Currently this facility operates with a Five-Star License, issued March 11, 2026. The last annual compliance visit was conducted July 7, 2025. A checklist was used to note the requirements I monitored during the visit. The last sanitation inspection was completed on July 11, 2025, earning a superior classification and thirteen (13) demerits. The last satisfactory fire inspection was completed on June 11, 2026, and was approved for day time care only. S. Newkirk, Administrator, was present and available to assist. There were no children present during the visit. This program is a migrant head start and operates seasonally. The children were scheduled to start on June 22, 2026, however, there is no working air condition in one of the buildings. The children will be observed during a later visit. Transportation requirements were monitored. Vehicles used to transport children were on site and found in compliance. The facility contact information was verified during the visit. The PO Box is no longer used for the mailing address. You stated the physical address is used for the mailing address. This program is owned and operated by the Grow Early Learning Corp., previously known as East Coast Migrant Head Start Project. This corporation was researched in the NC Secretary of State database and had a current/active status. The following violation of child care requirements were documented during the visit. Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The operator did not notify the Division of three newly hired child care providers within five business days. G.S. 110-90.2 & .2703(r) The above violation was corrected during the visit. Child care licensing requirements are established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules always if they have been monitored or specifically discussed with you in the past. The best way for you to make sure that you meet all requirements is to periodically review the child care law and rules. Compliance History: Prior to today's visit, this facility maintained an 18-month compliance score of 100%. TECHNICAL ASSISTANCE/ CONSULTATION: Ten percent (10%) or more of children’s records were monitored. Children records reviewed, were in compliance. All new staff and ten percent (10%) of existing staff records were monitored. Staff records reviewed were not in compliance. The operator did not notify the division of any new child care providers who were hired within five business days. Technical assistance was provided to staff during the visit to link criminal background check to the facility. Teachers and the administrator completed the process of linking criminal background checks to the facility. This was corrected during the visit. CLEAN WATER FOR US KIDS: The Clean Water for Carolina Kids status for lead in water is “analysis complete”. The lead base paint and asbestos have a “section complete” status. This information was verified in the clean water for US kids facility data. CRIMINAL BACKGROUND APPLICATIONS: A New feature links criminal background applications to facilities. The training has been completed and the roster was generated. However, newly hired staff were not linked to the facility within five business days. Please remember, this information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Currently this facility operates with a Five-Star License, issued January 14, 2022. The last annual compliance visit was conducted July 9, 2024. The last sanitation inspection was completed on July 16, 2024, earning a superior classification with eight (8) demerits. The last satisfactory fire inspection was completed on June 18, 2024. Maria Baltierra, Program Assistant, was present and available to assist. Eighteen (18) children were present. Children were observed during outdoor play. Staff interacted with children in a positive manner. This program is owned and operated by the East Coast Migrant Head Start Project. This corporation was researched in the NC Secretary of State database and had a current/active status. The following violation of childcare requirements were documented during the visit. Violation Number Comment Rule 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). Prior to expiration date September 16, 2024, the child care provider did not receive a current qualification letter. The qualification letter was dated September 26, 2024. G.S. 110-90.2(b) & .2703(n)&(o) The violation was corrected during the visit. Child care licensing requirements are established to ensure a safe and healthy child care environment. Compliance History: Prior to today's visit, this facility has maintained an 18-month compliance score of 100%. CONSULTATION/TECHNICAL ASSISTANCE INFANT SPACE: The infant room has reopened and has children enrolled. All infant requirements and infant records were observed and verified in compliance. Infant feeding plans were available for review. However, feeding plans should be posted for immediate reference. CRIMNIAL BACKGROUND APPLICATIONS/QUALIFICATION: A. Guerra criminal background qualification expired September 11, 2024. However, a current qualification dated September 26, 2024, was observed on file. This violation was corrected during the visit. A new feature links criminal background applications to facilities. North Carolina child care administrators can now view and edit their facility’s staff roster in ABCMS, the DCDEE’s criminal background check system. Provider Access to ABCMS allows administrators to: • See the real-time background check status of staff members. • Run a printable report of the staff roster to assist with compliance visits. • See new background check applicants and add to staff roster. To get started, complete the ABCMS Child Care Provider Portal Training in Moodle—a video tutorial followed by a few questions. CLEAN WATER FOR US KIDS: The Clean Water for Carolina Kids program is expanding to the Clean Classrooms for Carolina Kids program. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. Currently operating child care facilities are required to test lead in paint and asbestos once only unless the consultant notes a concern during a visit and refers to the program to environmental health. All existing licensed programs should have completed the application summary for their program regarding lead paint and asbestos by November 1, 2024. The application is on the https://www.cleanwaterforuskids.org/en/carolina/ website. Testing for lead in water results were verified in the clean water for US kids facility data. However, results for lead base paint and asbestos have not been completed. Please be sure you are enrolled, and you are meeting requirements for lead base paint and asbestos. STAR RATED LICENSE (SRL): Hold harmless has been extended until the new QRIS is implemented (SB 425). This means that no child care facilities in cohort one will have a rated license assessment unless they voluntarily want to. Also, cohort two do not need to start a preparation year. More information will be forthcoming. GET READY FOR THE 3s (ECERS-3, ITERS-3, FCCERS-3): The DCDEE and the North Carolina Rated License Assessment Project (NCRLAP) are collaboratively working on preparations for the transition to the ECERS-3, ITERS-3, and FCCERS-3 that starts February 1, 2025.
