Your program currently operates with a 5-Star license effective January 17, 2025. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-seven (97) percent as of October 6, 2025. The NC Secretary of State website was reviewed on October 6, 2025, and Carteret County Public School Foundation was listed as current-active. Inspections remain current. The license was posted, and the restrictions were in compliance. Megan Anderson, Lead Teacher, was available for consultation during the visit. There is one (1) approved indoor space and one (1) approved outdoor space. Eight (8) children between the ages of four (4) and five (5) are enrolled, and seven (7) were present today. At least five (5) activity areas including language, blocks, manipulatives, dramatic play, and art were available in your classrooms. Age-appropriate materials and activities were provided for all children. A walk-through of the facility was completed today. Both indoor and outdoor areas were monitored. Current activity plans were observed posted in all classrooms. Staff child ratios and supervision were monitored and found to be in compliance. Upon entering your classroom, preschool children were engaged in a variety of free play activities which included looping bands and boards, building with cardboard brick blocks, snapping gears, peg boards, sensory pop it boards, farm animals, cars, and people. You were actively engaged with the children as they played. Lunch today consisted of chicken filet sandwiches, seasoned corn, crinkle fries, strawberry fruit cups, and milk. The outdoor space had two (2) pieces of gross motor equipment which included a larger climber with two (2) slides, and a large wooden boat and pier for climbing. Other outdoor activities included apple tree chalk boards, large manipulative maze and gears, a covered sand box, and a storage house for additional outdoor toys. Health and Safety Trainings, and the Shaken Baby and Abusive Head Trauma Policy were monitored today and found to be in compliance. Violation Number Comment Rule 721 All equipment and furnishings were not in good repair. The large wooden boat and pier equipment in the outdoor space has two (2) broken steps and a rotten board under the boat mast causing a tripping hazard. Mushrooms and Weeds Growing in Surfacing: As discussed, fall zones should be weeded regularly and any loose parts or potentially poisonous mushrooms should be collected daily to ensure fall zones are kept free of hazards. To treat mushrooms in mulch, manually remove them, dry out the mulch by improving drainage and avoiding overwatering, and occasionally turn the mulch to increase aeration and disrupt fungal growth. For the safety of the children, you must ensure weeds and any debris are removed. I also urged you to create a regular weeding and tilling schedule for the outdoor space. Emergency Drills: Emergency drills shall be practiced every three (3) months, and records shall be maintained as required. Records of emergency drills documenting the date and time of each drill, the length of time taken, and the signature of the person who conducted the drill shall be available for review. Today I suggest marking a date on your calendar so that you can ensure that an emergency drill is performed every three (3) months. It may also help to plan these drills for different times of the day so children and staff can be prepared no matter the type of activity or routine is taking place. Your program currently operates with a 5-Star license effective December 10, 2018. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-nine (99) percent as of September 28, 2023. The license was posted, and the restrictions were in compliance. There is one (1) approved indoor space and one (1) approved outdoor space. Fourteen (14) children between the ages of four (4) and five (5) are enrolled and thirteen (13) were present today. At least five (5) activity areas including language, blocks, manipulatives, dramatic play, and art were available in your classrooms. Age-appropriate materials and activities were provided for all children. A walk-through of the facility was completed today, and all indoor and outdoor areas were monitored. Upon arrival to your facility, the children were in music class. As they transitioned back to the classroom, routine handwashing was observed before free play activities. Handwashing requirements were met. The preschool children were engaged in free play activities including cars and road signs, linking tubes, counting and sorting fruit, cooking, circles and peg boards, weighing hexagons on a balancing scale, and coloring. Both staff members interacted with the children as they played. The outdoor space had a variety of gross motor equipment including tricycles, hula hoops, sidewalk chalk, lego building blocks, dramatic play toys, a wooden walking pier that led to a large wooden boat, two (2) large manipulative structures with a maze and gear, and a large climber with a double slide. The sanitation and fire inspections remain current. Health and Safety trainings were monitored today, and requirements were met. Violation Number Comment Rule 811 Potentially hazardous items including but not limited to power tools, nails, chemicals, propane stoves, lawn mowers, gasoline, or kerosene were not stored in locked areas, removed from the premises, or made inaccessible to children. Botanical Disinfect Solution labeled keep out of the reach of children was not stored in locked storage. .0604(a) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violations documented may impact the compliance history score. Any violations documented must be corrected immediately. Violation number 0811 was corrected during the visit; therefore, a compliance letter is not required. Technical Assistance: Rated License: Your facility’s three-year rated license reassessment was due to be completed in November 2021 but was not completed due to reassessments being voluntary during the COVID-19 pandemic. As we discussed today, reassessments will not become mandatory again until July 1, 2024, and your facility has been placed into “Cohort 1.” Placement in this cohort means you will have from July 1, 2023, to June 30, 2024, to plan and prepare for your reassessment, with your reassessment being due between July 1, 2024, and June 30, 2025. In your planning year, you may review resources available at www.ncrlap.org and contact Carteret County Partnership for Children for assistance. I am also available to assist you upon request. This is an opportunity to focus on your Star Rated License and consider strategies to help maintain or increase your star rating.
