Your program currently operates with a five-star license, issued 2/20/20, earning 7 points in the education component, 7 points in the program standards component (meeting enhanced requirements and reduced ratios) and 1 quality point for the programmatic option of staff benefits package and infrastructure of parent involvement. Your program was also monitored for compliance with implementing an approved curriculum, High Scope, as required for all four and five star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted 2/26/25. The sanitation inspection was completed 12/19/25 with a “Superior” classification. The last fire inspection was conducted 2/12/26 and your facility was approved for daytime care only. I monitored all indoor and outdoor spaces. Upon arrival groups were transitioning from cafeteria to the classroom spaces. Children washed hands upon arrival to the classroom spaces. In space #1, children engaged in indoor gross motor activities before transitioning to whole group and indoor free play. In space #2, children participated in whole group, identifying and repeating ABAB and ABCABC patterns. In the outdoor environment, children play on the stationary climbing structure, rode tricycles, and interacted with hula hoops and balls. Teachers moved about the space, monitoring the children, engaging in play with the children. Lunch was observed during today’s visit and included cheeseburgers, Thai chicken and rice, carrots, corn, bananas, peaches, and milk. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance The current NC Pre-K staff are lead teachers, S. Bowden, T. Warren, and teachers, K. Olsen, J. Mondragon. A selection of files were monitored for completed health assessments and developmental screenings. The classroom uses the Teaching Strategies Gold instrument to document evidence of children's ongoing progress. The checkpoint assessments are conducted three times per year: at the beginning, middle and end of the school year. Family involvement activities/events are offered throughout the school year. The first day of school was 9-3-25. The classroom operates from 7:20 am- 2:00pm. Parent conferences are held two times per year or as needed. You stated that you use the Class Dojo app, newsletters, children’s weekly communication folders to communicate with parents any information about the child’s day and any reminders. The environment rating scale score received on 10/27/22 was 6. The following violation was observed. Violation Number Comment Rule 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. . In space #2, one storage cabinet was unlocked and contained one bottle of bleach, one bottle of sanitizer and disinfectant solutions, two canisters Clorox Disinfectant Wipes, one can of Lysol disinfectant spray, one bottle of Spic and Span, one bottle of Goo Gone, and one can of Febreze Air Freshener. .2820(b) 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. Staff employed on 9/2/25 completed First Aid training on 1/21/26, therefore did not complete training within 90 days of employment. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Verification of staff completion of the CPR course from an approved training organization was not in the staff file. Staff employed on 9/2/25 completed CPR training on 1/21/26, therefore did not complete training within 90 days of employment. .1102(d) 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. The last lockdown drill was completed on 10/25/25, therefore a drill was not practiced and recorded every three months. .0604(u);.0302(d)(8) 1897 The child care administrator and all staff did not complete the Recognizing and Responding to Suspicions of Child Maltreatment training within 90 days of employment. Staff employed on 9/2/25 did not have documentation of completion of Recognizing and Responding to Suspicions of Child Maltreatment. .1102(g) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before 3/4/26, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Staff employed on 9/2/25 did not complete First Aid, CPR, or Recognizing and Responding to Suspicions of Child Maltreatment trainings within 90 days of employment. The staff was able to complete First Aid and CPR training on January 12, 2026. Develop a plan to ensure all trainings are completed by the required deadline. Use the Staff and Training Worksheet to assist you with knowing what items have been completed and which are due. Emergency Drills- Emergencies occur without warning. Drills are conducted to ensure everyone knows what to do and where to go in the event of an emergency. You must conduct either a shelter-in-place or a lockdown drill every three months as well as a monthly fire drill. A lockdown drill was last completed in October 2025. You shared the drill was completed as a school and no other drills were completed. We discussed having drills independent of the school to ensure they are completed at least every three months. You shared you will plan one in the coming days and plan at least one other for the remainder of the school year. Storage of Hazardous Items- Environments should ensure safety, promote health, provide comfort and be convenient for children and caregivers. In space #2, one storage cabinet was unlocked and contained one bottle of bleach, one bottle of sanitizer and disinfectant solutions, two canisters Clorox Disinfectant Wipes, one can of Lysol disinfectant spray, one bottle of Spic and Span, one bottle of Goo Gone, and one can of Febreze Air Freshener. It was reported that the cabinet was left unlock at the closure of the previous day. We discussed proper storage of chemicals and completing daily safety checks of the indoor and outdoor spaces prior to the arrival of children. Rated License: C. Lakhram, Pre-K Coordinator, and I discussed the facility’s plan for completing a rated license assessment on 10/8/2025, using the new QRIS rules found in Section .3200 of the NC Child Care Rules. During today’s visit I gave an overview of section .3200 of the child care rules. Each of the following pathway options were discussed: Program Assessment Pathway, Classroom and Instructional Quality Pathway, and Accreditation and Head Start Pathway. You informed me that your facility will pursue Pathway #1: Program Assessment. -You have completed your three-month self-study and taken trainings offered through NCRLAP. -Educational Standards were reviewed, 50% of Lead Teaches and 50% of Other Educators, to determine the facility’s expected star level based on education currently available in WORKS. All staff’s education is not update in the WORKS Portal. Be sure that all classroom staff and administrators have updated their WORKS accounts by March 13, 2026. Directions were left with you during the visit. An Application for Assessment for a Rated License was received on January 12, 2026. An Environmental Rating Scales Assessment has been scheduled. During today’s visit we discussed how you are continuing the work you began during the three-month self-study. Spaces #1 and #2 have been re-arranged to maximize supervision and give the children better access to the materials in the classroom. We discussed your current schedule and your path to the outdoor learning area. Reminders: Be knowledgeable of the child care laws and rules and environmental health rules; review them for understanding and implement them to maintain compliance and keep children safe and healthy. The most recent versions of child care laws and rules and environmental health rules in North Carolina, and What’s New information are available on the DCDEE website, www.ncchildcare.ncdhhs.gov. Check the designated facility email at least weekly to stay current with communication and email blasts from DCDEE. If your email is not the facility email, sign up for email blasts on the What’s New page for general information and communication from DCDEE. NCID- Did you know that if you do not login on any DCDEE platforms (e.g., Moodle, WORKS, CBC) for a period of 12 months, your account will be archived? An archived account cannot be reinstated. You will need to create a new one and then email all platforms (e.g., Moodle, WORKS, CBC) to merge accounts. As part of ongoing efforts to protect state systems and data, the N.C. Department of Information Technology will be changing the minimum length of NCID passwords from eight to 14 characters. When you change your current password after Feb. 23, however, you will be required to create a new one that must: • Be a minimum of 14 characters. • Consist of at least one numeric character, at least one uppercase letter, at least one lowercase letter, and at least one special character such as #, &, * etc. • Passwords shall not contain number or character substitutes to create dictionary words (e.g., d33psl33p for deepsleep). North Carolina General Statute 14-208 requires sex offenders to register with the North Carolina Department of Justice. The law states that a sex offender shall not knowingly reside within 1,000 feet of the property on which any public or nonpublic school or child care center is located. Your program currently operates with a five-star license, issued 2/20/20, earning 7 points in the education component, 7 points in the program standards component (meeting enhanced space and reduced ratios minus one) and 1 quality point for the programmatic option of staff benefits package and infrastructure of parent involvement. The program’s compliance history was ninety one percent as of 9/19/25. This facility is owned by Pitt County Schools. The license was posted, and the restrictions were in compliance. The indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children enrolled in space #1 participate in a whole group discussion about shapes. Children identified the shapes in the book and later transitioned to a small group activity, where the children practiced drawing shapes. Children enrolled in space #2 transitioned to the outdoor learning environment where they rode tricycles around the track and played on the climbing structure. Teachers were observed interacting with children using soft tones and comforting children that were upset. Proper handwashing techniques were observed. Lunch was observed during today’s visit and included chicken nuggets, carrots, apples, bread, and milk. The following violations were observed. The indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children enrolled in space #1 participate in a whole group discussion about shapes. Children identified the shapes in the book and later transitioned to a small group activity, where the children practiced drawing shapes. Children enrolled in space #2 transitioned to the outdoor learning environment where they rode tricycles around the track and played on the climbing structure. Your program currently operates with a five-star license, issued 2/20/20, earning 7 points in the education component, 7 points in the program standards component (meeting enhanced space and reduced ratios minus one) and 1 quality point for the programmatic option of staff benefits package and infrastructure of parent involvement. The program’s compliance history was ninety seven percent as of 9/27/24. This facility is owned by Pitt County Schools. The license was posted, and the restrictions were in compliance. The indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children enrolled in space #1 participate in indoor free play including blocks, dramatic play, writing, and puzzles. Teachers moved about the classroom, engaging in play and conversations with the children. Teachers were observed assisting children with floor puzzles and problem solving. Children enrolled in space #2 engaged in gross motor play in the outdoor learning environment, including a climbing on the structure, playing tag and collecting leaves. The group later transitioned indoors. Proper handwashing techniques were observed. Lunch was observed during today’s visit and included Mac-n-cheese, sweet peas, banana, and milk. Having protective surfacing under and around playground equipment can reduce the risk of serious injury. We discussed adding more mulch to the area to ensure that the depth of the mulch is a resilient six inches. You may also consider putting black resilient mats at the base of the steps and slide for protection. Technical Assistance to improve ECERS-R Scores: Item #17 Using Language to Develop Reasoning Skills- One of the best ways children learn is through hands on experience. Children need to develop their reasoning skills, this is achieved through asking and answering questions. There are no specific responses or knowledge expected from the children. Use real events and experiences to encourage children to reason and notice/apply logical concepts. While at play, teachers can have conversations about similarities and differences, matching, sequencing, and cause and effect. For example, ask “Why are there shadows on the playground today, but not inside?” or “Why does the sand get stuck in the funnel?” or “is there a difference between wet and dry sand?” These types of open-ended questions will allow the children to develop an answer and give reasons to justify their thinking, therefore deepening their reasoning skills. The NC Rated License Assessment Project (NCRLAP) has a wealth of resources and training opportunities.
