Child care Centers was used today to note requirements that were monitored. Upon my arrival I observed ten (10) children, ages 2-4 in space #1 with two teachers. They were preparing to go outside. I observed three children, all one years of age, in space #3b, with two staff. They were observed participating in free play activities. Staff/child ratios, group size, capacity, use of space, and supervision were observed. Developmentally age-appropriate materials were used. Positive and nurturing communication occurred as teachers interacted with children. A sanitation inspection was completed on November 25, 2024 with 11 demerits and a Superior rating. A fire inspection was completed on November 5, 2024. The Emergency Drill log was reviewed during today’s visit and is current. Prior to today’s visit the staff and training worksheet was obtained. A review of the information was completed. I verified three four staff did not renew the Recognizing and Responding of Suspicions of Child Maltreatment training within five years of the previous training. I monitored three children's records during the visit and completed the Children's Records form on site. One violation of child care requirements was observed and documented. The computer-generated report was printed at the conclusion of today's visit and left with Ms. Delois Wright. Violation Number Comment Rule 1899 Health and safety training topics were not included as part of on-going training within five years of completing the previous health and safety training topics. Four staff did not renew the Recognizing and Responding to Suspicions of Child Maltreatment training within 5 years of completing the previous training. .1103(b) Child care programs must be in compliance with applicable child care requirements at all times. The violation must be corrected immediately. Email verification addressing the individual violation and how it was corrected to me no later than April 4, 2025. You are required to maintain compliance with all applicable child care rules and regulations at all times. NC GS 110- 90(4)(d) requires all child care facilities to maintain a compliance history score of at least 75% for the past 18 months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action. Child care licensing requirements were established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. I recommend that you visit the Division of Child Development's website (www.ncchildcare.nc.gov) on a regular basis to find out what's new in childcare. You could also find any needed Child Care forms by going on the web site and clicking on the "Provider" tab and then clicking on the "Provider Documents" tab. Several child care forms have recently been update, so you will want to download the most current document. Health and Safety Trainings: Health and Safety training requirements were monitored. An Annual Compliance visit was conducted on April 4, 2023. Today's visit was conducted with the owner, Mrs. Delois Wright. Candice Wright, Administrator, was not present during the visit. Ms. Wright, Administrator, currently resides in the Raleigh area. Ms. Wright shall submit the hours she is on-site conducting administrative duties. She is currently required to work at least 20 hours a week, on-site, when children are in attendance. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed staff providing adequate supervision. Five children, age's 0-2, were present in space #3b with two caregivers. I informed Mrs. Wright children under one year of age could not be kept with children two years and older. A two year old child was moved to space #1, correcting this violations. Children throughout the facility were participating in teacher-directed activities, routine free play, and personal care routines. The caregivers were acting and meeting the developmental needs for each of the children. I verified during today's visit CPR and First Aid certification was completed on December 19, 2023 for all staff, including the substitute. I verified during today's visit, ITS-SIDS training was completed on April 18, 2023 for the Administrator and four other staff. One violation of child care requirements was observed and documented during today's visit. Since the violation was corrected during the visit, a compliance letter is not required. Violation Number Comment Rule 316 Children under one year of age were not kept separate from children two years and older. A one year old was present in space 3b with children age's 1-2. This was corrected during the visit when two of the two year old children were moved to space #1. 10A NCAC 09 .0713(a)(5) A follow-up visit will be conducted within two weeks to verify children under one year of age are not grouped with children two and older. Technical Assistance was offered on promoting language during free play in the classroom used by the infants. Language aids in a nonverbal child’s cognitive development. Conversations using descriptive and reasoning words help build a child’s vocabulary and language understanding. There are plenty of opportunities outside of a planned group time for conversations and language building activities. Children learn through play and interaction. Staff can use opportunities such as diaper changes or meals and snacks in addition to free play to talk to the children. Reminder: 1. Environmental Health has recently updated the Sanitation Rules for Child Care Centers. You can access those updated rules by visiting their website: ehs.dph.ncdhhs.gov/hhccehb/cehu/ccs/children.htm. You will see the Presentations, New Inspection form, The Vomit and Diarrhea Clean Up Plan Template, Clean Up Plan Roster. 2. The Lead Water Sampling must be conducted every 3 years. For more information go to: Clean Water for Carolina Kids. 3. NC 10A NCAC 41C .1001-1007 requires lead-based paint and asbestos inspections at all licensed childcare facilities in NC. Rated License: The Division of Child Development and Early Education is starting the Rated License Assessment back to get programs current with their Rated License. You are in Cohort 2. Therefore, your Prep year will begin July 1, 2024 and will end June 30, 2025. During this time, you need to make sure all full-time staff have completed the NCECC and their information in WORKS is updated. This means submitting any certificates or an original transcript showing EDU coursework completed is in WORKS. If you are wanting the Environment Rating scales completed to earn more points in Program Standards, please take advantage of all the trainings they have on their website: ncrlap.org. Your Assessment year will begin July 1, 2025, and you must complete the Rated License Assessment by June 30, 2026.
