Your program currently operates with a Notice of Compliance issued September 13, 2024. The Administrator, Emilie Ann Graham, was present and available for consultation. The last annual compliance was conducted on September 13, 2024. The sanitation inspection was completed March 17, 2025, with a “Superior” classification. The last fire inspection was conducted on September 9, 2024. Your facility was approved for 1st shift care, children under 2 1/2 years old in rooms with direct exits only, children in care on ground level only, and no cooking allowed in the facility. The program’s compliance history was ninety-seven (97) percent. The NC Secretary of State website was reviewed on September 4, 2025, and Ann Street United Methodist Church was listed as current-active. Fifty (50) children between the ages of two (2) and four (4) years old are enrolled and thirty-nine (39) were present today. There are six (6) approved indoor spaces and one (1) approved outdoor space. At least five (5) activity areas including language, blocks, manipulatives, dramatic play, and art were available in the classroom. Age-appropriate materials and activities were provided for all children. Younger preschool children assigned to indoor space #2 received routine diaper changing and were engaged in pushing trucks on the floor. Older preschool children assigned to indoor spaces #1 and #5 were observed cutting and gluing paper, coloring, cooking in the dramatic area, puzzles, lego boats, magnetic animal blocks, and playing shape games on the computer. Preschool children assigned to indoor space #3 were observed in the outdoor space swinging, running, riding tricycles, and climbing. Water was available in the outdoor space. Routine toileting and handwashing procedures were monitored, and requirements were met. The outdoor space had a variety of gross motor equipment which included a large climbing structure with a slide, tricycles, swings, tables, playhouses, and stationary riding motorcycles and school buses. The outdoor space also had large shade structures. Today, you reported that your facility is currently not providing transportation. Health and Safety trainings were monitored, and requirements were met. Violation Number Comment Rule 859 Monthly playground inspections were not completed and/or they were not completed by an individual trained in playground safety requirements. The most recent playground inspection was conducted in April 2025. .0605(q) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The playground inspection includes a checklist of items related to safety, surfacing, and equipment quality. Choosing a Pathway to the Stars The new rules related to the star rated license system (QRIS) have been approved. The DCDEE team looks forward to working with child care facilities across the state to transition to the new QRIS system, also known as Pathways to the Stars, located in Section .3200 of the Child Care Rules. The transition will begin soon with the following informational opportunities: • You can review the rule roll out module in the DCDEE e-learning Moodle platform and • If you were unable to attend the recent webinars regarding Choosing a Pathway to the Stars, the sessions were recorded and will be posted on the QRIS Modernization page. • In September, child care consultants will host in-person facility operator/administrator meetings within the counties they serve to provide additional guidance on the changes, the transition plan and timeline. • Beginning In October, child care consultants will begin discussing the new rules in Section .3200; Standards for Two through Five Star Rated Licenses during licensing visits. Consultants will review the pathway options, identify facility needs, answer questions, and work with the facility operator to establish an individualized timeline for transition to a new rated license within 12 months based on the pathway chosen. The program’s compliance history was one hundred (100%) percent as of March 18, 2025. The license was posted, and the restrictions were in compliance. The last annual compliance was conducted on January 23, 2023. The sanitation inspection was completed December 19, 2023, with a “Superior” classification. The last fire inspection was conducted January 13, 2023. Your facility was approved for 1st shift care, children only cared for on the ground level, no cooking allowed in the facility, and children less than 2.5 years old in rooms with direct exits. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-six (96) percent. The NC Secretary of State website was reviewed on January 16, 2024, and Ann Street United Methodist Church was listed as current-active.
