Monitoring included NC Pre-K requirements in the NC Child Care Rules Section .3000 which are applicable to Space 2. Last Annual Compliance visit – 2/1/23 Last Sanitation Inspection – 5/26/23 with a Superior Rating; expires 5/26/24 Last Fire Inspection – 11/27/23 with Satisfactory rating but completed after previous fire inspection expired on 11/15/23; approved for daytime only; expires 11/27/24 *Sanitation and fire inspections are required at least annually by the date of the previous inspection. Send fire inspections to me within seven (7) days of the inspection. 18-month compliance history from 6/2/22 – 12/1/23 = 99% R. Bryant, Administrator, was present and assisted me with the visit. The facility currently operates with a Five-Star Center License, issued 5/5/2022, earning points in the following components: Program (5 PTS) + Education (7 PTS) + Quality Point (1 PT) = 13 Points = 5 Stars *Quality Point met and remains in effect: 75% of lead teachers have a BA/BS or higher in early childhood education or child development The program was also monitored for compliance with implementing an approved curriculum (Creative Curriculum 5th edition) as required for all four and five star facilities where four-year old children are enrolled. The next rated license assessment is due by 5/5/2025. See below for more information about the Division’s plan to return to rated license assessments. This facility is owned by Economic Improvement Council, Inc. According to the NC Secretary of State's website, this non-profit corporation is current and active as of 11/27/23. No changes were needed to the facility or owner contact information or license. Please contact your child care consultant prior to any information change regarding the ownership of this facility or to make changes to contact or license information. I monitored the classrooms and spaces used for child care, kitchen, and outdoor play area for applicable child care center requirements using the Child Care Center Requirements, effective 7/1/2023 and Item Number Listing, effective 8/2023. I monitored two children’s records, six staff records and all program records. The facility meets all transportation requirements but has halted transportation due to staffing issues. The NCPre-K requirements in Section .3000 of the child care rules were monitored for compliance in Space 2. I reviewed the NC Pre-K Site Monitoring Tool. Staff-child ratios were 1:9 or 2:18 or better, as required in Child Care Rule 10A NCAC 09 .3909. The current NCPre-K staff are NCPK Teacher: R. Perry and NCPK Teacher Assistant: L. Weeks. I monitored two NCPreK children’s files for completed health assessments (dental, hearing, and vision), developmental screenings, and on-going instructional assessments. The facility uses the Brigance developmental screening which was completed for children in Fall 2023 or as they entered the program throughout the year. The NCPreK program uses Creative Curriculum 5th Edition and Teaching Strategies Gold as the on-going instructional assessment tool to document evidence of each child’s progress three times throughout the school year: Fall, Mid-Winter, Spring and had completed the first checkpoint assessments. The NCPre-K operates daily from 8/28/2023 – 6/19/2024 from 8:00am – 2:30pm. Parent conferences are held twice a year. You stated that you use the Ready Rosie, Class DoJo app to communicate with families, along with daily notes that goes back and forth with reminders, and information for families and from families. The NCPreK program completed an Early Childhood Environment Rating Scale – Revised (ECERS-R) on 4/26/22 and scored 5.2. Center Observations: Eighteen children were present in two classrooms with two teaching staff in each classroom. In Space 1, the seven children, three and four years of age, were decorating Christmas dinosaurs working on their fine motor skills. The posted activity plan reflected they were studying clothes this week. In Space 2, the eleven children, four and five years of age, were studying trees. They put on coats and went outdoors to play. The playground offered stationary and portable gross motor equipment for swinging, climbing, sliding, and cycling. Indoor centers were also available outdoors. Synthetic surfacing was used throughout the playground and met the fall zone requirements. The children in Space 1 went outdoors before lunch. Children washed hands before lunch which was BBQ chicken, greens, applesauce, Hawaiian rolls, and milk. Seconds were offered. After lunch children used the bathroom, washed hands and rested on linen-covered mats. I observed and documented the following violation during today’s visit. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The previous fire inspection was completed on November 15, 2022 and expired on November 15, 2023. The new fire inspection was not completed until November 27, 2023. 10A NCAC 09 .0304(a) * Child care programs are expected to achieve and always maintain compliance and are required by NC GS 110-90(4)(d) to achieve and maintain an 18-month compliance history score of at least 75%. Any violations documented may impact the compliance history score. I completed an electronic copy of the visit summary and provided a printed copy of it to R. Bryant, Administrator. We reviewed the visit summary and violation documented during today’s visit. You had corrected it prior to the visit so no further action is needed except to maintain compliance with fire inspections in the future. Technical Assistance With Documented Violation: Annual Fire Inspections – Annual fire inspections ensure that the building follows fire codes and that your fire detection and alarm systems are operating correctly in the event of a fire. The fire inspector completed a fire inspection on 11/27/2023; however, the previous inspection completed on 11/15/2022 expired on 11/15/2023. You stated requested a new fire inspection, but he did not come prior to the expiration of the previous inspection. When new fire inspections are completed send a copy to me within seven days. This item has been corrected. General Visit Information: Be knowledgeable of the child care laws and rules and environmental health rules; review them with your staff and assist them with understanding and implementing them to maintain compliance and keep children safe and healthy. I encourage you to update information on the staff worksheets throughout the year as items are updated and/or staff change. *When staff come from other programs within your agency, review staff documents carefully to ensure they are completed. Complete the Documentation of Staff Orientation form for the two new staff in Space 1. It was partially completed at the previous facility. You have reviewed the information as reflected on another internal orientation form. Add that to the DCDEE required form. Health and Safety Training and Five (5) Year Cycle Tracking Requirements – complete for all staff *Y. Lingley and A. Jones need to complete a H&S Training Log to accompany their H&S Training certificates. This is due by 2/27/24. On-going Training Hours – Review Row 18 (# hours to carry over) on the Staff Worksheets to determine how many on-going training hours returning staff will need by 12/5/24 (anniversary of today’s Annual Compliance visit). *New Rules on NCPre-K Teacher Assistant Education - All NCPre-K teacher assistants shall complete a minimum of 15 hours of annual in-service professional development. A combination of college coursework, Continuing Education Units (CEUs), or clock hours may be used to complete the requirements of this Rule. Fire and Emergency Drills – Fire drills are required to be completed monthly during any month or part of the month the facility is open and operating. Emergency drills (shelter-in-place or lock-down) are required to be completed for any quarter or part of a quarter the facility is open (Jan-March; April-June; July-Sept; Oct-Dec). You are doing extra fire and emergency drills. Emergency Preparedness and Response (EPR) Requirements, Emergency Medical Care Plan (EMCP) and Ready-to-Go File – Your EPR Plan was last updated in the Emergency Management Plan on 7/3/2023 and your Emergency Medical Care Plan in August 2023. Medication Permission Form – I observed one medication that was accompanied by a medical action plan and a medication permission form that was completed with a six-month authorization period. Have the parent update it and the medical action plan at the same time in February 2024. Additional Comments: Annual License Fee - There are a few changes to the Annual License Fee process this year: • All invoices will be emailed, and no paper copies will be sent through the U.S. Postal Service. • All invoices will be emailed by December 1, 2023 and will include the invoice number and total amount due. • All payments are due no later than December 31, 2023 Payments must be submitted online only through the Division’s website using a Mastercard or Visa debit or credit card, or by e-check. Providers will need their Facility ID number and their 2023 Invoice number to complete the payment process. Your Head Start/NCPre-K program is due for a three-year rated license reassessment 5/5/23 and has been assigned to Cohort 3. I will share more information when your cohort year is closer. This facility is owned by Economic Improvement Council, Inc. According to the NC Secretary of State's website, this non-profit corporation is current and active as of 11/27/23. No changes were needed to the facility or owner contact information or license. Please contact your child care consultant prior to any information change regarding the ownership of this facility or to make changes to contact or license information. I monitored the classrooms and spaces used for child care, kitchen, and outdoor play area for applicable child care center requirements using the Child Care Center Requirements, effective 7/1/2023 and Item Number Listing, effective 8/2023. I monitored two children’s records, six staff records and all program records. The facility meets all transportation requirements but has halted transportation due to staffing issues. The NCPre-K requirements in Section .3000 of the child care rules were monitored for compliance in Space 2. I reviewed the NC Pre-K Site Monitoring Tool. Staff-child ratios were 1:9 or 2:18 or better, as required in Child Care Rule 10A NCAC 09 .3909. The current NCPre-K staff are NCPK Teacher: R. Perry and NCPK Teacher Assistant: L. Weeks. I monitored two NCPreK children’s files for completed health assessments (dental, hearing, and vision), developmental screenings, and on-going instructional assessments. The facility uses the Brigance developmental screening which was completed for children in Fall 2023 or as they entered the program throughout the year. The NCPreK program uses Creative Curriculum 5th Edition and Teaching Strategies Gold as the on-going instructional assessment tool to document evidence of each child’s progress three times throughout the school year: Fall, Mid-Winter, Spring and had completed the first checkpoint assessments. The NCPre-K operates daily from 8/28/2023 – 6/19/2024 from 8:00am – 2:30pm. Parent conferences are held twice a year. You stated that you use the Ready Rosie, Class DoJo app to communicate with families, along with daily notes that goes back and forth with reminders, and information for families and from families. The NCPreK program completed an Early Childhood Environment Rating Scale – Revised (ECERS-R) on 4/26/22 and scored 5.2. Center Observations: Eighteen children were present in two classrooms with two teaching staff in each classroom. In Space 1, the seven children, three and four years of age, were decorating Christmas dinosaurs working on their fine motor skills. The posted activity plan reflected they were studying clothes this week. In Space 2, the eleven children, four and five years of age, were studying trees. They put on coats and went outdoors to play. The playground offered stationary and portable gross motor equipment for swinging, climbing, sliding, and cycling. Indoor centers were also available outdoors. Synthetic surfacing was used throughout the playground and met the fall zone requirements. The children in Space 1 went outdoors before lunch. Children washed hands before lunch which was BBQ chicken, greens, applesauce, Hawaiian rolls, and milk. Seconds were offered. After lunch children used the bathroom, washed hands and rested on linen-covered mats. I observed and documented the following violation during today’s visit. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The previous fire inspection was completed on November 15, 2022 and expired on November 15, 2023. The new fire inspection was not completed until November 27, 2023. 10A NCAC 09 .0304(a) * Child care programs are expected to achieve and always maintain compliance and are required by NC GS 110-90(4)(d) to achieve and maintain an 18-month compliance history score of at least 75%. Any violations documented may impact the compliance history score. I completed an electronic copy of the visit summary and provided a printed copy of it to R. Bryant, Administrator. We reviewed the visit summary and violation documented during today’s visit. You had corrected it prior to the visit so no further action is needed except to maintain compliance with fire inspections in the future. Technical Assistance With Documented Violation: Annual Fire Inspections – Annual fire inspections ensure that the building follows fire codes and that your fire detection and alarm systems are operating correctly in the event of a fire. The fire inspector completed a fire inspection on 11/27/2023; however, the previous inspection completed on 11/15/2022 expired on 11/15/2023. You stated requested a new fire inspection, but he did not come prior to the expiration of the previous inspection. When new fire inspections are completed send a copy to me within seven days. This item has been corrected. General Visit Information: Be knowledgeable of the child care laws and rules and environmental health rules; review them with your staff and assist them with understanding and implementing them to maintain compliance and keep children safe and healthy. The most recent versions of child care laws and rules (updated 7/1/23) and environmental health rules (updated 7/1/23) in North Carolina, the Items Number Listing (can be used as a detailed checklist of required items) and What’s New information are available on the DCDEE website, www.ncchildcare.ncdhhs.gov. Check the designated facility email at least weekly to stay current with communication and email blasts from DCDEE. I encourage you to update information on the staff worksheets throughout the year as items are updated and/or staff change. *When staff come from other programs within your agency, review staff documents carefully to ensure they are completed. Complete the Documentation of Staff Orientation form for the two new staff in Space 1. It was partially completed at the previous facility. You have reviewed the information as reflected on another internal orientation form. Add that to the DCDEE required form. Health and Safety Training and Five (5) Year Cycle Tracking Requirements – complete for all staff *Y. Lingley and A. Jones need to complete a H&S Training Log to accompany their H&S Training certificates. This is due by 2/27/24. On-going Training Hours – Review Row 18 (# hours to carry over) on the Staff Worksheets to determine how many on-going training hours returning staff will need by 12/5/24 (anniversary of today’s Annual Compliance visit). *New Rules on NCPre-K Teacher Assistant Education - All NCPre-K teacher assistants shall complete a minimum of 15 hours of annual in-service professional development. A combination of college coursework, Continuing Education Units (CEUs), or clock hours may be used to complete the requirements of this Rule. Fire and Emergency Drills – Fire drills are required to be completed monthly during any month or part of the month the facility is open and operating. Emergency drills (shelter-in-place or lock-down) are required to be completed for any quarter or part of a quarter the facility is open (Jan-March; April-June; July-Sept; Oct-Dec). You are doing extra fire and emergency drills. Emergency Preparedness and Response (EPR) Requirements, Emergency Medical Care Plan (EMCP) and Ready-to-Go File – Your EPR Plan was last updated in the Emergency Management Plan on 7/3/2023 and your Emergency Medical Care Plan in August 2023. Medication Permission Form – I observed one medication that was accompanied by a medical action plan and a medication permission form that was completed with a six-month authorization period. Have the parent update it and the medical action plan at the same time in February 2024. Additional Comments: Annual License Fee - There are a few changes to the Annual License Fee process this year: • All invoices will be emailed, and no paper copies will be sent through the U.S. Postal Service. • All invoices will be emailed by December 1, 2023 and will include the invoice number and total amount due. • All payments are due no later than December 31, 2023 Payments must be submitted online only through the Division’s website using a Mastercard or Visa debit or credit card, or by e-check. Providers will need their Facility ID number and their 2023 Invoice number to complete the payment process. Transition Back To Rated License Assessments And Cohorts To transition back to rated license assessments, the Division has created a two-year Cohort Model. All facilities are assigned to one of three cohorts based on their current rated license assessment due date. Each cohort will have a year for preparation and a year for assessment. (However, you are encouraged to begin preparations now so that you are ready when your cohort group is due!) Your Head Start/NCPre-K program is due for a three-year rated license reassessment 5/5/23 and has been assigned to Cohort 3. I will share more information when your cohort year is closer. The Cohort 3 Rated License Preparation Year is from 7/1/2025 – 6/30/2026. The Cohort 3 Rated License Assessment Year is from 7/1/2026 – 6/30/2027. Thank you for your time and assistance today.
